HomeMy WebLinkAboutPZ 1987-02-12 Minutes · MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS FEBRUARY 12, 1987 - 7:30 P. M. CALL TO ORDER The meeting was called to order by the Vice Chairman, Mark Wood, at 7:30 P.M. ROLL CALL PRESENT: Vice Chairman Secretary Alt. Member Dir. Planning/Dev. P & Z Coordinator Mark Wood John Schwinger George Tucker Richard Royston Wanda Calvert ABSENT: Don Bowen Joe Hallford Carole Flippo Manny Tricoli CONSIDERATION OF THE MINUTES OF JANUARY 22, 1987 Mr. Schwinger made the motion to approve the minutes as written. This motion was seconded by Vice Chairman Wood and the motion carried 2-0 with Mr. Tucker abstaining since he was not present at the meeting. · 1. PS 86-52 Request of North Richland Hills Joint Venture for preliminary plat of Ranger Crossing Addition. · Mark Hannon, Consulting Engineer, came forward. He said they had received the City Engineer's comments and offer the following remarks: I-regarding the renaming of the subdivision. He stated the 70 acres would be marketed as Ranger Crossing and they would like to keep this name, but they would do whatever the commission suggests. #9 regarding right-of-way on Rufe Snow, he said they take exception to the idea that all future widening should come off of their property since TESCO's poles are in the right-of-way. Mr. Hannon said he feels it should be TESCO's expense to relocate their facilities when and if the right-of-way is needed for road purposes. Page 2 P & Z Minutes February 12, 1987 . #ll-regarding pro rata. Mr. Hannon said they feel that no pro rata should be required until the road is actually widened and the property owners assessed. #12-regarding storm drain. Mr. Hannon stated this is a technical matter with the City Engineer. Mr. Hannon stated that some fill will be required to accomplish the storm drain installation. He said he is currently designing this storm drain and have verified that it can be daylighted within the project limits without lowering the downstream flowline elevations and will submit this with the final plat. #13-regarding the railroad. Mr. Hannon stated he acknowledges that culverts will be required under the railroad for the increased runoff and he will apply to the railroad for a permit to install a parallel culvert. . Mr. Royston stated he has a letter from Lone Star Gas Company which states they object to this plat. Mr. Hannon said they had talked with Lone Star Gas and thought they were in agreement, but they will satisfy them. Vice Chairman Wood asked Mr. Royston about item #11 regarding pro rata. Mr. Royston said the city has set a precedence in this and we are not sure of the time frame for Watauga Road. Mr. Tucker asked Mr. Royston about item #9 regarding the right-of-way on Rufe Snow. Mr. Royston said this could present a problem since TESCO already has the utilities in. . Mr. Tucker said he did not feel this should be done to the developer. He said he thought the right-of-way should be taken from both sides equally. Page 3 P & Z Minutes February 12, 1987 . Mr. Schwinger asked Mr. Hannon if he took exception to item #12. Mr. Hannon said he did, but would show how he plans it in the final platting. PS 86-52 APPROVED Mr. Tucker made the motion to approve PS 86-52 subject to the Engineer's comments with the exception of items 1, 9, and 11. This motion was seconded by Mr. Schwinger and the motion carried 3-0. 2. PS 87-1 Request of Birdville Independent School District for final plat of Briarwood Estates, Section 7. Jackie Fluitt with Stembridge and Associates came forward to represent the school. . Mr. Tucker asked Mr. Fluitt if they had the off-site documents. Mr. Fluitt stated they are working on them and would have them prior to going to the City Council. Mr. Tucker stated that fire lanes needs to be shown on the final plat before going to the council. Mr. Fluitt stated that in item #6 of the City Engineer's comments, there had been a conflict, but the conflict does not exist now. Mr. Tucker asked Mr. Fluitt if they take exception to any of the comments. Mr. Fluitt stated they do not. PS 87-1 APPROVED Mr. Schwinger made the motion to approve PS 87-1 subject to showing the fire lanes before going to the City Council and having the necessary off site documents before going to the City Council. This motion was seconded by Mr. Tucker and the motion carried 3-0. . Page 4 P & Z Minutes February 12, 1987 . 3. PZ 87-1 Request of MGM Development to rezone Lots 2A-5B, & 9A-IIB, Block 27, Lots 1RA-12RB, Block 26, & Lots 4A-7B, Block 33, Holiday West Addition, from their present classification of R-4-SD Separate Ownership Duplex to R-8 Single Family-Zero Lot Line. This property is located on both sides of Cancun Drive between Buenos Aires Drive and Trinidad Drive and on the south side of Buenos Aires Drive at Cancun Drive. Vice Chairman Wood opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. . J. Lee Whittington, Consultant for MGM Development, came forward. He stated this is not for two story garden homes but the developer requests to change the zoning to allow zero lot line garden homes detached. Mr. Whittington showed an architectural drawing of the proposed area. He stated the area would be basically the same except detached. Mr. Whittington stated that MGM Development and Bartolucci Homes have been in this area for several years and would have the same quality as before. Vice Chairman Wood called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, the Vice Chairman closed the Public Hearing. . Mr. Tucker said he agreed that single family zero lot line attached and detached are basically similar. He said technically it would be spot zoning, but if done properly, it would look okay since the two are so similar. He said he was not opposed to it now. Page 5 P & Z Minutes February 12, 1987 . Mr. Schwinger said he concurs with Mr. Tucker. PZ 87-1 APPROVED Mr. Tucker made the motion to approve PZ 87-1. This motion was seconded by Mr. Schwinger and the motion carried 3-0. 4. PS 87-4 Consideration of proposed revisions to the Thoroughfare Plan. Vice Chairman Wood stated they want to change Wilson Lane to a 6 lane arterial from Precinct Line Road to the Keller City Limits. He said they also want to down grade Shady Grove Road to a C4U and extend Industrial Park Boulevard to Watauga Road and Holiday Lane. . Mr. Tucker said that Wilson Lane has the capability to go west to Highway 287 and east to Glade Road which is becoming more important. He said that regarding Industrial Park Boulevard, they plan to build a fire station on the city's property at Watauga Road and feel this would be a smart move to extend it to Watauga Road and Holiday Lane. PS 87-4 APPROVED Mr. Tucker recommended approval to the City Council to make these changes in the Thoroughfare Plan. Mr. Royston stated that Shady Grove Road from Precinct Line to Davis Boulevard would have to stay a 6 lane. The motion was seconded by Mr. Schwinger and the motion carried 3-0.
