HomeMy WebLinkAboutPZ 1994-12-22 Minutes MINUTES FOR THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS December 22, 1994 - 7:30 p.m. CALL TO ORDER ROLL CALL The meeting was called to order by Vice-Chairman David Barfield at 7:30 p.m. PRESENT Vice-Chairman Members Planning Director Building Official Plans Examiner Assistant City Manger ABSENT David Barfield Don Bowen Victor Baxter Paul Miller Jill Spicer Barry LeBaron Steve Pence Gregory Arrington Randy Sh iflet James Brock Ron Lueck Richard Davis CONSIDERATION OF MINUTES OF DECEMBER 8, 1994 Mr. Bowen made the motion to approve the minutes as corrected for his vote on the December 8th minutes. The motion was seconded by Mr. Baxter. The motion carried 3-0, with Mr. Miller and Ms. Spicer abstaining due to absence at the previous meeting. PLATS AND SUBDIVISIONS 1. PS 94-54 Public Hearing to consider the request of John Volkman for Replat of Lots 58R-62R, Block 3, Stonybrooke South Addition. Th is property is located at the southwest corner of Crystal Lane and Westover Way. Mr. LeBaron stated there are four lots that are part of a platted cui de sac. He stated the cui de sac was never built. He stated the owner wishes to replat the property to reflect the current street configuration. Mr. LeBaron stated the owner is dedicated a right-of-way where the street currently exists. Vice-Chairman Barfield opened the Public Hearing and called for those wishing to speak to come forward at this time. There being no one wishing to speak, Vice-Chairman Barfield closed the Publ ic Heari ng. Mr. Baxter made the motion to approve PS 94-54. The motion was seconded by Mr. Miller. The motion carried 5-0. 2. PS 94-58 Request of John Barfield for Revised Preliminary Plat of Thornbridge Addition. This property is located in the 8300 block of Davis Boulevard. Mr. LeBaron stated when a portion of this subdivision was final platted earlier this year, the Commission advised the owner to submit a revised preliminary plat before any more final plats would be considered. He stated the owner has submitted a revised plat that would be built out in three phases. Mr. LeBaron stated the plat includes an area reserved for a park. He stated the developer has met all engineering requirements. He stated the issue to be resolved is whether the park area wi II be a private park or ded icated to the city as park of the park system. PZ Minutes - Page 2 December 22, 1994 Mr. Bowen stated a street name needs to be changed. He stated there is already a Tanglewood Court in another subdivision. Ms. Leann Wood, resident in the Thornbridge subdivision, came forward to speak. She stated the residents were not aware that the homeowners would be responsible for maintenance if the city did not take it over. Vice-Chai rman Barfield stated the Parks Department has not made a decision whether to assume maintenance on this area. He stated the developer has met all subdivision requirements for approval. He stated the park is a separate issue. He stated the residents may want to meet with the parks department and express their views. Mr. John Barfield, 700 Harwood Road, Hurst, came forward to speak. He stated he is one of the developers of th is property. He stated there has always been a homeowners association in this development, but it has been run by the developers. He stated the homeowners will take over operation on January 1, 1995. Mr. Barfield stated they are planning a park in the area, but the city is also planning for parks in that general area. He stated they are working with the city on the future of the park. He stated the current fee for maintaining the entry area is $95 per year, but the fee will decrease as the number of homes increases. He stated he does not know what the fee would be to keep the park a private one. Mr. Baxter stated there are possible funding sources for development of the park through the Texas Parks and Wildlife Department. Ms. Wood stated the land for the park is flood plain area. Vice-Chai rman Barfield stated that most of the park land in the city is probably used for flood plain and drainage purposes. He stated that was the idea behind the linear park system. He stated the alternative is to line the creek with concrete. Ms. Wood stated the cost to maintain the park will probably be too costly for most of the homeowners. Mr. Barfield stated of the 11 acres in the proposed park, about half is actually flood plain area. He stated the fee, if any, would be allocated over about 147 homes. He stated there are currently 50 homes in the subdivision. Mr. Bowen made the motion to approve PS 94-58. The motion was seconded by Mr. Miller. The motion carried 5-0. ZONING CASES None. STAFF REPORT Mr. LeBaron stated the Commission will consider revisions to the sign regulations at its first meeting in January. He stated the regulations are about six years old, and they need some polishing and reorganization. He stated a Public Hearing has been scheduled. CITIZEN COMMENTS None.
