HomeMy WebLinkAboutPZ 1987-08-27 Minutes . MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, AUGUST 27, 1987 - 7:30 P. M. CALL TO ORDER The meeting was called to order by the Chairman, Don Bowen, at 7:30 P.M. ROLL CALL PRESENT: Chairman Secretary Member Alt. Members Dir. Planning/Dev. P & Z Coordinator Don Bowen John Schwinger Mark Wood George Tucker Manny Tricoli Richard Royston Wanda Calvert ABSENT: Carole Flippo CONSIDERATION OF THE MINUTES OF AUGUST 13, 1987 Mr. Schwinger made the motion to approve the minutes as written. This motion was seconded by Mr. Wood and the motion carried 4-0 with Mr. Tricoli abstaining since he was not present at the meeting. . 1. PS 87-29 Request of Richmond Bay Development for preliminary plat of Lots 42-45, Block 3, Lot 3R, Block 10, and Lots 1-4, Block 11, Meadow Lakes Addition. PS 87-29 APPROVED Mr. Wood made the motion to approve PS 87-29. This motion was seconded by Mr. Tricoli and the motion carried 5-0. 2. PS 87-30 Request of Boat Club Estates, Inc. for replat of Lots 7R-l thru 16R-l, Block 5, and Lots 1 thru 12, Block 6, Coventry Place Estates Addition. Chairman Bowen opened the Public Hearing and called for those wishing to speak in favor of this replat to please come forward. . Walter Elliott, Civil Engineer, came forward to represent the owners. He stated the owners were present and they would be happy to answer any questions. Page 2 p & Z Minutes August 27, 1987 . Mr. Elliott stated this property is already zoned R-2 which is 9,000 square foot lots and 1,600 square foot houses. He said this is an existing subdivision which is being resurrected and they plan to develop it. Mr. Tucker asked if the owners would have any objection to restricting the lots which front on Hightower to side or rear entry garages. Mr. Royston stated that Hightower would be a major thoroughfare. Mr. Elliott said they had no objections to that. Chairman Bowen called for those wishing to speak in opposition to this replat to please come forward. . There being no one wishing to speak, the Chairman closed the Public Hearing. PS 87-30 APPROVED Mr. Tricoli made the motion to approve PS 87-30 with the stipulation that Lots 5 thru 8 of Block 6 must have side or rear entry garages. This motion was seconded by Mr. Wood and the motion carried 5-0. 3. PZ 87-19 Consideration of an amendment to the Zoning Ordinance 81080 regarding Commercial Gymnasium. PZ 87-19 APPROVED Mr. Wood made the motion to recommend approval of PZ 87-19. This motion was seconded by Mr. Mr. Tricoli and the motion carried 5-0. Chairman Bowen said the Commission was approached regarding an indoor Gym for soccer. He stated they needed to add the use to the ordinance and set up parking limitations. . . . . Page 3 P & Z Minutes August 27, 1987 ADJOURNMENT Mr. Tucker said the ordinance did not address spas either so they have listed a definition for those uses. The meeting adjourned at 7:40 P.
