MINUTES FOR THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
June 24, 1993 - 7:30 p.m.
CALL TO ORDER
The meeting was called to order by Vice-Chairman David Barfieki at 7:30
p.m.

CONSIDERATION OF MINUTES
OF JUNE 10, 1993
Mr. Lueck made the motion to approve the minutes as written. The
motion was seconded by Mr. Bowen, and the motion carried 5-0.
PLATS AND SUBDIVISIONS
None
ZONING CASES
1. PZ 93-09
Public Hearing to consider the request of Sunnybrook Properties to
rezone Tract 1C, WD Barnes Survey, Abstract 146, from its present
zoning classification of AG Agriculture to R-2 Single Family Residential.
This property is located on the east side of Smithfield Road, north of
Starnes Road.
Vice-Chairman Barfield stated that this request is in conformance to the
Master land Use Plan.
Vice-Chairman Barfield opened the Public Hearing, and called for those
wishing to speak to come forward at this time.
Mr. Gary Teague, of Teague NaU and Perkins, 915 Florence Street, Ft
Worth, came forward to speak and represent the owners of the property.
He stated they would like the zoning changed to accommodate single
family uses. He stated they are looking at about 15-16 lots on this tract.
Mr. Wilson asked if the applicant has considered possible access to the
property to the north by stubbing a street into the property.
Mr. Teague stated they were only considering a single cui de sac.
Mr. Lueck stated they wanted to make the owner aware of it because it
might becorné an issue in the platting stage.

Vice-Chairman Barfield stated they don1 want a piece of property that
cannot develop at a latef date. He stated they would like to them to
considef that property when they work on their development plan.
Mr. Teague stated they will take note of that during the platting process.
There being no one else wishing to speak, Vice-Chairman Barfield
closed the Public Hearing.
Mf. Bowen made the motion to approve PZ 93-09. The motion was
seconded by Mr. Miller, and the motion carried 5-0.
2. PZ 93-10
Public Hearing to consider the request of A.L. Nelson to rezone Tract
1 A 1 D, J Condra Survey, Abstract 310, from its present zoning
classification of AG Agriculture to R-1-S Special Single Famity. This
property is located on the east side of Douglas Lane, south of Bursey
Road.
Vice-Chairman Barfield opened the Public Hearing, and called for those
wishing to speak to come forward at this time.
Mr. Steve Smith, with Architectural Improvements, came forward to
speak and represent the owners. He stated they are trying to develop a
piece of property with city sewer and other improvements. He stated the
reason for the zoning change to accommodate the three-bay garage on
the property. He stated the ownef collects old cars and wants a place to
store them.
Mr. Wilson asked if there was any livestock on the property.
Mr. Smith stated no. He stated the R-1-S zone was requested due to
the size of the land and for any future use of the property.
Mr. Wilson asked how large the existing house was.
Mr. Smith stated approximately 3,200 square feet.
Mr. Bowen asked if the ownef was aware that no commercial activity
was allowed in a residential zone.
Mr. Smith stated the owner would abide by any city codes regarding the
use of the property. He stated the owner wants to store his cars and
fecreational vehicle on his property.
Mr. Paul Johnson, 7820 Douglas Lane, came forward to speak. He
asked what the R-1-S zoning meant.
Vice-Chairman Barfield stated it was similar to an agricultural zoning in
that the owner could keep livestock on the property.
Mr. Johnson asked if he would have to pay any part of the sewer
extension.
Mr. Smith stated that they are boring under Douglas Lane to tap into the
sewer system. He stated sewer service is not avaitable in that area.

There being no one else wishing to speak, Vice-Chairman Barfield
closed the Public Hearing.
Mr. Wilson asked if the owner has to sign off on any zoning change.
Mr. LeBaron stated they require that the owner provide a letter granting
the applicant permission to seek the zoning change if the owner is not
the applicant.
Mr. Bowen stated that Mr. Smith is shown on the building permit
application to be the general contractor on the property.
Vice-Chairman Barfield asked the Staff to make sure that proper
documentation is obtained for this case.
Mr. Bowen asked if the building permit apptication was sufficient.
Mr. LeBaron stated that they require the owner to provide a letter of
permission in that case also.
Mr. Lueck made the motion to approve PZ 93-10. The motion was
seconded by Mr. Wilson, and the motion carried 5-0.
Mr. LeBaron stated there is a copy of the draft landscaping regulations
included in the packet. He stated the Commission discussed this item at
a previous workshop. He stated another workshop will be held on July
8th on this item.
Mr. LeBaron stated there is a training workshop being put together by
the American Planning Association that will be held at the Brookside
Convention Center in Hurst on July 19, 1993. He asked if any member
was interested in attending, let him or Mr. Husband know and they will
get you signed up. He stated it will start around 6:30 p.m. and run to
10:00 p.m. He stated it includes a barbecue dinner. Mr. LeBaron stated
topics will include planning, zoning, subdivision regulations, board of
adjustment activities, and public meeting procedures and requirements.
None.
