CALL TO ORDER The meeting was called to order by Chairman Randy Shiflet at 7:00 p.m. 2. APPROVED Kelly Gent, seconded by Steve Cooper, motioned to approve the minutes of December 20, 2007. The motion carried unanimously (4-0). 5. CONSIDERATION OF MINUTES FROM THE JANUARY 3, 2008 MEETING. APPROVED Bill Schopper, seconded by Kelly Gent, motioned to approve the minutes of January 3, 2008 meeting. The motion carried unanimously (4-0). 6. PP 2007-13 Consideration of a Request from Birdville Independent School District to Approve a Preliminary Plat of Lot 1, Block 1, Career and Technology Addition (Located in the 7000 Block of Mid Cities Blvd - 14.894 acres). Chris Schnitger, Civil Engineer with SRA Design, 1161 Corporate Dr., Arlington Texas came forward representing BISD. Mr. Schnitger said the site is 15 acres bordering Mid Cities and Dick Fisher. Mr. Schnitger explains that they have discussed the traffic issues for exiting the site with the Development Review Committee. DRC has provided comments in regards to the preliminary plat and they believe that they have addressed mast of their concerns. Eric Wilhite stated that SRA has met all the comments from the Development Review Committee. The property is owned by the Birdviile School District and they have a Career and Technology Center planned for this location. The Development Review Committee has not received a submittal for the site plan. The preliminary plat has been submitted because the property has never been platted before. The preliminary plat has been reviewed by the Development Review Committee and does meet all the subdivision rules and regulations and recommends approval. Page 2 of 5; 01/17/08 P & Z Minutes Chairman Randy Shiflet asked the Commission/Board members if anyone had any questions in regards to the plat itself? Bill Schopper said that he had a few questions but they are in regards to the site plan and are not appropriate at this time. Chairman Shiflet said he would be interested in hearing the thoughts for the traffic and access issues even though it would not be necessary for the preliminary plat consideration. Greg Van Neiuwenhuize said that BISD's consultant is presently proposing four access locations. There would be two locations on Mid Cities Blvd. and two additional locations on Dick Fisher Dr. West. The Public Works department can only support one of the locations an Dick Fisher Dr.West. The northern entrance on Dick Fisher Dr.West would line up with Dick Fisher Dr. North. Mr.Van Neiuwenhuize explains that it's not just the volume of traffic but the types of traffic. In terms of the types of traffic today on Dick Fisher Dr. North, South, and West the vehicles range anywhere from heavy construction vehicles and fire trucks, to the vehicles driven by the City's Police Department, Neighborhood Services, and Animal Control. There is quite a bit of vehicle traffic now that we feel would not be a good fit in the mix with the school's traffic that will be generated by this site. It is the perception that the traffic generated will be that of inexperienced young student drivers. In terms of volume of traffic, the School District indicates through their consultant that there will be roughly 1,000 vehicles per day. The Commission/Board members were reminded that the Public Works Center is the only location citywide for the gas pumps for all city vehicles. Based on those reasons, Public Works cannot support the proposed access location around Dick Fisher South. Bill Schopper said that he understands why Public Works has a concern with the Dick Fisher Dr. South location however his concern is that Dick Fisher Dr. is the location with the traffic light at this time. He asked if it is anticipated that there would be traffic lights on the Mid Cities entrances? Greg Van Neiuwenhuize said that the Public Works Department can also support the eastern and western entrances on Mid Cities. The western entrance would tine up with the existing entrance for the church, with the possibility of a slight relocation. That location can be made into a full access opening with a turn bay in the median and signalized. Public works believes that opening would be more conducive and safer for the traffic flow for that area. Mr. Schopper then asked if the new signal would be too close to the Dick Fisher Dr. signal. Mr. Van Neiuwenhuize said that Public Works has looked at it and it would meet criteria. He said that there could be a slight reconfiguration but with the western entrance it would be full access where you could enter/exit from the east or west. The eastern location would strictly be a right in/right out. Page 3 of 5; 01 /17106 P & Z Minutes Chairman Shiflet asked about the preliminary site plan that was included in the packets as well as what the school districts desire is in regards to the access locations on Mid Cities Blvd. Mr. Schnitzel said the preliminary site plan that was included in the packet is to show drainage area boundaries and is not intended to represent the actual site layout. The preliminary site plan was provided by the architect as a basis for drainage area and utility layout. APPROVED Kelly Gent, seconded by Steven Cooper, motioned to approve PP 2007-13. The motion carried unanimously (4-OJ. 7. RP 2007-13 Consideration of a Request from Marcus Blagg and T.J. Stankiewicz to Approve a Replat of Lot 1, Block 1, into Lot 1R-1 & 1R-2, Block 1, Culp Addition (Located at 6700A Davis Blvd - 4.548 acres). Michael Butler, 7308 Luther Ct., North Richland Hills, came forward as the business manager for the project. Chairman Shiflet asked Mr. Butler if they were purchasing the property towards the back? Mr. Butler said yes. Eric Wilhite described the location of the replat as a lot that is currently long and narrow between Davis Blvd. and Amundson Dr. along the Cottonbelt Railroad Right of Way. There are existing older structures along the location. The portion that they are looking to purchase is currently vacant and in order to purchase the vacant property, they are asking to be able to subdivide the portion of the existing lot. In order to keep the property from being essentially land-locked there is a mutual access and fire lane that will come clear through both lots to a cul-de-sac that will function as the turn around for the fire lane. This will create two lots, one approximately 3.3 acres, and the other just over 1.2 acres. The plat does meet all the subdivision rules and regulations and staff has reviewed and recommends approval. APPROVED Bill Schopper, seconded by Kelly Gent, motioned to approve RP 2007-13. The motion carried unanimously (4-0).
