MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
MARCH 10, 1988 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by the
Chairman, George Tucker, at 7:30 P. M.

CONSIDERATION OF THE MINUTES
OF FEBRUARY 25, 1988
Mr. Tricoli made the motion to approve
the minutes as written. This motion
was seconded by Mr. Barfield and the
motion carried 4-0 with Carole Flippo
and Mark Wood abstaining since they
were not present at the meeting.

1.
PS 87-45
Request of Burk Collins Investments
for replat of Lots 5 & 6, Block 1,
North Hills Village Addition.
Jackey Fluitt with Burk Collins
Investments came forward. He said he
would be glad to answer any questions
the Commission might have regarding
this plat.
Mr. Wood stated that the Commission is
concerned with access to the Muffler
Shop.
Mr. Fluitt stated that on February 9th
they wrote the Muffler Shop stating
they would provide access to the
north.

Mr. Wood asked if they had responded
to the letter.
Mr. Fluitt stated they had not.

Mr. Wood said until the problem of
access is settled in court, he would
like to see the abandonment of this
access be taken off the plat.
Mr. Fluitt said it had already been in
court once and it was denied.
James B. Morgan, Attorney, came
forward to represent the owners of the
Muffler Shop. He said only
preliminary matters have been heard in
court. He said they do not want
access to the rear of the property.
Mr. Morgan requested the Commission
not abandon the easement that has been
used for 20 years.
Mr. Wood asked if the Commission could
accept this plat with the stipulation
that the access easement not be
abandoned.

Mr. Royston said they could approve
the plat with the deletion of the
words "to be abandoned" on the access
easement.
Chairman Tucker said to just state it
in the motion.
PS 87-45
APPROVED
Mr. Barfield made the motion to
approve PS 87-45 with the stipulation
that the reference to the 50 foot
access easement recorded in Volume
6537, Page 589 "to be abandoned by
this plat" be deleted from the face of
the plat. This motion was seconded by
Mr. Wood and the motion carried 6-0.

PZ 88-3
Request of Richmond Bay Development to
rezone a portion of Tract 2, W. A.
Trimble Survey, Abstract 1520, from
its present classification of R-2
Single Family to R-8 Single Family
Zero Lot Line. This property is
located south of Meadow Lakes Drive
and west of Dory Court.

Chairman Tucker opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.
Marion Massey, Attorney at Law, came
forward to represent Richmond Bay. He
stated that this would be ~ high
dollar area with a security system,
fully enclosed with a Guard house and
the lots would be enclosed by a brick
wall except for lots 3 & 4; he said he
was not sure about them. Mr. Massey
stated each lot would be $50,000 each.
He said he feels there is a market for
this type development and would be
very good for the community.
Mr. Wood asked how it would affect the
golf course.

Mr. Massey stated it would not affect
the golf course in any way.
Mr. Wood asked what about the golf
course.
Mr. Massey said they have been to the
alter 15 times on this operation. He
said they have a contract on it, but
still don't have the golf course.
Mr. Wood asked Mr. Massey why he felt
R-8 would be good.
Mr. Massey said the lot size. He said
they would get more lots. He said
they have an estimate on the Guard
house and brick wall for $147,000.
Mr. Barfield asked how the street and
landscape figure in.
Mr. Royston stated they would have to
request a variance for the private
street.

Brad Hansen, 5068 Lake View Circle,
came forward. He brought a newspaper
clipping dated October which stated
the city would refuse all zoning

until the golf course was in.
Chairman Tucker said that was what the
City Council stated. He said the
Commission only recommends approval or
denial to the City Council.
w. D. Clark, 6305 Riviera Drive, came
forward. He said this property in
question is behind his house. He
asked if this would be a solid brick
wall or just brick columns. Mr. Clark
said Richmond Bay had asked for so
many changes and they have not held up
to their obligations. He said he is
opposed to the zero lot lines.

Charles Scoma, Cardinal Lane, came
forward. He said he is speaking for
the city as a whole. He said he
lived in Diamond Loch Addition prior
to moving to Cardinal Lane. Mr. Scoma
stated that the average age for home
owners in NRH is 28 years old and the
average price of house is $85,000. He
said we need to improve the types of
homes, change the economics to
interest the upper class people and
the upper class houses.
John Mayberry, 6405 Riviera Drive,
came forward. He said he gave $70,000
for his home which is now worth
$150,000. He said he called the city
and was told that R-8 allows 1200
square foot homes, but we have a deed
restriction to 2,000 square feet. Mr.
Mayberry stated he is the President of
the Homeowners Association and
represents the homeowners in Meadow
Lakes Addition. He said they had
previously had problems with the dam,
but it is now fixed and they are proud
of it. Mr. Mayberry said this is the
only area in NRH with high grade homes
and we should keep it that way.

PZ 88-3
DENIED
Mr. Bowen made the motion to deny
PZ 88-3. This motion was seconded by
Mr. Tricoli.
Mr. Bowen said the Commission had seen
this development from time to time for
5 or 6 years. He said they originally
agreed to have R-2 zoning with lot
sizes of 10,400, but they have bit and
chewed off pieces over the years.
The motion carried 6-0.

PS 88-1
Consideration of a revision to the
Thoroughfare Plan.

Chairman Tucker stated this is in
regard to Amundson Road. He said at
the last meeting there was a petition
submitted regarding some streets and
one was Amundson Road. He asked if
there was a spokesman to speak
regarding this matter.
Frank M. Madden, 8620 Amundson, came
forward. He showed pictures of the
area. He said there are stakes out
which shows him 10 feet closer to the
road.
Ms. Flippo asked Mr. Madden if he had
attended the Public Hearings which
were held prior to the adoption of the
of the Master Thoroughfare Plan in
August, 1985.
Mr. Madden said he did not attend.
Mr. Madden said he does not see any
reason to widen Amundson Road to 4
lanes. He said you can't go north
because of the railroad; you would
have to take all the right of way off
the south side. He said the city
would have to buy or condemn the
property. Mr. Madden said there are
large trees that would be in the way.

Mr. Barfield said he is concerned
about this because he has property in
the area. He said he had spent a lot
of money putting in Oak Hills and Nob
Hill Additions. He said there is a
lot of traffic coming off Glade Road
and there is no east-west freeway in
NRH. He said this traffic goes
through the Nob Hill Addition. Mr.
Barfield said some have already put up
the land and Burk Collins has already
built the bridge; it is already
widened next to the school. He said
10 years down the road, we would
wonder why we didn't widen this road.
Mr. Barfield said Amundson Road, if
widened, would take a load off of Main
Street. He said the people who signed
the petition should realize that.

Mr. Madden asked why would you need
Amundson widened with the new Watauga
Road. He said it makes no sense to
widen Amundson.
Mr. Barfield said part of Amundson is
already widened.
Chairman Tucker stated there was a lot
of traffic studies made prior to the
approval of the Master Thoroughfare
Plan in August, 1985 and the traffic
problems have not changed, but the
widening of Amundson is not going to
be tomorrow, we don't know when, but
it is not a threat to you now.
Dorothy Gray, 8708 Amundson, came
forward. She said Amundson Road was
named after her Mother and Daddy. She
said she had lived there since the
second grade and she does not plan to
move and she won't sell. She asked
how long it would be before the road
would be widened.

Chairman Tucker said we have no way of
knowing.

Ms. Gray said it would be within 11
feet of her house.
Chairman Tucker said anytime there is
a plan for a road, someone is
inconvenienced.
Ms. Gray said you will have to buy her
house and acre of land.
Chairman Tucker said after Watauga
Road is put in, there may not be a
need to widen Amundson. He said the
Commission reviews the Master Plan
each year.
Kathy Robinson, Chilton Drive, came
forward. She stated the neighbors had
one statement, She said they wonder
why it has to be a 4-lane, why it has
to be changed at all.

Chairman Tucker stated there were
traffic studies made which showed the
need.
Charles Scoma, Cardinal Lane, came
forward. He said he did not come to
the Public Hearings for the
Thoroughfare Plan, but Martin Road was
previously planned for 4 lanes, but
now is proposed for 2 lanes. Mr.
Scoma said Amundson Road has the
railroad for a natural barrier. He
said it should be left a 2 lane and
make Martin a 4 lane. He said if they
could re-engineer Martin Road, why not
utilize that instead of Amundson.
Mr. Bowen said he felt the Commission
should look at the impact Watauga Road
will have; we may not need Amundson
widened, but we don't want to delete
Amundson Road at this time.

Chairman Tucker said the Commission
recommends it stay as it is. He said
he hoped next time the people will
come to the Public Hearings.
