CALL TO ORDER The meeting was called to order by Chairman Tom Duer at 7:30 P.M. ROLL CALL PRESENT: Chairman Members Alt. Member Dir. Community Dev. Code Enforcement Ofc. P & Z Coordinator Tom Duer Billy Cypert Jeff Bunting Robert Skinner Jim Kemp Steve Ingham Barry LeBaron Paula Cline Wanda Calvert ABSENT: Richard Lawson Since all regular members are present, Alternate Member Steve Ingham will not vote except on the minutes. . CONSIDERATION OF THE MINUTES OF JANUARY 17, 1991 Mr. Cypert made the motion to approve the minutes as written. This motion was seconded by Mr. Skinner and the motion carried 5-0 with Mr. Kemp abstaining since he was not present at the meeting. 1 . BA 91-01 Request of Richland Hills United Methodist Church to vary from the Zoning Ordinance #1080, Section 18.4.3 on Tract 9F, W.W. Wallace Survey, Abstract 1606, to vary from the 25 foot rear building line requirement. This property is located at 7301 Glenview Drive. Chairman Duer opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. . Dan Gillard, 3800 Norton Drive, came forward to represent the church. He said he is a volunteer worker for the church. Mr. Gillard stated they had a storage building, but it fell apart and the equipment was stolen. ~ ~ ~ " Page 2 Z B A Minutes March 21, 1991 . Mr. Gillard said they built a concrete area that comes to within 10 feet of the property line and they wish to put this storage building there. He showed plans and pictures of the building. Mr. Gillard said he went ahead and built the building, but agreed to take it down if he did not get this variance. Chairman Duer asked if it was moveable. Mr. Gillard said it was. He said it has been approved by the Board of Trustees of the church. He said there will be no electricity or water in the building. Mr. Skinner asked why it couldn't be put next to the building that is next to the main building. . Mr. Gillard said they have a Day Nursery and they use that building. Mr. Skinner asked how much water comes around the building. Mr. Gillard said a little water seeped under the plate at the last rain, but he will caulk it if he gets to leave it there. He said there was no water standing. Mr. Skinner said he could not see why they couldn't move the building next to the building close to the main building. Chairman Duer said it is a yard equipment building which might have gasoline in it. Chairman Duer called for anyone else wishing to speak in favor of this request to please come forward. . ~ ~ Page 3 Z B A Minutes March 21, 1991 . There being no one, the Chairman called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, Chairman Duer closed the Public Hearing. BA 91-01 APPROVED Mr. Kemp made the motion to approve BA 91-01 as requested. This motion was seconded by Mr. Cypert and the motion carried 5-0. 2. BA 91-02 Request of North Hills Medical Center to vary from the Zoning Ordinance #1080, Sections 30.4.1(b) and 30.4.7(c) on Lot 1, Block E, Calloway Farm Addition, to be allowed to have another sign, a 10 feet by 50 feet roof mounted sign. This property is located at 4401 Booth Calloway Road. . Randy Moresi, Administrator at HCA North Hills Medical Center, came forward. He said they are requesting this variance to put a sign on the north side of the building. He said, in the hospital business, about 3/4 of the business is emergency. Mr. Moresi said people have trouble finding where the hospital is. He said there is no signage to the north, the signage currently on the building faces east and the other signage faces southwest toward the mall. Mr. Moresi said they feel the signage is necessary. Chairman Duer asked what type of sign it would be. . Ken Smith, owner of Accent Graphics Sign Company, came forward. He said the sign will be internally illuminated so that it can be easily read at night. Mr. Smith said the letters on there now are 30 inches high and you can not see them. He said an allowed 200 square foot sign would allow the letters to be only 28 inches high, but a 500 square foot ~ ~ Page 4 Z B A Minutes March 21, 1991 . sign will increase the height of the letters by 71 percent. Mr. Moresi showed a drawing which explained the viewing of the sign from the freeway. Mr. Skinner asked what the visibility from the freeway has to do with it; doesn't most of the patients come from Richland Hills and North Richland Hills. Mr. Moresi said most of the traffic crosses 820; most of the traffic comes from the north. Mr. Cypert asked how the new freeway would affect them. Mr. Moresi said the new freeway, whether high or low, would not affect them one way or another. . Chairman Duer called for anyone else wishing to speak in favor of this request to please come forward. There being no one, the Chairman called for those wishing to speak in opposition to please come forward. There being no one wishing to speak, Chairman Duer closed the Public Hearing. Mr. Skinner said the sign does not meet the Zoning Ordinance. He asked why didn't they just ask North Richland Hills to put out signs showing directions to the hospital. Chairman Duer said if the sign was on a pole, he would not be in favor of it, but it will be on the building. He said he would like for it to be of good ascetic value. Mr. Skinner said the blue prints do not have an engineer's stamp on them. . ~ ~ Page 5 Z B A Minutes March 21, 1991 . Chairman Duer said any structure they put up would have to be approved by Code Enforcement and must be engineered. Mr. LeBaron said before we approve a sign permit, it would have to be signed by a professional engineer. Mr. Smith said this is only a proposal; the sign has been engineered and he will provide plans with the signature of the engineer. Mr. Bunting said he has a problem with the way the Ordinance is written. He said we are not talking about the entrance to a Colter's Bar B Q, this is a hospital. . Chairman Duer said he noticed they have installed a large "H" sign on Glenview Drive. Mr. Kemp said he drives to Dallas everyday and you can see their signs for half a mile. BA 91-02 APPROVED Mr. Cypert made the motion to approve BA 91-02 as requested. This motion was seconded by Mr. Kemp and the motion carried 4-1 with Mr. Skinner voting against. 3. BA 91-03 Request of Michael Grant to vary from the Zoning Ordinance #1080, Section 4.5.3(c) on Lot 13, Block 6, Diamond Loch Addition, to be allowed to vary from the 10 foot rear building line requirement. This property is located at 6440 Devonshire Drive. Chairman Duer opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. . Page 6 Z B A Minutes March 21, 1991 . Michael Grant came forward. He said he is in the process of remodeling his home for the five of them. He said he wishes to build a detached garage, but he does not have room to get the car in. Mr. Grant said he needs to move it over five feet. He showed where his rear entry garage is now. He wishes to convert it into a room and build a detached garage five feet from his property line. Mr. Bunting asked about his attached garage. Mr. Grant said he is making it into a room. Mr. Bunting asked what is south of his house. . Mr. Grant said a border of phetenias and then his neighbor who has a detached garage. Chairman Duer asked for anyone else wishing to speak in favor of this request to please come forward. There being no one, the Chairman called for those wishing to speak in opposition to please come forward. There being no one wishing to speak, Chairman Duer closed the Public Hearing. Mr. Bunting asked if it would be built in the easement. Chairman Duer said that is just the eave overhang. BA 91-03 APPROVED Mr. Cypert made the motion to approve BA 91-03 as requested.
