MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
MAY 26, 1988 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by the
Chairman, George Tucker, at 7:30 P. M.

CONSIDERATION OF THE MINUTES
OF MAY 12, 1988
Mr. Barfield made the motion to
approve the minutes as written. This
motion was seconded by Mr. Schwinger.

Mr. Lueck said he would like to strike
the second paragraph on page 10. He
said he does not think he said that.
Mr. Barfield amended his motion to
include this deletion. This amended
motion was seconded by Mr. Schwinger
and the motion carried 6-0.

PS 88-4
Request of Four Seasons Nursing Home
for replat of Lot 7A, Block A,
Calloway Farm Addition.
PS 88-4
APPROVED
Mr. Wood made the motion to approve
PS 88-4 subject to the engineer's
comments. This motion was seconded by
Mr. Bowen and the motion carried 6-0.

PUBLIC HEARING
Discussion of the Northeast Tarrant
County Freeway.

Chairman Tucker opened the Public
Hearing for discussion of the
Northeast Tarrant County Freeway.
Chairman Tucker called former Mayor of
North Richland Hills, Dan Echols, who
spear headed the study to introduce the
Engineer of the project.

Dan Echols, 5016 Nevada Trail, came
forward. He stated that Dannenbaum
Engineering Corporation was the bidder
on the study and the Chief Engineer is
Bruce Russell.
Mr. Echols said they had had several
public hearings; they had hearings
with the Planning and Zoning
Commission at Southlake and
Colleyville and a regular public
hearing last night.
Mr. Echols said they have
representatives from the different
cities and COG present. He introduced
Bruce Russell, Engineer.

Mr. Russell with Dannenbaum
Engineering Corporation came forward.
He showed a map of the area in
question which runs from Interstate 30
to DFW airport.
Mr. Russell discussed the purpose of
the study, the need for the facility,
the population and employment growth
estimates, existing thoroughfares,
projected traffic volumes, and type of
facility.

Mr. Russell stated they had looked at
various routes using current
demographic data. He stated there are
from 50,000 to 80,000 vehicles through
there per day so it needs to be a
Freeway. Mr. Russell stated there was
some question where we would connect
the western end of this freeway. He
said they feel it should be Highway
287 at Interstate 30. He stated they
could use the existing right of way
and also, 50% of the traffic would be
going south on Interstate 30. Mr.
Russell showed the route to the
Commission and the audience. He said
they are still working with the City
of Grapevine to alleviate the traffic
in that area.

Chairman Tucker stated this route
matches our City's Thoroughfare Plan
for Wilson Lane. He said it goes
along part of Wilson Lane. Chairman
Tucker stated this Northeast Tarrant
County Freeway will be a benefit to
every city involved.
Lady in audience asked would this
freeway make any changes to the
proposed 820 Interchange?
Mr. Royston said it would not. He
said the State Highway Department is
studying all of their freeways in this
area and they have found there is a
need for 12 lanes for the 820
Interchange.

Same Lady asked if the cities could
notify it's citizens on their water
bill or something about these
meetings. She said she just happened
to see this small notice in the
newspaper.
Mr. Royston said the State Highway
Department will notify you if your
property is in jeopardy and they also
run a full page add in the newspaper.
Man in audience asked if this new
freeway would have any affect on the
other East-West streets such as Bursey
Road.
Mr. Royston said it would affect them,
but they will still be built. He said
Fox and Jacobs has already built
Bursey out to Davis Boulevard.
Mark Hannon asked about the tie-in on
the east. He also asked if they would
consider moving the route to Bursey
Road.

Man in audience asked where the new
freeway would cross Davis Boulevard.
Mr. Russell said it would cross around
Big Bear Creek.

Lady in audience asked if the freeway
would follow Wilson Lane.
Mr. Russell said it would, then
deviate to the north.
Mr. Barfield said he understands
Colleyville previously was not
interested in the freeway. He asked
since there is a new City Council in
Colleyville, would he consider talking
with them again.
Mr. Russell said there are some
property owners interested now.
Mr. Royston said the purpose for this
study is to decide on the need for a
freeway and acquiring the right of
way.

Chairman Tucker closed the Public
Hearing.
RECESS
The Chairman called a recess at 8:00
P. M.
BACK TO ORDER
Chairman Tucker called the meeting
back to order at 8:10 P. M. with the
same members present.

PS 88-5
Consideration of revisions to the
Thoroughfare Plan.
Chairman Tucker said the Planning and
Zoning Commission sent mixed signals
to the City Council regarding Watauga
Road. He said the Commission feels
the City Council made a decision which
they should reconsider.

Mr. Barfield said Watauga Road will be
a State Highway. He said the speed
limit will be set at 40 miles per
hour, but most everyone will run 50
miles per hour. He said this northern
route will not allow this speed. Mr.
Barfield said he feels they need to
look at Watauga Road as a State
Highway; there needs to be some long
range planning. He said he knows two

property owners will be upset, but he
requests the City Council reconsider.
Chairman Tucker said to go south would
hurt several homeowners and to go
north would be too close to the
school. He said to go through the
middle would be the most logical
route.
Mr. Barfield made the motion to
recommend to the City Council they
reconsider the alignment of Watauga
Road to cause it to go through the
middle and try to miss both houses.
This motion was seconded by Mr. Wood
and the motion carried 6-0.
ADJOURNMENT
The meeting adjourned at 8:15 P. M.
