MINUTES FOR THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
September 28, 1995 - 7:30 p.m.

The meeting was called to order by Chairman David Barfield at 7:30 p.m.

CONSIDERATION OF MINUTES
OF SEPTEMBER 14, 1995 Mr. Davis made the motion to approve the minutes as presented. The motion was seconded
by Mr. Baxter. The motion carried 4-0.
ZONING CASES
1. PZ 95-18
Continuation of a Public Hearing to consider an amendment to the Zoning Ordinance No. 1874
regarding Automobile Storage and Display. TABLED 9/14/95
Chairman Barfield reopened the Public Hearing and called for anyone wishing to speak to come
forward at this time.
Mr. Husband stated staff will take the comments offered by the Commission at the work session
and prepare another draft of the ordinance. He stated the comments included modifications
regarding applicability for existing uses and new structures, exemptions for fully screened area, and
different criteria for different types of uses.
Mr. Davis stated any design criteria will be in the building code, not the zoning ordinance.
Mr. Davis made the motion to table PZ 95-18 so city staff could make changes to the ordinance as
directed by the Commission. The motion was seconded by Mr. Miller. The motion carried 4-0.
PLATS AND SUBDIVISIONS
2. PS 94-56
Request of Amundson/Crane Limited Partnership for Revised Preliminary Plat of Blocks 5-8,
Woodland Oaks Addition. (Located at the southeast corner of Crane Road and Amundson Road)
Mr. Davis made the motion to approve PS 94-56, subject to engineering comments, and subject to
the entire property being final platted. The motion was seconded by Mr. Baxter. The motion
carried 4-0.
3. PS 95-30
Request of John Volkman for Final Plat of Lots 1-18, Block 12, Stonybrooke Addition. (Located at
the west end of Stephan ie Drive)

Mr. Husband stated the developer removed a lot from the preliminary plat to make the lots wider,
but there are still five lots that do not meet the minimum criteria. He stated the developer has
requested a variance to allow the five lots to retain the width shown on the plat. He stated there
were some questions regarding drainage through the area, and the city engineers are available to
answer any questions in those areas.
Mr. Barfield stated the plat shows a 30-foot drainage easement and a 23-foot uti I ity easement. He
stated the Public Works Department is requesting a 53-foot drainage easement. He asked is access
is provided to the channel through the easement between Lots 14 and 15, would that satisfy the
requirements of Public Works.
Mr. Kevin Miller stated if access is provided both horizontally and vertically, then they could live
without the extra space on top of the bank. He stated the plans show a vertical drop at the end of
the flume.
Mr. Davis asked where the channel goes to the east.
Mr. Miller stated it ties into an existing concrete channel that eventually empties into Walkers
Branch.
Mr. Davis asked if access was available from that channel.
Mr. Miller stated there is a three-foot vertical difference between the flow lines of both channels.
He stated they could not drive a backhoe from the existing channel into the proposed channel
without some mod ifications to the plans.
Chairman Barfield asked how they maintain channels like this one.
Mr. Mi lIer stated they look for means to get a normal size backhoe into the channel. He stated the
design manual requires an easement 25-feet wider than the channel to provide access to the top of
bank if necessary.
Mr. Davis asked why there is a 23-foot wide utility easement.
Mr. Miller stated that is a sewer line location to serve this plat.
Chairman Barfield asked if the utility easement could be used for access to the channel.
Mr. Miller stated that home owners may put accessory buildings, swimming pools and fences in a
utility easement. He stated that would encumber their opportunity to properly maintain the
channel.
Mr. Kirby Jones, Gordon Swift Consulting Engineers, came forward to speak. He stated the owner
would prefer to only provide a thirty-foot channel since it is upstream of the other channel. He
stated the easement for the channel to the east is only 30-feet wide.
There was general discussion regarding the drainage and utility easements.
Mr. Jones stated that in the future, the channel may be extended into the commercial property to
the west.
Mr. Davis stated the easement between Lots 14-1 5 cou Id be a 1 O-foot wide fl ume to provide access
to the flow line of the channel.
Mr. Davis made the motion to approve PS 95-30 subject to engineering comments, the concrete
flume between Lots 14-15 be ten-feet wide, the drainage easement at the southern end of the
property be 30-feet wide, and the adjacent utility easement be 23-feet wide. The motion was
seconded by Mr. Miller. The motion carried 4-0.

4. PS 95-34
Request of Quadrangle Development for Final Plat of Century Oaks Addition, Fourth Filing.
(Located at the southwest corner of Sm ithfield Road and Starnes Road)
Mr. Husband stated this is a final plat of a 6-acre tract of land. He stated the property is zoned R-3
and C-1. He stated all comments have been addressed.
Mr. Baxter made the motion to approve PS 95-34 subject to engineering comments. The motion
was seconded Mr. Miller. The motion carried 4-0.
STAFF REPORT
Mr. Husband stated that on October 19th the annual Boards and Commissions dinner will be held
at Iron Horse Golf Course. He stated more information will be forwarded to the Commission as it
becomes avai lable.

There being no further business, the meeting was adjourned.
