CALL TO ORDER The meeting was called to order by the Chairman, John Schwinger, at 7:30 P.M. Economic Dev./ Planning P & Z Coordinator Bob Miller Wanda Calvert ABSENT: David Greene Pat Marin CONSIDERATION OF THE MINUTES OF AUGUST 24, 1989 Mr. Barfield made the motion to approve the minutes as written. This motion was seconded by Mr. Wood and the motion carried 4-0 with Mr. Lueck and Mr. Brock abstaining since they were not present at the meeting. . 1. PZ 89-1 Consideration of reV1S1ons to Zoning Ordinance D1080. Public Hearing held January 26, 1989. Mr. Wood said he was concerned that they need to make a stipulation as to the size of the first floor of two story houses. He said for an 1,800 square foot house, if they made the bottom floor 900 square feet, it would look like a box. Mr. Miller stated the Staff could research it. He said they could approve the amendment for 2/3 or 3/4 being on the ground floor based on Staff review. . Mr. Wood stated he felt it should be a minimum of 2/3 of the house be on the ground floor. He said he felt this should be in each residential category. Page 2 P & Z Minutes September 14, 1989 . Mr. Barfield stated that on "fences in front yards", it should read a maximum of 4 feet high excluding the posts, and that the posts may be masonry. Ms. Calvert asked if the Commission intends for the classification of R-1-S Single Family to have the same stipulations as R-l Single Family. Mr. Bowen stated they did. Mr. Wood stated an additional wording should be added in Commercial and Industrial zoning. He said in C-l and C-2 requires 1 acre of land to request a zoning change, and I-I and 1-2 requires 2 acres. He said it should be added that it could be less where a parcel of land is contiguous with like zoning. . Mr. Lueck said in each residential classification, to delete the last sentence of (c) of Building line requirements in R-1, R-1-S, R-2, R-3, R-4-SD, and R-8 zoning classifications. Mr. Barfield said it should be stated that swimming pools should be no closer to utilities than allowed by code. PZ 89-1 APPROVED Mr. Wood made the motion to approve and recommend forwarding all changes and amendments to the City Council for approval. This motion was seconded by Mr. Lueck and the motion carried 6-0. 2. PZ 89-16 Request of Kenneth C. Whiteley, Trustee of Oak Hills Joint Venture, to rezone Lots BR, 12R, & 19R thru 37R, Block 7, Oak Hills Addition, from their present classifications of 0-1 Office and R-4-SD Separate Ownership Duplex to R-2 Single Family. This property is located on the north side of Meandering Drive. . Page 3 P & Z Minutes September 14, 1989 . Chairman Schwinger opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. O. D. Long, Consulting Engineer and part owner, came forward. He stated they are requesting single family lots. He said they feel this would enhance the neighborhood. Chairman Schwinger called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. PZ 89-16 APPROVED Mr. Bowen made the motion to approve PZ 89-16. This motion was seconded by David Barfield and the motion carried 6-0. . 3. PS 89-19 Request of John W. Barfield, Trustee for preliminary plat of Thornbridge Addition. O.D. Long, Consulting Engineer, came forward. He stated that Mr. Sandlin, a partner in the Venture, is also present. . Mr. Long stated they are requesting they be allowed to deviate from the engineer's letter. He said item #2 regarding a concrete channel on the north, the property to the north is presently zoned R-4-SD, but plans are to come in for Commercial zoning; therefore their plans are not to construct a concrete channel or storm sewer system until the commercial property is planned or developed. Mr. Long stated they feel there will not be any need for the concrete channel. He said there is a pipeline there and would probably be put in parking lot. He said they would landscape the area between the residential and Page 4 P & Z Minutes September 14, 1989 . commercial. He said they may have an environmental waterway like one in Colleyville. David Barfield asked Mr. Long if he didn't feel that it would silt in and overflow if it was not concrete. He asked if they sold the property, would they grant the city some sort of easement and covenant to put in a channel or whatever is necessary to take care of the area. . Mr. Long stated he did not feel an easement will be needed. He said they will grade it so as not to need one. Mr. Long stated they plan to develop this property in Phases. He said by the final construction of Phases 2, 3, or 4, they will have figured out what will be needed. Mr. Long said they request they be allowed to deviate from this in the preliminary. Mr. Miller stated it would need to be addressed with Phase 2. Mr. Long stated they would like the preliminary approved with the idea that they would address this in Phase 2 or 3. Mr. Long stated that on item #4, they plan to carry the 100 year storm underground between Lots 13 and 14, Block 1 with no concrete flume for any excess, but would maintain an earthen swell over the pipe. . Mr. Long said on 06, they request a revision to the Thoroughfare Plan for Eden Road. He said their original plans were to have a collector street between their proposed Wilson Lane and Shady Grove Road, but with the construction of the new east-west thoroughfare to the north of this property and south of Shady Grove Road, they no longer feel there is a need for a collector through this property. Page 5 P & Z Minutes September 14, 1989 . Mr. Miller stated that it the Thoroughfare Plan is not amended, this would have·to be addressed in Phase 3. Mr. Long stated if the Thoroughfare Plan is not amended, there will not be a subdivision. He said this would ruin the subdivision. Mr. Miller stated that staff would review the elimination of this portion of Eden Road from the Thoroughfare Plan and make a recommendation to the Commission. Mr. Long said on item #8, they will stub out a 6 inch sewer line to the L.C. Tubbs Jr.'s property. . Item #9, Mr. Long said they request a variance from the requirement of an 8 inch water line extended to Precinct Line Road, at least not with Phase 1. Item RIO, Mr. Long said they request a variance to allow cul-de-sac lengths in excess of 500 feet. He said their plans allow for proper traffic' flow through the proposed subdivision. Mr. Bowen stated the Commission does not have a problem with that. Mr. Wood stated they have no problem with items 12 and 18 either. PS 89-19 APPROVED David Barfield made the motion to approve PS 89-19 subject to the engineer's comments with the exception of items 2, 4, 6, 9, 10, 11, 12, & 18 as discussed.
