MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
APRIL 25, 1991 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by
Chairman Mark Wood at 7:35 P.M.

CONSIDERATION OF THE MINUTES
OF APRIL 11, 1991
Ms. Marin made the motion to approve
the minutes as written. This motion
was seconded by Mr. Miller and the
motion carried 7-0.

Since it was secretary's week,
Chairman Wood presented Wanda Calvert
with some flowers from the Commission
and Staff in appreciation for all the
work she does. He said that she is
their secretary, helper, Mother, etc.

PS 91-04
Request of Keith & Jo Ellen Anderson
for Preliminary Plat of Lot 1, Block
1, KLA Addition (previously submitted
as Anderson Addition). This property
is located on the east side of Crane
Road, south of Amundson Road.

Keith Anderson came forward. He
stated he has no problems with the
engineer's comments except for the
last one regarding not being allowed
to obtain a building permit until the
sewer is installed. Mr. Anderson said
he plans to build a house on this
property himself; he is not going to
subcontract it out; and it will
probably take him a year to build and
he needs to get started as soon as
possible.

Mr. Anderson said he requests that the
building permit be issued based on the
sewer being installed between now and
when he gets his house built next
summer.
Chairman Wood stated that the issuance
of a building permit is a staff
function and the staff has made a
compromise that no building permit be
issued untill the City has executed a
contract to install the sewer line.
Mr. Anderson said that would be
agreeable.

APPROVED
Mr. Brock made the motion to approve
PS 91-04 subject to the Engineer's
comments. This motion was seconded by
Mr. Barfield and the motion carried
7-0.

PZ 91-08
Public Hearing for consideration of an
amendment to Zoning Ordinance #1080
regarding parking dimensions.

Chairman Wood stated that in an effort
to clean up and clarify portions of
the Zoning Ordinance, the Commission
has asked the staff to present some
study on parking space dimensions.
Chairman Wood opened the Public
Hearing and called for anyone wishing
to speak on this subject to please
come forward.
There being no one wishing to speak,
the Chairman closed the Public
Hearing.
Mr. Bowen asked if the dimensions for
compact cars would be incorporated
into this ordinance.

Mr. LeBaron said it would if they so
desired. He stated that the
Commission requested, at the last
meeting, that he put together a table
for spacing that would also include

for compact cars. He said the table
that is in the current Zoning
Ordinance is unusable; he does not
know where it came from.
Mr. Bowen made the motion to approve
PZ 91-08 with the addition of the
table for compact cars. This motion
was seconded by Mr. Barfield and the
motion carried 7-0.
Public Hearing for consideration of an
amendment to Zoning Ordinance #1080
regarding carnivals and other special
events.
Chairman Wood stated he would open the
Public Hearing for anyone to speak,
but would request this be tabled
pending additional information from
other cities to see how they handle
these events. He stated that the
current ordinance does not allow
carnivals and other such events.
Mr. Barfield made the motion to table
PZ 91-09. This motion was seconded by
Mr. Lueck and the motion carried 7-0.
Discussion of an amendment to the
Zoning Ordinance #1080 regarding
political signs.
Chairman Wood said this case was for
discussion only and the Commission has
elected to cease discussion until a
later date.
The meeting adjourned at 7:50 P.M.
