HomeMy WebLinkAboutZBA 1993-11-18 Minutes MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS November 18, 1993 - 7:30 p.m. CALL TO ORDER The meeting was called to order by Chairman Tom Duer at 7:30 p.m. ROLL CALL PRESENT Chairman Members Dr. Tom Duer Billy Cypert Robert Skinner Bill Schopper Jim Grant Barry LeBaron Steve Pence Clayton Husband Perry Christensen Steve Ingham Director Plan/lnsp Building Official Planner ABSENT CONSIDERATION OF MINUTES OF OCTOBER 21, 1993 Mr. Skinner made the motion to approve the minutes. The motion was seconded by Mr. Grant, and the motion carried 4-0, with Mr. Cypert abstaining due to absence at the previous meeting. 1. BA 93-27 Request of Francis Mauldin for a variance from the Zoning Ordinance No. 1874 on Lot 10, Block 8, North Hills Addition, to allow a metal carport to encroach the side building line. This property is located at 3556 Reeves Street. Mr. Francis Mauldin, 3556 Reeves Street, came forward to speak. He stated he intends to build a carport for his van on the north side of the building. He stated the carport would extend all the way to the property line. Chairman Duer asked if he had any plans drawn up other than what was submitted to the Board. Mr. Mauldin stated no. Mr. Skinner asked if he was going to have a contractor build the carport. Mr. Mauldin stated yes, that he has two quotes on the project. Mr. Skinner asked what materials would be used to construct the carport. Mr. Mauldin stated steel or a combination of steel and aluminum. Mr. Skinner asked if the carport would have a metal roof. Mr. Mauldin stated yes. Mr. Cypert asked how the water would drain from the roof. Mr. Mauldin stated the water would drain to the side toward the neighbor. He stated his neighbor did not care whether gutters are installed on the carport. He stated he would comply with whatever the Board required. ZBA Minutes - Page 2 18 November 1993 Mr. Schopper asked if he was planning to enclose the sides of the carport. Mr. Mauldin stated no. Chairman Duer asked what the neighbor's name was. Mr. Mauldin stated Everett Abrams. Chairman Duer asked he if was sent notification of the request. Mr. Husband stated yes. Mr. LeBaron stated staff has received no communications from anyone that received a notice of this request. Chairman Duer asked if his neighbor was fully aware of what he was building. Mr. Mauldin stated yes, that his neighbor has no problem with the carport as long as it is not wood. Mr. Mauldin stated it would be all metal. Mr. Skinner asked how soon construction will start. Mr. Mauldin stated as soon as possible. Mr. Skinner asked if he was going to park a van under the carport. Mr. Mauldin stated he already parks his van there, it just does not have a roof over it. He stated the slab is already there. Mr. Skinner asked how old the house is. Mr. Mauldin stated he bought it in 1960, and he thinks it was built in about 1 956. Mr. Skinner asked if most of the homes in the area are about the same age. Mr. Mauldin stated yes. Mr. Cypert asked if Mr. Mauldin would mind if the Board required gutters on the carport. Mr. Mauldin stated no, that he would go either way. Chairman Duer stated they must keep in mind that the neighbor's property may someday sell to someone who does not want the water running off onto the property. Mr. Grant asked if the carport would run the length of the house. Mr. Mauldin stated yes, that it would run as deep as the existing garage on the north side. He stated it would be 24-feet long. ZBA Minutes - Page 3 18 November 1993 Mr. Skinner stated they should require guttering on the carport to prevent any liability on behalf of the city. Mr. Cypert made the motion to approve BA 93-27, subject to gutters being installed on the side of the carport adjacent to the property line. The motion was seconded by Mr. Skinner, and the motion carried 5-0. 2. BA 93-28 Request of Loretta Samsill for a variance from the Zoning Ordinance No. 1874 on Lot 2R, Sexton Addition, to vary from the masonry requirement. This property is located at 8907 Martin Drive. Mr. Mark Alexander, 7336 Plumwood Drive, came forward to speak. He stated he represented the applicant. He stated the request is a design requirement by Ms. Samsill to eliminate some of the brick on the front of the house. He stated the remainder of the house would be brick. Chairman Duer asked how large the house is. Mr. Alexander stated under roof is 5,100 square feet. Chairman Duer asked Mr. Alexander to indicate the area under consideration on the house plans. There was general discussion regarding the house plans. Chairman Duer asked how the masonry requirement is calculated. Mr. Husband stated that 75-percent of each elevation of the structure, less and window and door openings, is required to be brick. He stated the amount of brick shown on the front portion of Ms. SamsiWs house is approximately 37-percent. Chairman Duer stated the reason for the request was purely aesthetic. Chairman Duer asked if there was any correspondence regarding this request. Mr. Husband stated staff received one letter from Ann and J.W. Ward, 6525 Crane Road, and they support the request. Mr. Skinner asked how far the house sits from the road. Mr. Pence stated about 150-feet. Mr. Cypert made the motion to approve BA 93-28 as requested.
