HomeMy WebLinkAboutPZ 1993-09-02 Minutes MINUTES FOR THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS September 2, 1993 - 7:30 p.m. CALL TO ORDER The meeting was called to order by Chairman James Brock at 7:30 p.m. ROLL CALL PRESENT Chairman Members James Brock Victor Baxter Ron Lueck David Barfield Fred Wilson Wayne Moody Barry LeBaron Don Bowen Paul Miller Director Plan/lnsp ABSENT CONSIDERATION OF MINUTES OF AUGUST 12, 1993 Mr. Lueck made the motion to approve the minutes as written. The motion was seconded by Mr. Moody, and the motion carried 3-0, with Chairman Brock, Mr. Barfield, and Mr. Wilson abstaining due to absence at the previous meeting. PLATS AND SUBDIVISIONS 1. PS 93-28 Request of Greenway Joint Venture for Preliminary Plat of Meadow Lakes Phase VI. This property is located in the 6200 block of Skylark Circle. Mr. Doug Long, 1615 Precinct Line Road, Hurst, came forward to speak. He stated they are platting the property to construct single-family homes. Chairman Brock asked if the owner has agreed to all engineering comments. Mr. Long stated yes, but most of the comments deal with the final plat. Mr. Wilson made the motion to approve PS 93-28. The motion was seconded by Mr. Moody, and the motion carried 6-0. Mr. Barfield stated they should consider rezoning those three leftover lots, as was discussed in the pre-session. Mr. LeBaron stated he has discussed this issue with Mr. Bob Frank. He stated the staff may be able to respond to that by the next meeting. 2. PS 93-31 Request of Julio Neira for Amended Plat of Lot 1, Block 3, J.L. Autrey Addition. This property is located at the southeast corner of Glenview Drive and Rita Beth Street. Chairman Brock stated in April, the City Council approved the owner's request to have access to Rita Beth Street. Mr. LeBaron stated the owner is aware of what is taking place. Don Bowen, Secretary Planning and Zoning Commission Mr. Lueck made the motion to approve PS 93-31. The motion was seconded by Mr. Barfield, and the motion carried 6-0. Public Hearing to consider the request of Oak Hills Joint Venture to rezone Lots 24R, and 25 through 29, Block 1 , Oak Hills Addition, from their present zoning classifications of 0-1 Office to R-2 Single Family Residential. This property is located at the northwest corner of Precinct Line Road and Amundson Drive. Chairman Brock opened the Public Hearing and called for those wishing to speak to come forward at this time. Mr. Doug Long, 1615 Precinct Line Road, came forward to speak. He stated he was representing the owners of the property. He stated they are requesting the change in order to construct single family lots. He stated they intend to use existing facilities. Mr. Lueck asked if the lots are deep enough to accommodate the right-of- way for Precinct Line Road. Mr. Long stated TxDOT has indicated they intend to take 15-17 feet, and the lots are deep enough to handle a reduction by that amount. He stated they would dedicate whatever right-of-way is necessary. There being no one else wishing to speak, Chairman Brock closed the Public Hearing. Mr. Wilson stated that the proposed residential use is more appropriate for the area than the present office use. Mr. Barfield made the motion to approve PZ 93-16. The motion was seconded by Mr. Baxter, and the motion carried 6-0. Mr. LeBaron stated that since this was a special meeting to make up for the one that was missed, staff has rescheduled the pending cases for September 23rd. None.
