Ms. Nash made the motion to approve
the minutes as written. This motion
was seconded by Mr. Schwinger and the

Request of Roan/Allen for replat of
Tracts lR thru 4R out of Blocks 1, lA,
& 3, Richland Terrace Addition.
Mr. Tucker made the motion to approve
PS 85-18 as submitted. This motion
was seconded by Mr. Schwinger and the
motion carried 5-0.
Request of Southern Ventures
Partnership for replat of Lot 2R,
Block 35, Holiday West Addition,
Section 8.
Mr. Wood made the motion to approve
PS 85-20. This motion was seconded by
Ms. Nash and the motion carried 5-0.
Request of California-Texas
Properties, Inc. to rezone portions of
Tracts 4Al & 5, S. Richardson Survey,
Abstract 1266, from their present
classification of AG (Agriculture) to
C-l (Commercial). This property is
located on the west side of Davis
Boulevard at Green Valley Drive.

Chairman Bowen opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.
Dick Perkins with Teague NaIl and
Perkins came forward to represent
California-Texas Properties. He said
this property is at Davis Boulevard
and Green Valley Drive. Mr. Perkins
said they will have a street running
through the property, an extension of
Bursey Road. He said they need
commercial on both corners. He said
they plan to have a large grocery
store with plenty of parking.
Mr. Wood asked about the little
triangle along Davis Boulevard.

Mr. Perkins said they do not own that
piece of property at this time. He
said they have tried to purchase it.
Chairman Bowen called for those
wishing to speak in opposition to this
request to please come forward.
Dwight Manning, 8048 Green Valley
Drive, came forward. He said he was
against this rezoning. He said he had
just completed a $130,000 home which
faces this property. Mr. Manning
stated he had been there for a year
and are still on a two inch water main
and he has a septic tank. He said he
felt this would cause crime to be
brought into the area.
Chairman Bowen asked Mr. Royston about
the water system.
Mr. Royston said if developed, they
will be required to up-grade the water
system to accommodate the demand.

Mrs. John Tidwell, 7900 Davis
Boulevard, came forward. She stated
she was not against the zoning, but
wondered about traffic problems.

Chairman Bowen said some additional
streets will be built in the area.
Mrs. Tidwell stated that Davis
Boulevard will not be able to carry
all the traffic.
Mr. Royston stated the city's goal for
Davis Boulevard is 6 lanes. He said
they have been in negotiations with the
State Highway Department and will have
4 lanes and later upgrade to 6 lanes.
Mr. Perkins came back for rebuttal.
He said he understands the concern of
the residents, they want it to a stay
rural area, but he doesn't feel
residential should be put along Davis
Boulevard. Mr. Perkins stated they
will bring the sewer in to serve the
area and will up-size the water lines.
Mr. Manning came forward. He said
they have a serious drainage problem.
Chairman Bowen said if the developer
cannot fix the drainage, they cannot
develop the property.
Chairman Bowen closed the Public
Hearing.

APPROVED
Mr. Wood made the motion to approve
PZ 85-7. This motion was seconded by
Ms. Nash and the motion carried 4-1
with Mr. Tucker voting against.

PZ 85-18
Request of Centennial Homes, Inc. to
rezone Tract 1, T. Akers Survey,
Abstract 19, from its present
classification of R-3 (Single Family)
to I-2 (Industrial). This property is
located west of Wuligar Way, bounded
on the north by the City of Watauga
and on the west by the City of Haltom
City.
Chairman Bowen opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.

Clanton Sanders with Centennial Homes
came forward. He stated this is
31-plus acres bounded on the north by
Watauga, on the west by Haltom City,
and on the south and east by I-2
zoning. He stated this was previously
a 100 acre tract of land which the
cities of North Richland Hills and
Haltom City had some land swap. He
said at that time, the City Council
requested they come in for a change of
zoning to Industrial, but they are
just now getting around to it. Mr.
Sanders said there is flood plane west
of this property. He said they feel
it should be zoned I-2 to coincide
with the I-2 on the south and east.
Chairman Bowen called for those
wishing to speak in opposition to this
request to please come forward.

Lee Hertel, 6312 Old Mill Circle,
Watauga, came forward. He said he and
several of his neighbors were here to
oppose this request. Mr. Hertel said
at 3:30 in the morning, they were out
picking up a dumpster in this
Industrial zoning which is directly
behind him. He said he felt this
would devalue his property. Mr.
Hertel said he had rather look at
trees and back yards instead of
Industrial property. He said there
had been numerous grass fires in the
area. Mr. Hertel said if this request
is approved, he and his neighbors
would expect some type of buffer, 100
feet of trees or a park.
Mr. Hertel said he would like to ask
Mr. Sanders some questions. He said
he wonders if he has a specific buyer
for the property and what direction
would the access be to this property.

Chairman Bowen said the access would
be from Rufe Snow or 820, when a road
is finished to 820.

Patricia Wells, 6324 Old Mill Circle,
Watauga, came forward. She asked if
there would be warehouses built there
or what. Ms. Wells said if she had
known about this she would not have
bought her house.
Mr. Tucker asked Mr. Sanders if
Centennial Homes would be the
developer.
Mr. Sanders said they would be the
developer. He said they plan to
develop it into Industrial tracts.
Mr. Tucker asked about the access.
Mr. Sanders said Browning Boulevard
would be the access.

Mr. Tucker said he would like to ask
Centennial Homes to take into
consideration the homes in Watauga and
furnish some sort of buffer.
Mr. Sanders said that would be
considered.
Mr. Wood asked if they own other
property in the area.
Mr. Sanders said they have some
residential property in Haltom City
and then they have the flood plain
area.
Ms. Nash asked for a show of hands of
the people in opposition to this
request. There were several.
Chairman Bowen closed the Public
Hearing.
Mr. Wood said he felt a buffer would
be good.

APPROVED
Mr. Wood said since the only access to
this property would be through the
Industrial Park, he made the motion to
approve PZ 85-18. This motion was
seconded by Mr. Tucker and the motion
carried 5-0.

PZ 85-19
Request of C.A.F. Enterprises, Inc. to
rezone portions of tracts 13 & 13E,
and Tract 13Bl, Thomas Peck Survey,
Abstract 1210, from their present
classification of AG (Agriculture) to
R-2 (Single Family). This property is
located on the north side of Shady
Grove Road between Davis Boulevard and
Clay Hibbins Road.
Chairman Bowen opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.

Joe Wright, 601 W. Wall Street,
Grapevine, came forward. He said they
do not have a plat ready on the
property, but they have a concept plan
of the property. Mr. Wright said
their minimum lot size will be 9,600
with the average being 11,800 square
feet. He said he felt this was a good
plan for the property and the city.
Chairman Bowen called for those
wishing to speak in opposition to this
request to please come forward.
Steve McCann came forward. He stated
he owns a 13 acre tract and he is not
sure of he is in opposition or not.
Mr. McCann asked to see the plan.
Chairman Bowen explained that the
minimum lot size for R-2 is 9,000
square feet.

Mr. McCann said he is concerned with
taxes and traffic. He said Shady
Grove Road is a very narrow road with
lots of traffic. He asked if it is
planned to be widened.

Mr. Wood said some cases to be heard
tonight will show a wider street.
Chairman Bowen read from the Director
of Planning and Development's memo:
"Dependent upon the final
determination of the Thoroughfare Plan
of the City, Shady Grove will become a
Primary Arterial Thoroughfare with a
six lane divided cross section or a
Primary Collector Thoroughfare with a
four lane undivided cross section."
Mr. McCann said he plans to build a
large home and feels this zoning would
hinder the value of his property. He
said he bought to live in a rural
area.
Chairman Bowen asked Mr. Wright what
price range would the houses be on
this property.
Mr. Wright said they would run from
$120,000 to $190,000.
Chairman Bowen closed the Public
Hearing.

APPROVED
Mr. Schwinger made the motion to
approve PZ 85-19. This motion was
seconded by Mr. Tucker and the motion
carried 5-0.

PZ 85-20
Request of John W. Barfield to rezone
Tract 2Bl, W. D. Barnes Survey,
Abstract 146, from its present
classification of AG (Agriculture) to
C-1 (Commercial). This property is
located on the west side of Davis
Boulevard and bounded on the north by
Woodbert Addition.
Chairman Bowen opened the Public
Hearing and called for those wishing
to speak in favor of this request to

Mr. Barfield came forward. He said
this is a slender strip of property
283 feet wide which is adjacent to C-l
zoning owned by Herman J. Smith. He
said there is a large drainage ditch
along the property which will have to
be fixed. Mr. Barfield said he wishes
to develop this property in
conjunction with Herman Smith.
Chairman Bowen called for those
wishing to speak in opposition to this
request to please come forward.
Charles Clark came forward. He said
he owns the property to the west of
the property in question. He said he
is not opposed to commercial zoning,
but this property is nothing but a
ditch and if Mr. Barfield develops it,
there will be drainage problems.

Chairman Bowen said Mr. Barfield
mentioned the drainage. He said Mr.
Barfield will have to fix the drainage
to the city's specifications.
Allen Cleveland, Timberidge Drive,
came forward. He said he owns
property to the south of this
property. Mr. Cleveland said there
needs to be a screening area between
the commercial and the residential.
Chairman Bowen said they will be
required to have landscaping and a 6
foot sight barring fence.
Chairman Bowen closed the Public
Hearing.

Mr. Wood made the motion to approve
PZ 85-20. This motion was seconded by
Mr. Schwinger and the motion carried

PZ 85-31
Request of Ceasar's Pizza to rezone a
portion of Lot 9R, Lonsdale Addition,
from its present classification of C-2
(Commercial) to C-2-Specific Use-Sale
of Alcoholic Beverages. This property
is located at 5308 Davis Boulevard.
Chairman Bowen opened the Public
Hearing and called for those wishing
to speak in favor of this request to
please come forward.
James Carter with Ceasar's Pizza carne
forward. He said he wants to be able
to serve alcoholic beverages with his
pizza.
Chairman Bowen asked if the Specific
Use would be put in his name.
Mr. Carter said it would.

Chairman Bowen called for those
wishing to speak in opposition to this
request to please come forward.
Don Waldrop, 5309 Tiffin, came
forward. He said he lives behind
Ceasar's Pizza. He said he is opposed
to this request. Mr. Waldrop said the
noise level is bad and he does not
feel the 6 foot fence is an adequate
buffer.
Chairman Bowen closed the Public
Hearing.

APPROVED
Ms. Nash made the motion to approve
PZ 85-31. This motion was seconded by
Mr. Tucker and the motion carried 4-1
with Mr. Wood voting against.

Chairman Bowen called the following
ten cases which are located in the
northern part of the city generally
east and west of Davis Boulevard at
it's intersection with Shady Grove
Road and requested by the same
applicant. He stated there would be
one Public Hearing for all the cases
but the Commission would vote on each
case separately.

Chairman Bowen opened the Public
Hearing for the ten cases and called
for those wishing to speak in favor of
these requests to please come forward.

Owen D. Long, Consulting Engineer and
part owner came forward. He said he
represents Mr. Barfield, Mr. Howerton,
and himself who are owners of the
property. Mr. Long said the first
four requests are for Commercial
zoning. He said they had been working
with the city and county to get Shady
Grove Road to 6 lanes. Mr. Long said
the next cases are for separate
ownership duplexes and single family
R-3 with a minimum of 8,800 square
foot lots, 70 feet by 120 feet.

Mr. Long said that Cherokee Estates
presently zoned Planned Development,
has sub-standard streets, but the lots
are close to R-l zoning with 10,000
square feet minimum and 1,800 square
foot homes.
Mr. Long said the next case is bounded
by an existing trailer park which
everyone would like to get rid of.
Mr. Long said there will be two north
south collectors. He said he was
Co-Chairman with CONET which shows
Davis Boulevard to be widened in 5
years. Mr. Long said their
development would be in about 8 years.

John Barfield came forward. He said
some of this large area of land he had
owned for 8 to 10 years. He said
progress is inevitable. Mr. Barfield
said there is lots of development
planned in Keller as well as the
northern part of North Richland Hills.
He said he would like to work with the
people; he has worked with some
already.
Mr. Barfield said there are drainage
problems and some need sewer. He said
they will fix the drainage and fix the
sewer to where they can tie onto it.
Chairman Bowen called for those
wishing to speak in opposition to
these requests to please come forward.

Michael B. Hunter, 7830 Tulsa Way,
came forward to represent Mrs. Alene
Shivers. He said her property is
south of Tract 2. He said he also
represents Mr. Tubb who owns two-four
acre tracts. Mr. Hunter said they
don't have any strong opposition, but
they are concerned with the sewer and
water lines that go up the hill will
not go along Davis, but will go up
other collector streets.

Michael Sampson came forward to
represent Roger Martin and many of his
neighbors on Timber Drive who have
signed a petition against Tracts 3,
12, and 11. He said they were
concerned about the drainage and how
the sewer would get to them. Mr.
Sampson said Tract 3 is too large to
zone it all to commercial. He said
Timber Drive which is not curb and
guttered is the only access to tracts
3 & 12. Mr. Sampson said they would
like to have a buffer between the
property in question and Mr. Martin's
property.
Jerry Shumate, 8612 Timber Drive, came
forward. He asked, if approved, would
the sewer go down Timber Drive. He
said he has a real sewer problem.
Mr. Royston said these questions would
have to be answered in the platting
process.
Mr. Shumate said he felt this zoning
should be put on hold until sewer is
provided.
Chairman Bowen said sewer would come
with development.
Mr. Tucker said the city will require
these developers to put in large water
mains and sewer mains.
Mr. Long said an oversized sewer will
be put to the the northern end of
their development.
Gerald Bentley, 8637 Timber Drive,
came forward. He said he wants to
speak in opposition to Tracts 3, 11, &
12. Mr. Bentley said their property
is zoned residential, but the street
is not even in. He requested they be
postponed until the street is put in.
He asked all who were opposed to
Tracts 3, 11, & 12, to raise their
hands. There were several.

Wayne Frazier, Vice President of
Richland Hills Riding Club, came
forward. He said he represents 100
family units. He said their property
is south of Tract 2 and east of Tract
8. Mr. Frazier said they are not
opposed to the commercial, but have
problems with the single family. He
said they have lights, PA systems,
play days, etc.
Roger Martin, 8633 Timber Drive, came
forward. He said he had lived there
for 12 years and he owns two acres.
He said he had been let down about the
sewer. Mr. Martin said he objects to
any commercial because it would
devalue his property. He said he was
also opposed to office zoning for
tracts 12 and 11. He said he had
rather see single family.
Mr. LaJoie, 7909 Precinct Line Road,
came forward. He said his property is
directly south of Tract 11. He said
he feels Tracts 3, 11, & 12 are
premature. Mr. LaJoie said until
something specific is known, they
should wait. He said there are many
different things that can go in the
area.
Betty Bishop, 8741 Shady Grove Road,
came forward. She said they built
their home last year and she is
opposed to so much commercial.
Becky Martin, 8633 Timber Drive, came
forward. She asked why the city built
a park and then allow this commercial
around it.
Sylvia Cade came forward to represent
her mother, Gladys Lamkin who has
lived there 45 to 50 years. She said
they were opposed to these zoning
requests.

Mr. Long came forward. He said plan
to put in a major sewer system along
Wilson Lane and will stub out the
water and sewer. He said the city
requires them to take both the water
and sewer to the end of their
property. Mr. Long said they have
planned this as a city does a Master
Plan of the city. He said he feels
another North Hills of Northeast Mall
will want to locate on the commercial
property. He said it will draw people
from Colleyville and Keller.
Mr. Long said Tract 3 has a major
drainage problem and they would like
to work with Mr. LaJoie.
Mr. Wood asked when they plan to put
in Wilson Lane.

Mr. Long said they have major problems
with Little Bear Creek. He said they
will have to build Wilson Lane
regardless of which side of Davis they
develop first. Mr. Long said they
have no problem if they wish to
stipulate that Wilson be built first.
Chairman Bowen closed the Public
Hearing.
Mr. Wood said there has been much
planning in this area of this city and
they are planning a major thoroughfare
at the developer's expense. He said
Wilson and Shady Grove Road must go in
before the commercial can go in. Mr.
Wood said they will bring water and
sewer closer to the people. He said
Mr. Barfield is not one that is here
today and gone tomorrow.

Mr. Tucker said he supports Mr. Wood
but he feels that they are requesting
too much commercial zoning. He said
they might have to come back in later
and down zone it.

Tract 1 - Mr. Tucker made the motion
to deny PZ 85-21. This motion was
seconded by Ms. Nash.
Ms. Nash asked if Tract 1 was denied
would the existing commercial zoning
remain.
Chairman Bowen said it would.
The motion to deny carried 4-1 with
Mr. Wood voting against denial.

APPROVED
Tract 2 - Mr. Tucker made the motion
to approve PZ 85-22. This motion was
seconded by Mr. Wood and the motion
carried 5-0.

APPROVED
Tract 3 - Mr. Wood made the motion to
approve PZ 85-23 and that Wilson Lane
be approved. This motion was
seconded by Mr. Schwinger and the
motion carried 3-2 with Tucker and
Nash voting against.
11. PZ 85-24
APPROVED
Tract 4 - Mr. Tucker made the motion
to approve PZ 85-24 with the
stipulation that Wilson Lane be
constructed prior to the use of the
land. This motion was seconded by Ms.
Nash and the motion carried 5-0.

APPROVED
Tract 7 - Mr. Tucker made the motion
to approve PZ 85-25. This motion was
seconded by Ms. Nash and the motion
carried 5-0.

Tract 8 - Mr. Tucker made the motion
to deny PZ 85-26. He said he had
rather have R-2. This motion was
seconded by Mr. Schwinger and the
motion carried 5-0.

Tract 10 - Mr. Tucker made the motion
to approve PZ 85-28. This motion was
seconded by Ms. Nash and the motion
carried 5-0.
Tract 11 - Mr. Wood made the motion
to approve PZ 85-29. This motion was
seconded by Ms. Nash and the motion
carried 4-1 with Mr. Tucker voting
against.
Tract 12 - Mr. Wood made the motion to
approve PZ 85-30. This motion was
seconded by Mr. Schwinger and the
motion carried 4-1 with Ms. Nash
voting against.
Chairman Bowen called a recess at
10:00 P. M.
Chairman Bowen called the meeting back
to order with the same members
present.
Mr. Tucker made the motion for Richard
Royston to incorporate an ordinance to
allow smaller parking spaces not to
exceed 20% and recommend it be
submitted to the City Council for
approval. This motion was seconded by
Ms. Nash and the motion carried 5-0.
Mr. Tucker requested that zoning maps
be provided at the Planning and Zoning
meetings.
The meeting adjourned at 10:10 P. M.
