I I( I 'I ;1 (I I I rl CITY OF NORTH RICHLAND HILLS PLANNING & ZONING COMMISSION February 20, 1985 TO: The Honorable Mayor, Council Members and Planning & Zoning Commissioners of NORTH RICHLAND HILLS RE: Future Development of the Northern Section of the City Ladies & Gentlemen: II I Ie I 'I ;1 ¡I 'I il !I I I Over the next five years, the Council and Planning & Zoning Commission will be faced with making decisions wh.ich will significantly change the environment and lifestyle of the Northern Sector of our city. The environment and life- style as now exists is predominantly rural. ·The streets are narrow and uncoordinated. Many of the residents and people have lived in this area for quite a few years. Others have moved into this area over the past few years because of the rural atmosphere. Both long and short term residents will resist any significant change in the area's lifestyle. Economic costs now at play will result in zoning re- quests for higher use of the land with the net result of to.tally destroying the existing rural atmosphere. These requests will run the full menu of industrial, commercial, multi-family, town homes and single family residents (R-2/R-3) with little or no request for R-I. Several of the Council members have asked why there is not more R-l zoning approved. The answer to this question is very complex, as both trend and economics are involved. Negative factors are: 1. Developer mix - most developers operating in NRH only develop small to medium size residential lots. 2. Builder mix - most builders operating in NRH only build small to medium size homes. 3. Land - scarcity of raw land with features which would attract the large home buyer. 4. Access/thoroughfare - total lack of adequate access to the East. 5. Shrinking marketplace - there is less demand for a large lot/large home which forces the builders to be extremely cautious where he builds the more expensive home. Trend - the bUilding trend for the past twenty years in NRH has been toward the small to medium size home. To reverse this trend would take a major effort on the part of the city to make it- self more attractive to the affluent home buyer (such as improved schools, improved city services and more and better thoroughfares). The most important contribution that can be made to the city of NRH by the present and future Councils, is a viable plan for the control of development in the Northern Section of the city. H. 820 near Strummer Drive. We agree with the general concept of the proposed modifications. All costs associated with any modification will have to be borne by others. Any modifications involving the traffic control for. egress and ingress to the I. H. 820 ramps will have to be approv- ed by the State Department of Highways and Public Transportation. We certainly agree that some sort of modification to this intersection is needed and will look with favor on any final plans which meet the approval of our traffic engineers and your Traffic Department. This property is proposed for retaj} development in North Richland H i lIs by 1\1 r. Bur k Co 11 ins. \\~e have briefly reviewed a proposal for street/intersection improvements and have recommended that the intersection area be studied in detail by a professional traffic engineer to insure that existing and future traffic volumes may be handled by an acceptable level of service. After study and report by the traffic engineer, the State's traffic engineers and those of Hurst and North Richland Hills \\1ould be asked to review any proposal for \\7idening and signalization.
