MINUTES OF THE REGULAR MEETING OF THE
ZONING BOARD OF ADJUSTMENT OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
JUNE 19, 1986 - 7:00 P. M.
CALL TO ORDER
The meeting was called to order
by the Chairman, Jack Roseberry
at 7:40 P. M.

CONSIDERATION OF THE MINUTES
OF MAY 15, 1986.
The approval of the minutes was
portponed due to no quorum to vote.
1. BA 86-9
Request of Peter A. Cowin with Pulte
Home Corporation to vary from the
Zoning Ordinace #1080 on Lots 24 &
25, Block 13, Foster Village Addition,
to allow a 42 inch fence beyond the
building line. This property is
located at the southeast corner of
Rufe Snow Drive and Fair Oaks Drive,
6700 & 6704 Fair Oaks Drive.

Peter Cowin stated that he was
associated with Pulte Homes and was
requesting to be allowed to use
the fences. He apologized for the
fences being put up with no permits.
Mr. Cowin produced a plot plan and
pictures showing where the fences were
and what they looked like. He stated
that the main reason the fences were
used was for security purposes. It
keeps the accesories in the model
homes from being removed. Mr. Cowin
stated that he would put up a bond so

that the fences could remain up.
Once the homes are sold, the
fences would be taken down within
a time frame not to exceed two years.
He said that the neighbors did not
have any objections of the fences.
Chairman Jack Roseberry asked if the
fences were designed with a gate.
Mr. Cowin stated that there were no
gates.
Mr. Royston stated that they allowed
builders to build one of their units
into a sales office. The garage is
converted into the office.
Mr. Cowin stated that they would not
receive a final on the house until
the office was converted back into a
garage along with the walkway and the
fence.
Harold Schubert asked if the fences
would be reused.

Mr. Cowin stated that it would be
reused in another model home.
Harold Schubert asked if they had an
alarm system.
Mr. Cowin stated that they had a
security system.
Chairman Jack Roseberry asked if the
model homes were fixed up nice.
Mr. Cowin stated that the model homes
were fully furnished and decorated
very nice.
David Barfield asked if there were
any site problems that the fences
had on traffic.
Mr. Cowin stated no and showed
pictures of the wrought iron fences

Harold Schubert asked how long the
fences would remain.
Mr. Cowin stated that they usually
remain for three or four years, but
they were only asking for two years.

Richard Royston stated that there
were two others looking at the
possibility to also get variances
to be allowed to put up fences.
David Barfield stated that he
wanted to see people be able to
fence their front yards.
Mr. Royston stated that there were
all different views on the front
yard fences. The City of Garland
was tearing down the fences.
David Barfield made the motion to
approve BA 86-9. This motion was
seconded by Harold Schubert and the
motion carried 4-0 with the
stipulation that the fence could not
remain up longer than two years.
The meeting was adjourned at 8:00
P. M.
