MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
FEBRUARY 25, 1988 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by the
Chairman, George Tucker, at 7:35 P. M.

CONSIDERATION OF THE MINUTES
OF FEBRUARY 11, 1988
Mr. Schwinger made the motion to
approve the minutes as written. This
motion was seconded by Mr. Tricoli and
the motion carried 5-0 with Mr. Lueck
abstaining since he was not present at
the meeting.

PS 87-43
Request of Northeast Construction
Company for replat of Fair Oaks
Estates, 2nd Filing.
PS 87-43
APPROVED
Mr. Barfield made the motion to
approve PS 87-43. This motion was
seconded by Mr. Schwinger and the
motion carried 6-0.
2.
PS 88-1
Consideration of revisions to the
Thoroughfare Plan.
Chairman Tucker stated the Commission
heard from everyone last month, then
had a work session. He said unless
someone had something new to say, the
Commission is ready to make a
recommendation.

Chairman Tucker called for anyone who
had anything new to state to please
come forward.

Katheryne Robinson, 6463 Chilton
Drive, came forward. She stated she
has a petition to submit with
approximately 350 names to submit to
the Planning and Zoning Commission and
City Council. Ms. Robinson said she
would urge the Commission to listen to
a gentleman tonight who lives on
Amundson Road.
Ms. Robinson gave the petition to
Chairman Tucker.

Chairman Tucker read the petition:
"We the citizens of the City of North
Richland Hills, hereby petition the
Planning and Zoning Commission and the
City Council to rezone the streets in
the Thoroughfare Plan that has a
direct effect on the citizens rights
to enjoyment and protection of their
children in our community. These
streets are: MAIN STREET from Davis
Blvd. to Crane Road to two lanes;
SIMMONS from Martin Road to Amundson
Road, two lanes; CRANE ROAD from
Amundson Road to Martin Road, two
lanes; AMUNDSON ROAD no larger than a
four lane road and WATAUGA ROAD to be
moved to the north to Cardinal Lane
and to be renamed. And residents on
Amundson are opposed to having their
property condemned and do not want to
be assessed for it either."
Charles Scoma, Cardinal Lane, came
forward. He said the purpose for the
petition was to show the interest
level. He said there were 350-400
names on the petition.

Frank Madden, 8620 Amundson, came
forward. He said the north side of
Amundson Road is all railroad and
could not get any easement. He said
the easement for the widening would
have to come from the property owners
on the south side. He said there were
several houses and trees next to the
road that would be affected.

Chairman Tucker said he felt it is
time for the Commission to make a
recommendation to the Council.
Mr. Barfield stated that the
Commission has considered all routes
for Watauga Road and there are pros
and cons for both the northern route
and the southern route. He said there
would be 5 to 7 entrances with people
backing out onto a major thoroughfare.
Mr. Barfield said the route that would
make the most sense would be straight
through. He said it would miss Mr.
Scoma's house and Mr. Delp's house.
He said it would be the most logical
route. He said 10 years from now you
would ask yourself why the road was
swung to the north or to the south.
He said there would be mostly
Commercial on it.

WATAUGA ROAD
Mr. Barfield made the motion to choose
the route that would go through the
center if it can be obtained by the
city and if not, he would recommend
the southern route.
This motion was seconded by Mr. Bowen.

Mr. Schwinger said he would like to
read a statement: "I firmly endorse
the northern alignment for the new
proposed Watauga Road extension
because of reasons expressed by the
Sunny Meadows and Sunnybrook
residents. This is that once in a
lifetime when the engineers can meet
the needs of the people rather than
calling on the people to adjust to the
engineers' existing road requirements.
Some city folks say that because of
this northern alignment with its dips
and curves and possible street traffic
lights that a car will not be able
exceed 35 miles an hour. Is this so
objectionable? Also, further
commercial growth on either side of
this road would be curtailed if it
goes to the north because of the
existing homes. Is this so

objectionable? There would be no
bottleneck at Amundson and Cardinal
Lane by choosing the northern route
since the intersection is already in
place. The bottom line of this case
is not the best use for the land, but
it's our responsibility to protect the
quality of life for people already in
place. In my six years on this
Commission, I have never championed a
cause by expressing my personal·
convictions but rather chose to play
the par limen tar ian, judging each case
on its merits according to the cities'
established zoning rules and platting
regulations. This is the exception, I
have a choice to make."

Mr. Bowen stated this is a very
difficult decision to make. He said
he understands your reasons for
wanting the northern route, but he
said he could not endorse such a
nightmare. He said the school is only
one half block away. Mr. Bowen stated
the southern route would not
necessarily be tied to the back lots
of Pearl Street, it just says
somewhere south of Cardinal Lane.
Mr. Tricoli stated he can not back the
southern route. He said the center
route is most feasible, but if they
cannot go through the center, he is
for the northern route.
Mr. Lueck said he felt the best choice
would be through the center, but if he
has to have another choice, he must go
with the southern route because of the
traffic with the school. He said he
feels from a safety standpoint, the
northern route is not feasible.

The motion was 3-3 with Bowen,
Barfield, and Lueck voting for the
southern route and Schwinger, Tricoli,
and Tucker voting against the southern
route.

Mr. Royston stated that parlimentary
procedure allows for a second motion.
Mr. Schwinger said he would make a
motion to endorse the northern route.
Mr. Tricoli asked Mr. Schwinger if he
would amend his motion to prefer the
center route.
Mr. Schwinger said he would amend his
motion.
Mr. Tricoli seconded the motion and
the vote was 3-3 with Schwinger,
Tricoli, and Tucker voting for the
northern route and Barfield, Bowen,
and Lueck against the northern route.

Mr. Scoma came forward. He said he
wanted to express his displeasure in
what has taken place. He said he felt
they made their decision on
superficial judgement. He said as for
as the curb cuts or access, when you
drive on Watauga Road to Rufe Snow, he
counted 8 curb cuts in a very short
distance and there are 75 to 80 homes
that face Watauga Road. Mr. Scoma
said we are all concerned about the
school zone, but the school is already
there and children who live south will
have to cross that road at some point.
He said he felt the Commission is
making decisions on superficial
judgements.
MAIN STREET
Mr. Bowen made the motion for Main
Street to be down graded to a C2 east
of Amundson and the rest stay C4.
This motion was seconded by Mr.
Barfield and the motion carried 6-0.
SIMMONS DRIVE
Mr. Barfield made the motion to down
grade Simmons Drive to a C2U.

Mr. Royston requested the Commission
establish limits for the down grading
on Simmons.

Mr. Barfield revised his motion that
Simmons should be downgraded to C-2
from Main Street to the final
alignment of Watauga Road. This
motion was seconded by Mr. Schwinger
and the motion carried 6-0.
MARTIN DRIVE
Mr. Bowen made the motion that the
designation of Martin Drive not be
changed. This motion was seconded by
Mr. Lueck.
Mr. Barfield asked if the first 60
feet or so from Precinct Line Road
would be wider.
Mr. Royston stated that from Crane
Road to Precinct Line would be 41 feet
of pavement and would have a left turn
access.
The motion carried 6-0.

DOUGLAS LANE
Mr. Schwinger made the motion that
Douglas Lane remain a C2U. This
motion was seconded by Mr. Barfield.
Mr. Bowen said the preliminary plat of
Apple Valley closed it.
Mr. Royston said it would be from Moss
Lane.
Chairman Tucker said this is just
housekeeping.
Mr. Schwinger amended his motion, that
Douglas Lane would remain a C2U to
Moss Lane. This amended motion was
seconded by Mr. Barfield and the
motion carried 6-0.
MEADOWVIEW TERRACE
Mr. Royston stated they need to remove
Meadowview Terrace from the
Thoroughfare Plan and replace it with
Crosstimbers.

Mr. Bowen made the motion to remove
Meadowview Terrace from the
Thoroughfare Plan and replace it with
Crosstimbers Drive. This motion was
seconded by Mr. Lueck and the motion
carried 6-0.

CONTINENTAL TRAIL
Mr. Royston said the Commission
approved a plat tonight that
terminated Continental Trail.
Mr. Barfield made the motion to remove
Continental Trail from the
Thoroughfare Plan. This motion was
seconded by Mr. Lueck and the motion
carried 6-0.
SMITHFIELD ROAD
Mr. Royston stated that Smithfield
Road at the "y" had been eliminated
from the Thoroughfare Plan, but after
studying it, the Staff feels there is
a need for Smithfield Road to
intersect with Cannon Drive so
Smithfield Road at the "y" needs to be
restored to the Thoroughfare Plan and
eliminate the "y" situation.

Mr. Tricoli made the motion to restore
Smithfield Road from Watauga Road to
Davis Boulevard to the Thoroughfare
Plan. This motion was seconded by Mr.
Bowen and the motion carried 6-0.
Chairman Tucker stated that since
Amundson Road has been brought up
tonight, the Commission will take a
look at it, but he does not feel they
should take action on it tonight.
Kathy Robinson came forward. She
asked that Watauga Road be renamed.
She said she did not like the name
"Watauga" in North Richland Hills.
Ms. Robinson asked the Commission to
be smart and leave Main Street alone.
She said they could have it one-way
during school hours.
ADJOURNMENT
The meeting adjourned at 8:10 P. M.
