CALL TO ORDER The meeting was called to order by the Vice Chairman, John Schwinger, at 7:30 P. M. ROLL CALL PRESENT: Vice Chairman Members John Schwinger Don Bowen Mark Wood David Barfield Ron Lueck James Brock Manny Tricoli C. A. Sanford George Tucker Wanda Calvert Alt. Member Dir. Economic Dev. Dir. Planning P & Z Coordinator ABSENT: Carole Flippo OATH OF OFFICE Vice Chairman Schwinger administered the Oath of Office to new member, James Brock. . ELECTION OF OFFICERS Mr. Wood made the motion to elect John Schwinger Chairman. This motion was seconded by Mr. Barfield and the motion carried 6-0 with Mr. Schwinger abstaining. Mr. Barfield made the motion to elect Mark Wood Vice Chairman. This motion was seconded by Mr. Lueck and the motion carried 6-0 with Mr. Wood abstaining. Mr. Tricoli made the motion to elect David Barfield Secretary. This motion was seconded by Mr. Lueck and the motion carried 6-0 with Mr. Barfield abstaining. CONSIDERATION OF THE MINUTES OF AUGUST 11, 1988 Mr. Tricoli made the motion to approve the minutes as written. This motion was seconded by Mr. Wood and the motion carried 6-0 with Mr. Brock abstaining since he was not present at the meeting. . Page 2 P & Z Minutes August 25, 1988 . 1. PS 88-12 Request of St. John the Apostle Church for preliminary plat of Lot 1, Block G Calloway Farms Addition. PS 88-12 APPROVED Mr. Wood made the motion to approve PS 88-12 with the exception.of items 1 and 4 of the Engineer's comments. This motion was seconded by Mr. Barfield and the motion carried 7-0. 2. PS 88-13 Request of Richmond Bay Development for final plat of Lots 20 thru 25, Block 10, and Lots 1 & 2, Block 11, Meadow Lakes Addition, Phase lB. Bob Frank came forward to represent Richmond Bay. . Mr. Wood asked Mr. Frank about a layout of Skylark Circle and access to the zero lot line lots. He stated they need to show a street going to the lots. Mr. Frank said the road is supposed to be shown on the next plat. Mr. Wood asked if they could show it on this plat. Mr. Frank stated they would. PS 88-13 APPROVED Mr. Wood made the motion to approve PS 88-13 subject to the entrance to the other lots being shown on this plat prior to going to the City Council. This street is to be called Meadow Gates Drive. This motion was seconded by Mr. Bowen and the motion carried 7-0. 3. PZ 88-16 Consideration of an amendment to the Zoning Ordinance #1080 regarding Signs. . Chairman Schwinger opened the Public Hearing and called for anyone wishing to speak to please come forward. Page 3 p & Z Minutes August 25, 1988 . Dr. Tom Duer, 7312 Londonderry, came forward. He showed slides of the local area as well as Lake Tahoe. Dr. Duer said he is concerned as a resident of North Richland Hills as well as a business owner of North Richland Hills. He said Lake Tahoe has a very restrictive sign ordinance. He said McDonald's sign is only 3 feet wide and 4 feet tall. Dr. Duer stated our city has some restrictions, but a portable sign can be placed in front of a permanent sign. He stated you can purchase a high quality, expensive sign and your neighbor can put a portable sign in front of it. Dr. Duer showed slides of this. He said there needs to be some kind of ordinance controlling where a portable sign may be placed. . Dr. Duer asked whose responsibility it is to keep signs out of the State right-of-way. He said there had been one placed there. Dr. Duer said the portable signs are supposed to be for only 30 days, but there is one that has been up since April and this is August. He said also, in a shopping center with 6 businesses, there can be 6 portable signs. Dr. Duer said there needs to be restrictions to how many signs you can have and there needs to be a minimum distance from a permanent sign. Mr. Sanford stated that some of Dr. Duer's concerns and suggestions have already been changed in the new ordinance. He said we have tried to incorporate all the suggestions. . Dr. Duer said he is not opposed to portable signs, but feels they should be controlled. He said some shopping centers have been built without forethought in providing a place for a sign. . . . Page 4 p & Z Minutes August 25, 1988 Mr. Sanford said in the new ordinance they may be placed in a parking space. Mr. Barfield asked if, when they pay the fee for a sign permit, could they be gived a permit to attach to the sign so anyone could see when the 30 days are up. Mr. Sanford said that could be possible. Mr. Barfield said it could be permanently displayed as they require for a building permit. Chairman Schwinger called for anyone else wishing to speak to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing.
