PZ 84-42 . . ~ MINUTES OF THE SPECIAL MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS JUNE 21, 1984 - 7:30 P. M. The meeting was called to order by the Chairman, George Tucker, at 7:35 P. M. PRESENT: Chairman Secretary Members George Tucker Marjorie Nash Don Bowen Mark Hannon John Schwinger Alt. Member Councilwoman P & Z Coordinator Virginia Moody Wanda Calvert ABSENT: Mark Wood Request of Richland Hills Church of Christ for a change in the Multi-Family Planned Development zoning in Ordinance #1033 to read: if church related uses are constructed on the property, the requirement for a turn around bridge over Loop 820 and the masonry wall abutting the single family to the south will be waived. If any part of the 53.8861 acre tract is developed as Multi-Family, the original stipulations on Ordinance #1033 will apply. This property is located on the south side of Northeast Loop 820, west of Rufe Snow Drive, and bounded on the south by the TESCO right-of-way. Chairman Tucker said before he opened the Public Hearing he wanted to know if the applicant wished to continue the hearing of the case or did they wish to withdraw. He said Ordinance #1033 was approved June 13, 1983 and adopted as a Planned Development with some as single family, some condos, and 53.8 acres as Multi-Family. Chairman Tucker stated if the 53.8 acres were used for church uses, that would take the multi-family out of the neighborhood which he feels the neighbors would rather have. ~ Page 2 p & Z Minutes June 21, 1984 . Chairman Tucker said if this happens, there probably would be no need for the turn around and the masonry screen, but in order to protect the citizens of Meadow Lakes, the owner of the property, and the church, this Commission would need to strike out some of the restrictions and give the church the proper zoning which would be U-PD. Chairman Tucker said if they take the restrictions off this portion, the developer can go ahead and do what he wishes with the balance of the Planned Development. He said the Commission does feel they must put in the street. The representative of the church said they wished to continue. . Chairman Tucker opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. Bob Hamm came forward to represent the church. He said Chairman Tucker had expressed their desires and it sounded good to them. Chairman Tucker called for those wishing to speak in opposition to this request or if any wished to just ask questions to please come forward. Larry Smith, 5005 Skylark, came forward. He asked if the roadway from Meadow Lakes Drive would still be required to be one-way. Chairman Tucker said it should go both ways. He said it would be of help to people coming from the east to go past the Rufe Snow exit and go across and back up to Meadow Lakes. Chairman Tucker said the Commission will have the turn around in the Master Thoroughfare Plan. . Mr. Smith said he felt there might be a need to have a study made regarding signalization of Meadow Lakes Drive and Rufe Snow. ~ Page 3 P & Z Minutes June 21, 1984 . Mr. Smith said when they put the road through, would the speed limit stay the same on Meadow Lakes? Chairman Tucker said it would. Chairman Tucker closed the Public Hearing. . Chairman Tucker said he felt most citizens would rather have the church there than multi-family and it would give the church a nice piece of property. He said if the Commission puts it under a Planned Development, they can plan as they go and the Commission would help in their planning. Chairman Tucker said the street is a major concern of the Planning and Zoning Commission because of the congestion at Rufe Snow. He said they might be able to get help from the State for a bridge and a ramp someday, but the street would give passage to the freeway. PZ 84-42 APPROVED Mr. Hannon made the motion that Ordinance #1033 be amended as follows: 1. the MF be changed to U-PD; 2. the turn around be deleted; 3. the masonry wall be deleted; 4. the one-way requirement for Colonial Parkway be deleted; 5. Colonial Parkway be under construction prior to any construction of the church or the condos and be finished prior to granting a certificate of occupancy; 6. the street be a minimum of 48 feet of pavement or 68 foot R.O.W. This motion was seconded by Mr. Bowen and the motion carried 5-0. Chairman Tucker stated this would be heard by the City Council on July 9th. . ADJOURNMENT The meeting adjourned at 7:50 P.
