HomeMy WebLinkAboutPZ 1991-12-10 Minutes MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS DECEMBER 10, 1991 - 7:30 P. M. CALL TO ORDER The meeting was called to order by Vice Chairman Barfield at 7:30 P.M. ROLL CALL PRESENT: Vice Chairman Secretary Members Alt. Member Dir. Community Dev. Building Official P & Z Coordinator David Barfield Don Bowen Ron Lueck Don Collins Pat Marin Wayne Moody Barry LeBaron Steve Pence Wanda Calvert ABSENT: James Brock Paul Miller CONSIDERATION OF THE MINUTES OF NOVEMBER 14, 1991 Mr. Bowen made the motion to approve the minutes as written. This motion was seconded by Mr. Lueck and the motion carried 4-0 with Ms. Marin and Mr. Moody abstaining since they were not present at the meeting. 1 . PS 91-24 Public Hearing for request of Rostland Corporation for Replat of Lot 57R and Final Plat of Lots 58 & 59, Block 1, Meadow Lakes Addition. This property is located on the north side of Meadow Lakes Drive at the TU Electric Easement. Vice Chairman Barfield opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. Bob Frank came forward to represent the applicant in his request. Vice Chairman Barfield said they had answered all the engineer's comments. He called for anyone else wishing to speak in favor to please come forward. Page 2 P & Z Minutes December 10, 1991 There being no one, the Vice Chairman called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, Vice Chairman Barfield closed the Public Hearing. PS 91-24 APPROVED Ms. Marin made the motion to approve PS 91-24. This motion was seconded by Mr. Collins and the motion carried 6-0. 2. PS 91-26 Public Hearing for request of Herman Smith for Replat of Lots 1R and 2R, Block A, Richland Oaks Addition. This property is located on the east side of Oakridge Terrace and north of Airport Freeway. Vice Chairman Barfield opened the Public Hearing and called for those wishing to speak in favor of this Replat to please come forward. Ross Calhoun with Herman Smith Company came forward. He said Terry Mitchell, engineer with Carter and Burgess, was present if they had any questions. Vice Chairman Barfield said everything had been agreed to except the phone company and electric company were asking for additional easements on the plat. He said they were asking for 10 feet along the west side and 15 feet along the north and east sides. Mr. Calhoun stated they would grant the easements. Vice Chairman Barfield called for anyone else wishing to speak in favor of this replat to please come forward. There being no one, the Vice Chairman called for anyone wishing to speak in opposition to this replat to please come forward. Page 3 P & Z Minutes December 10, 1991 There being no one wishing to speak, Vice Chairman Barfield closed the Public Hearing. PS 91-26 APPROVED Mr. Lueck made the motion to approve PS 91-26 with the stipulation that they grant a 10 foot easement on the west and a 15 foot easement on the north and east. This motion was seconded by Mr. Bowen and the motion carried 6-0. 3. PZ 91-23 Public Hearing for request of Davis Memorial United Methodist Church to rezone Lot 8, Block 33, Nor'East Addition, from its present classification of R-2 Single Family Residential to U School, Church and Institutional District. This property is located at 5301 Davis Boulevard. Vice Chairman Barfield opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. Jeanne LaGrone, 4930-D Cloyce Court, came forward. She said she represents the members of the church in their request. Ms. LaGrone said the property is currently zoned residential and they wish to change it to U for a church. Vice Chairman Barfield called for anyone else wishing to speak in favor of this request to please come forward. There being no one, the Vice Chairman called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, Vice Chairman Barfield closed the Public Hearing. Page 4 P & Z Minutes December 10, 1991 Ms. Marin asked if the reason for changing the zoning was to allow the church to have a day care. Ms. LaGrone said they have had many calls for a Mother's Day Out Program and they would like to start one next year. Mr. Bowen stated that Mr. LeBaron had told them that this is a problem a lot of churches have when they are in a residential zone and he suggested all churches located in a residential zone be changed throughout the city to the U District. Mr. LeBaron said he felt they needed to look at the Zoning Map and see just how many are affected by this. He said he felt the public would be better zoned and would have more flexibility. Vice Chairman Barfield said the Planning and Zoning Commission should recommend to the City Council to contact the churches and see if they would agree to the city changing them to the U District. PZ 91-23 APPROVED Mr. Bowen made the motion to approve PZ 91-23. This motion was seconded by Mr. Moody and the motion carried 6-0. 4. PZ 91-24 Public Hearing for request of Camco Development Inc. to rezone Lot 15, Richland Oaks Addition, from its present classification of R-1 Single Family Residential to C-2 Commercial. This property is located at 4909 Oakridge Terrace. Vice Chairman Barfield opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. Page 5 P & Z Minutes December 10, 1991 Mike Colgan, 8216 Northeast Parkway, came forward to represent Camco Development. He said they are asking for this zoning change to conform with the surrounding properties. Vice Chairman Barfield called for anyone else wishing to speak in favor of this request to please come forward. There being no one, the Vice Chairman called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, Vice Chairman Barfield closed the Public Hearing. Mr. Bowen said he felt this is an appropriate request. Vice Chairman Barfield stated he agreed. He said there is an extensive amount of the property that is in the flood plain and he felt it could only be utilized as commercial. He said he felt this is the highest and best use for the property. PZ 91-24 APPROVED Ms. Marin made the motion to approve PZ 91-24. This motion was seconded by Mr. Bowen and the motion carried 6-0. 5. STAFF REPORT Mr. LeBaron said back at the November meeting P & Z had a workshop where they discussed the City's Comprehensive Plan and P & Z made several changes and suggestions. He said those are in the process of being made and should be ready for P & Z to take a look at it at their next meeting on January 9th. Mr. LeBaron said Planning Resources Group will be here to present that document to P & Z and if P & Z is in concurrence with the changes that were made, then we will be ready to hold our city wide Page 6 P & Z Minutes December 10, 1991 citizen's input meeting where we will advertise and invite citizens to come in and take a look at the proposed comprehensive plan. He said we are getting very close to the completion of the City's Comprehensive Plan. Vice Chairman Barfield asked if that meeting would be an open forum. Mr. LeBaron said it would be. He said back during the spring, summer and fall P & Z held several neighborhood meetings, inviting citizens to sector meetings, showing what was planned for their section of the city. He said we have a list of citizens who attended those meetings. Mr. LeBaron said we will send each citizen on the list an invitation to attend the meeting, as we promised them we would do, and also, we will advertise the meeting in the newspaper. He said this meeting will be held in late January or February. He said at that meeting, Dan Boutwell will present it to the citizens and after hearing the input from the citizens, P & Z will direct him to incorporate it into the Plan. Mr. LeBaron said after the citizens have had their input and P & Z is happy with this document, you are then ready to present it to the City Council for adoption sometime in March or April. Mr. LeBaron said he provided P & Z with a draft copy of the revision to the City's Zoning Ordinance. He said back in the spring of this year, P & Z held a workshop with Dan Boutwell to consider changes and problems with the current zoning ordinance and requested he re-format the zoning ordinance with as little regulatory changes as possible. He said we have so many amendments, we sometimes have a band aid affect. He said the 2-page summary outlines the things that have Page 7 P & Z Minutes December 10, 1991 6. CITIZEN COMMENTS ADJOURNMENT #mæ Don Bowen, Secretary Planning & Zoning Commission been incorporated in this draft and the second page is a list of things Mr. Boutwell feels needs additional work. Mr. LeBaron said between now and the next time we discuss this, he suggested they look it over and request any changes needed. He said we want to end up with a zoning ordinance that is "User Friendly" and that reduces the amount of confusion and misinterpretation and best represents the way you want it done in North Richland Hills.
