HomeMy WebLinkAboutPZ 1984-12-27 Minutes . . . ~ MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS DECEMBER 27, 1984 - 7:30 P. M. CALL TO ORDER The meeting was called to order by the Acting Chairman, Mark Wood, at 7:30 P. M. ROLL CALL PRESENT: Secretary Members Marjorie Nash Mark Wood John Schwinger Wanda Calvert P & Z Coordinator ABSENT: George Tucker Don Bowen Carroll Brents CONSIDERATION OF THE MINUTES OF DECEMBER 13, 1984 Ms. Nash made the motion to approve the minutes as written. This motion was seconded by Mr. Schwinger and the motion carried 2-0 with Acting Chairman Wood abstaining since he was not present at the meeting. 1. PS 84-111 Request of Terry Sisk, J. B. Sandlin, and Mike Sandlin for preliminary plat of Lots 9 thru 13, John's Addition. Owen D. Long, Engineer, came forward. Acting Chairman Wood asked about item #1 of the City Engineer's letter regarding giving the plat a block number. Mr. Long stated the present John's Addition does not have a block number; it already has tracts 1 thru 8 and he just added the additional tracts 9 thru 13. He said it could cause confusion with some with block numbers and some without block numbers. Mr. Schwinger asked about item #3 regarding Perpetual Maintenance Agreement for the channels. ~ Page 2 P & Z Minutes December 27, 1984 . Mr. Long stated the City Engineer misunderstood what he said. He said the existing drainage channel "A" is owned by Warren H. Bates (Bates Container) and Allen H. Sanders who have an existing maintenance agreement with the city where the city is to maintain and upkeep the drainage easement. Mr. Long said they are proposing to grant a drainage easement and a maintenance agreement to the city for channel "B~' until such time the overall system can be designed and improved to accommodate the remaining adjacent property. He said they may have to coordinate with Bates Container and it may not be improved for a while. . Acting Chairman Wood said they would have to work this out with the city staff. Mr. Long said they would work with the city regarding this matter. PS 84-111 APPROVED Mr. Schwinger made the motion to approve PS 84-111 subject to the Engineer's comments with the understanding that item #1 and item #3 be worked out to the satisfaction of the City Staff. This motion was seconded by Ms. Nash and the motion carried 3-0. 2. PS 84-112 Request of Alan W. Hamm for preliminary plat of Briarwood Estates, Section 6. Owen D. Long, Engineer, came forward. Acting Chairman Wood said there was some question about the alignment of Holiday Lane. . Mr. Long stated the owners to the west, Mr. & Mrs. Griffin prefer this street alignment to go in front of their home rather than the rear. He said they will dedicate the necessary street right-of-way. ~ Page 3 P & Z Minutes December 27, 1984 . There was discussion regarding where Holiday Lane should go. Mr. Long stated in regard to Starnes Road, the total existing right-of-way will be shown on the final plat with a dedication of at least 34 feet from the centerline to the north line of this proposed subdivision. Mr. Long said they have talked to Mr. Martin, Engineer, concerning the drainage discharge for this tract, as well as the discharge for the tract to our east and his north. He said Mr. Martin does not have his plans in a final form yet and they will be working with him in planning the best design for all tracts concerned. . PS 84-112 APPROVED Ms. Nash made the motion to approve PS 84-112. This motion was seconded by Mr. Schwinger and the motion carried 3-0. 3. PS 84-113 Request of North American Investments for preliminary plat of Blocks 14 thru 17, Snow Heights North Addition. John Levitt, Engineer, came forward to represent North American Investments. Mr. Schwinger said the city staff is requesting there be no additional curb cuts on the access road. Mr. Levitt said that would be just fine because they plan to have all curb cuts on Meadow Oak Drive. Ms. Nash asked why they did not align the road with the existing Meadow Oak Drive. . ~ Page 4 P & Z Minutes December 27, 1984 . Mr. Levitt said it is further to the east than where they had to put their road. He said the off-set would avoid a four-way stop for the residential area to the north. PS 84-113 APPROVED Ms. Nash made the motion to approve PS 84-113 with the recommendation that there be no curb cuts on the service road. This motion was seconded by Mr. Schwinger and the motion carried 3-0. ADJOURNMENT The meeting adjourned at 8:05 P. M.
