MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH R.ICRLAND HILLS, TEXA.S
JANUARY 24, 1991 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by

CONSIDERATION OF THE MINUTES
OF JANUARY 10, 1991
Ms. Marin made the motion to approve
the minutes as written. This motion
was seconded by Mr. Barfield and the
motion carried 4-0 with Mr. Lueck
abstaining since he was not present at
the meeting.

PS 90-35
Request of Birdville ISD for
Preliminary Plat of Lot 1, Block 1,
Green Valley Addition. This property
is located at the northeast corner of
Keller-Smithfield Road and Green
Valley Road.
PS 90-35
APPROVED
Ms. Marin made the motion to approve
PS 90-35 subject to the engineer's
comments. This motion was seconded by
Mr. Bowen and the motion carried 5-0.

PS 90-40
Request of Richard W. Russell and
Robert Bodoin for Preliminary Plat of
Lots 1 & 2, Block 1, Northglenn
Addition (previously submitted as
JEMtex Addition). This property is
located at the northwest corner of
Glenview Drive and Rufe Snow Drive.

Ulys Lane with Wier and Associates
came forward to represent JEMtex and
Richard Russell and Robert Bodoin in
their request.
Mr. Barfield stated that the property
to the north, Castlewinds A.partments,
is presently served by a lift station.
He asked their feelings about
extending this sewer line to their
north property line so Castlewinds can
tie on and eliminate the lift station.

Mr. Lane said he noted that and
discussed it with the City Staff and
that Staff indicated that they have no
obligation to the property to the
north. He said if this is P & Z's
decision for them to extend the sewer
line, he would feel there should be
some cost participation in extending
the line.
Mr. Barfield said he understands that
when the apartments tried to obtain an
easement through this property to
extend the sewer, they were unable to
get it. Mr. Barfield said it is the
city's normal policy when property is
platted services are extended to their
property line.
Mr. Lueck said he was concerned about
the location of the entrance to this
property on Glenview.
Mr. Lane stated there is a creek there
and they could go on either side. He
said also, there are two streets on
the opposite side, Jackie Lee Street
and Chapel Park Drive to consider. He
said he feels this is the best
location for the entrance.
Mr. Lueck said he feels it is too
close to the intersection of Rufe Snow
Drive.

Mr. Lane stated it was more than 500
feet from the intersection.
Mr. LeBaron said it exceeds the
minimum requirement in the Design
Manual.
Chairman Wood said this is a
preliminary plat and some of this can
be decided on in the final platting of
this property.
Mr. Barfield made the motion to
approve PS 90-40 subject to the
following: the sewer that will be
brought from Glenview Drive to serve
their property will be of adequate
size and depth to serve the
Castlewinds property to the north and
be extended to that property line.

Chairman Wood stated there is some
question that there should be
participation in the cost to do that.
Mr. Barfield said that is the normal
policy of the city. He said when you
plat a piece of property, you have to
extend the water and sewer across your
property to the property line.
Mr. LeBaron said the decision was made
because the property to the north
already has sewer.
Mr. Barfield said they do not have the
normal sewer they would have had if
they had had the easement.
Chairman Wood said he would like to
the know the staff and engineer's
rational in this matter, but he is
not for adding additional cost to this
customer.
Mr. Barfield said he would recommend
this be tabled until information is
obtained.

ADJOURNMENT

Chairman Wood stated that P & Z would
have that opportunity at the time of
final platting.
Mr. Lane said he would try to get an
answer from the owners prior to final
plat approval.
Mr. Barfield amended his motion to
approve PS 90-40 subject to the
following: that prior to time of
final platting, the sewer to
Castlewinds Apartments be addressed by
the city staff and engineers. This
motion was seconded by Ms. Marin and
the motion carried 5-0.
Chairman Wood requested Mr. LeBaron to
get with the engineers and get the
cost to extend the sewer to the north
property line and see if they would
have to have the full burden or if it
could be shared with the property
owners next door.
The meeting adjourned at 7:40 P.M.
