HomeMy WebLinkAboutPZ 1986-03-13 Minutes . MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS MARCH 13, 1986 - 7:30 P. M. CALL TO ORDER The meeting was called to order by the Chairman, Don Bowen, at 7:30 P. M. ROLL CALL PRESENT: Chairman Secretary Members Dir. Planning & Dev. P & Z Coordinator Don Bowen John Schwinger Mark Wood Marjorie Nash Richard Royston Wanda Calvert ABSENT: Joe Hallford Carole Flippo CONSIDERATION OF THE MINUTES OF FEBRUARY 13, 1986 The approval of the minutes was postponed due to no quorum for vote. 1. PS 85-76 Request of Carroll F. Sullivan for short form plat of Lot 1, Block 1, Sullivan's Addition. . PS 85-76 APPROVED Mr. Wood made the motion to approve PS 85-76. This motion was seconded by Ms. Nash and the motion carried 4-0. 2. PS 85-98 Request of Carston Court Partnership for consideration of revised Preliminary Plat of Lots 1 through 16, Block 1, Cars ton Court Addition. Scott Stewart with John Levitt Engineers came forward to represent Mr. Hawkins and Carston Court Partnership. Chairman Bowen said the Commission was concerned with the entrance to the subdivision. He said they would like to see the road moved to the north side of the property and they would prefer not to have any common property. . Page 2 P & Z Minutes March 13, 1986 . Mr. Stewart requested that the Commission allow him to get with the partners of the property and see if they can work something out. He said he could not answer it now. Chairman Bowen stated the Commission also realizes there are some drainage problems which will have to be worked out prior to submitting the final plat. Mr. Wood said he would prefer to see a stipulation that the houses would have to be 2300 square feet on the plat. Mr. Stewart said he did not feel this was necessary, but he could put it on the plat. . PS 85-98 APPROVED Mr. Schwinger made the motion to approve PS 85-98 with the following stipulations: 1. Add the description of 2300 square feet houses to the front of the plat and on the official zoning map of the City of North Richland Hills; 2. That the City Staff and developer's engineers schedule a field survey to resolve the drainage problems existing at the western boundary of this subdivision and a detailed engineer's design submitted to the City Engineer for approval. This motion was seconded by Mr. Wood with this added stipulation: that the entrance be moved to the north boundary and there will be no common property. This motion carried 3-1 with Ms. Nash voting against. 3. PS 85-99 Request of H & S Partnership for consideration of the revised final plat of Royal Court Addition. PS 85-99 APPROVED Mr. Wood made the motion to approve PS 85-99. This motion was seconded by Mr. Schwinger and the motion carried 4-0. . Page 3 P & Z Minutes March 13, 1986 . 4. PS 86-6 Request of JPI Land Inc. for final plat of Foster Village, Section 19. Chairman Bowen stated all the comments have been complied with. PS 86-6 APPROVED Ms. Nash made the motion to approve PS 86-6. This motion was seconded by Mr. Wood and the motion carried 4-0. 5. PZ 86-5 Request of Viola C. Hunter to rezone Tract 10A, W.W. Wallace Survey, Abstract 1606, from its present classification of R-2 (Single Family) to C-2 (Commercial). This property is located at the northwest corner of Glenview Drive and Ashmore Drive. . Chairman Bowen opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. Ms. Hunter came forward. She said she had owned this property since 1942 and water had never been up to her house. Ms. Hunter stated that Chrysler wants to buy the property and put up a building where her house is and they would park cars on the rest of the property. She said they would bring cars to be serviced. Ms. Hunter said she requests her property be rezoned so she can sell it. She said the house is old and needs repair and she has too much ground and she has to hire it mowed. Chairman Bowen called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. . ~ Page 4 P & Z Minutes March 13, 1986 . Mr. Wood stated this was a tough issue for the Commission. He said this would be putting commercial next to residential. Mr. Wood said he felt it would go commercial some day, but he was not in favor of it now. Mr. Schwinger said he shared Mr. Wood's concern. He said this is an encroachment into the neighborhood. Chairman Bowen stated he shared this same concern. He said if the entire frontage along Glenview came in as one package, he would be in favor of it, but he does not feel it feasible now. PZ 86-5 DENIED Ms. Nash made the motion to deny PZ 86-5. This motion was seconded by Mr. Schwinger and the motion for denial carried 4-0. . Chairman Bowen stated that Ms. Hunter does have the right to appeal to the City Council.
