MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
AUGUST 9, 1990 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by
Chairman Mark Wood at 7:30 P.M.

CONSIDERATION OF THE MINUTES
OF JULY 26, 1990
Mr. Barfield made the motion to
approve the minutes as written. This
motion was seconded by Mr. Lueck and
the motion carried 2-0 with Wood,
Brock, Bowen, and Angle abstaining
since they were not present at the
meeting.

PS 90-17
Public Hearing for request of B.H. &
L. Joint Venture for preliminary plat
of Richland Oaks North Addition. This
is a replat of a portion of Cherokee
Estates. This property is located
south of North Tarrant Parkway, west
of Davis Boulevard.
Chairman Wood opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.
Owen D. Long, Engineer for the
purchaser and co-owner with B.H. & L.,
came forward. He stated that Mr.
Robuck, the purchaser, is also here.

Mr. Long said in response to comments
made in the work session, he had
talked with Mr. Robuck and he has no
objections to the closing of Dartmouth
Drive onto North Tarrant Parkway, but
asked why the Commission wants to
change the lots on University Drive.

Mr. Long said he believes he has
addressed all the Engineer's comments.
He stated that the Engineer was
concerned with the present owners
being inconvenienced while the road
work and all was going on. Mr. Long
said they had met with the four
homeowners and they will work with
them. He said they are pleased that
they will be able to access off North
Tarrant Parkway and that Cherokee
Trail and Red Rose Trail will be
closed since maintenance and dumping
are problems in this area. Mr. Long
said Lots 8R through 11R, Block 1,
have 35 foot minimum building setbacks
and he showed them on the plat even
though the dedication for this plat
will not affect these lots. He said
that Lots 1 & 2 will be deed
restricted to set back so Lot 11R has
no problem.
Chairman Wood stated regarding the
comments at the work session, the
Commission has set a precedence of not
having lots facing on a C4U street for
safety reasons. He said they feel
there should be a better layout.
Mr. Long stated that Mr. Robuck will
make a decision later this month as to
whether he wants to buy this property.
Mr. Long asked the Commission to
approve the lots facing University
Drive with a back drive turn around.
Chairman Wood asked Mr. Long if they
would attend a work session prior to
the next meeting.

Mr. Long asked if they could meet
after this meeting is over tonight.
Chairman Wood said they would table
this request until the next P & Z
meeting and have a work session. He
said they will continue the Public
Hearing at the next meeting.
Chairman Wood asked if there was
anyone else present who wished to
speak tonight.

Frank Balch, 8148 Red Rose Trail, came
forward. He stated he has a written
speech to read. He said he represents
the four property owners in Cherokee
Estates. "We, the residences of
Cherokee Estates Addition of North
Richland Hills have met with Mr.
Barfield, Mr. Long and Mr. Robuck to
discuss the plan for Mr. Robuck to buy
and develop approximately 43 acres of
land across the street from us. After
meeting with Mr. Robuck on two
occasions we, the Balchs, Tuckers, and
Hilgers believe him to be a man of
integrity. He has advised us that he
was going to divide the subdivision
into lots no smaller than 9,000 square
feet with a price range from $125,000
to $150,000 per home. We have
discussed this development and reached
an agreement to support this
development. If any information
differs from the list below, please
advise: 1. Home base price from
$125,000 to $150,000. 2. Minimum lot
size 9,000 square feet. #. Side or
rear entry garages only or according
to City Ordinance. 4. Single family
dwellings only." Mr. Balch said they
had worked all the detains except one,
Impact Fees. He said he plans to meet
with Mr. Line regarding this matter.
Mr. Balch stated that if the
Commission decides to have only one
entry on to North Tarrant Parkway,
they would agree to that.

Mr. Angle made the motion to table
PS 90-17 and continue the Public
Hearing at the next meeting. This
motion was seconded by Mr. Bowen and
the motion carried 6-0.
Request of H & M Food Systems Company
for replat of Lot A, Block 3,
Industrial Park Addition. This
property is located on the southwest
corner of Browning Court and Wuliger
Way.
Mr. Barfield made the motion to
approve PS 90-19 subject to the
Engineer's comments and to allow the
existing tanks to remain in place
beyond the building line. This motion
was seconded by Mr. Brock and the
motion carried 6-0.
The meeting adjourned at 7:55 P.M.
