HomeMy WebLinkAboutPZ 1993-01-28 Minutes MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HillS, TEXAS January 28, 1993 - 7:30 p.m. CALL TO ORDER The meeting was called to order by Chairman James Brock at 7:30 p.m. ROLL CALL PRESENT Chairman Vice-Chairman Members James Brock David Barfield Ron Lueck Paul Miller Wayne Moody Victor Baxter Barry LeBaron Don Bowen Fred Wilson Dir Plan/loop ABSENT CONSIDERATION OF MINUTES OF JANUARY 14, 1992 Mr. Lueck made the motion to approve the minutes as written. The motion was seconded by Mr. Moody, and the motion carried 6-0. 1. PS 92-33 Request of E-Systems, Inc. for Final Plat of Lots 1 and 2, Block B, Northland Shopping Addition. This property is located on the east side of Rufe Snow Drive, north of Sturdust Drive. Chairman Brock asked if the applicant has agreed to all engineering comments. Mr. LeBaron stated yes, and that a representative of E-Systems was here to answer any questions the Commission might have. Mr. Baxter made the motion to approve PS 92-33 as submitted. The motion was seconded by Mr. Miller, and the motion carried 6-0. 2. PS 92-37 Request of Challenge Development, Inc. for Final Plat of Emerald Lakes Addition. This property is located on the south side of Emerald Hills Way, across from C.F. Thomas Elementary School. Chairman Brock stated that the developer has agreed to all engineering comments. He stated the developer1s representative was here to answer any questions. Mr. Miller made the motion to approve PS 92-37. The motion was seconded by Mr. Moody, and the motion carried 6-0. 3. PS 92-38 Request of Robert McCauley II and Vicki Thornton for Preliminary Plat of Independent Golf and Bat Family Fun Center. This property is located on the west side of Grapevine Highway, across from TCJC Northeast Campus. Mr. Robert McCauley, 412 Stonehenge, "Hurst, came forward to speak. PZ Minutes - Page 2 28 January 93 Mr. Barfield stated the City has some concern about the future channelization of the creek running through the property. He asked Mr. McCauley if he would agree to sign a covenant tor any tuture drainage improvements. Mr. McCauley stated yes. Mr. Barfield stated that due to Highway Department procedures, the City must get necessary water and sewer easements on the property. He asked Mr. McCauley if he would grant those easements. Mr. McCauley stated yes. Mr. Barfield stated that if the easements across the property to the west cannot be obtained prior to construction, Mr. McCauley should be allowed to run the utilities into the existing easements and right-ot-way. He stated the City must make every diligent effort to obtain those easements. Mr. McCauley stated he would agree to those items. He asked if there would be a time frame on getting those easements from the adjoining property. Mr. Barfield stated Mr. McCauley may want to prepare two plans, one presented the way the City is requesting, and one presented if the easements are not obtained. He stated he could work it out with City Staff . Chairman Brock stated Mr. McCauley has asked for a waiver from installing curb and gutter on Grapevine Highway. He asked Mr. McCauley if he would sign a covenant for the future construction of the curb and gutter. Mr. McCauley stated yes. Chairman Brock asked Mr. McCauley if he would change the name of the plat back to Walker Branch Addition as suggested by Public Works. Mr. McCauley stated yes. Mr. Barfield made the motion to approve PS 92-38 subject to the stipulations discussed at this meeting. The motion was seconded by Mr. Lueck, and the motion carried 6-0. . PZ Minutes - Page 3 28 January 93 STAFF REPORT Mr. LeBaron stated that at the previous meeting, the Commission received a copy of the draft zoning ordinance amendments. He reminded the Commission that they will discuss this at the workshop before the next meeting on February 11th. He asked the Commission to red-flag any areas and questions they might have.
