MINUTES OF THE REGULAR MEETING OF THE
ZONING BOARD OF ADJUSTMENT OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
December 15, 1994 - 7:30 p.m.
CALL TO ORDER
The meeting was called to order by Chairman Tom Duer at 7:35 p.m.

NOVEMBER 17, 1994
Mr. Cypert made the motion to approve the minutes as presented. The motion was
seconded by Mr. Schopper. The motion carried 4-0.
Chairman Duer stated that the State law requires four affirmative votes for a variance request
to pass, regardless of the number of members in attendance. He stated the Board consists of
5 voting members and 2 alternate members.

Request of Glenda Nelson to vary from the masonry requirement on lot 8, Block 37,
Richland Terrace Addition, to allow the addition to the house to be constructed of siding.
This property is located at 5104 laurel lane.
Chairman Duer opened the Public Hearing and called for those wishing to speak to come
forward at this time.
Ms. Glenda Nelson, 5104 laurel lane, came forward to speak. Ms. Nelson presented
photos of the property to the Board. She stated her contractor advised her that the brick
could not be matched. She presented pictures of other houses in the neighborhood that had
an addition constructed of siding.
Chairman Duer asked what the addition will be used for.
Ms. Nelson stated it will be a bedroom. She stated there will be five windows.
Mr. John Gardner, 5112 laurel lane, came forward to speak. He stated h is support for the
req uest.
Ms. Sandra James, 5101 Karen Drive, came forward to speak. She stated her support for the
request.
There being no one else wishing to speak, Chairman Duer closed the public hearing.
Mr. Schopper made the motion to approve BA 94-30 as requested. The motion was
seconded by Mr. Cypert. The motion carried 4-0.
Chairman Duer advised Ms. Nelson to apply for all necessary permits.

Request of Richard Wood to vary from the masonry requirement on lot 1, Block H,
Calloway Farm Addition, to allow two walls of the building to be constructed of siding. This
property is located at 7660 Grapevine Highway.
Chairman Duer opened the Public Hearing and called for those wishing to speak to come
forward at this time.
Mr. Richard Wood, 1203 Brazos, Southlake, came forward to speak. He stated the reason
for the request was the cost of the brick. He stated lower construction costs keeps the cost of
services down. He stated the sides facing the creek and the hospital would be siding. Mr.
Wood stated this is a prototype design of a Golden Corral restaurant. He stated to brick the
building would cost an additional $5,000 to $8,000.
Chairman Duer asked how large the restaurant is.
Mr. Wood stated 11,404 square feet. He stated it will seat about 430 people. He stated they
serve a buffet style mea I.
Mr. Schopper asked if the building was in the middle of a parking lot, would the building
have brick on al I four sides.
Mr. Wood stated no. He stated there is one exactly like this proposed one on Northwest
Highway. He stated the siding is Masonite.
Mr. Skinner asked if the building will be accessible to trucks along the rear.
There was general discussion regarding the layout of the site.
Mr. Wood stated no. He stated the access area is on the east side of the building.
Mr. Skinner stated the rear of the building will be visible to traffic. He asked if there was any
shrubbery planned for the rear of the building.
Mr. Wood stated no.
Mr. Skinner stated the Board has not approved a variance from this requirement for any
buildings along Grapevine Highway. He stated this is a highly visible area due to the
interchange construction.
Mr. Wood stated the side along the creek will not be visible.
Chairman Duer asked if the mall road would have curbs.
Mr. leBaron stated yes.
Mr. Wood stated they will have two entrances off of the mall road.
Mr. Skinner asked how much extra the brick would cost.
Mr. Wood stated $5,000 to $8,000.
Mr. Skinner asked how much masonry is on the front of the building.
Mr. Wood stated 1000/0.
Mr. Skinner asked how much masonry is on the side facing Grapevine Highway.

Mr. Wood stated 1000/0.
There was general discussion regarding the amount of brick on the bUilding.
Mr. Skinner stated his concern over how much of the building would be visible from the
highway.
There being no one else wishing to speak, Chairman Duer closed the Public Hearing.
Mr. Skinner stated the dumpster area must be screened. He stated his concern over the
appearance of the bu i Id i ng.
Mr. Cypert stated the life cycle of brick is much higher than siding.
Mr. Skinner stated that most of the buildings in the area are brick.
Chairman Duer advised that the request is denied due to the lack of a motion. He stated
state law allows an appeal of a Board's decision to be directed to state district court within
ten days of the decision.
