MINUTES OF THE SPECIAL MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS MARCH 21, 1983 - 6:30 P. M. The meeting was called to order by the Chairman, George Tucker, at 6:35 P. M. PRESENT: CHAIRMAN SECRETARY MEMBERS George Tucker Marjorie Nash Don Bowen Mark Hannon Mark Wood John Schwinger Gene Riddle Wanda Calvert ALT. MEMBER DIR. PW/U PZ COORDINATOR Request of Cross Roads Development Corporation to rezone a portion of Tracts 2A & 2B4, W. W. Wallace Survey, Abstract 1606, from their present classification of Local Retail to a proposed classification of Planned Development. This property is located on the north side of Northeast Loop 820 and is approximately 328 feet west of Reynolds Road. The Chairman opened the Public Hearing and called for those who wish to speak in favor of this request to please come forward. John Cook, General Partner for Cross Roads Development Company came forward. He said he believes this request is for the highest and best use of this property. Chairman Tucker stated this Planned Development zoning is for 24 units per acre and two parking spaces per living unit. Mr. Cook said that was correct. Page 2 P & Z Minutes March 21, 1983 . Chairman Tucker asked what kind of a screening fence do they plan to have. Mr. Cook said The Chasewood Company plans to have some kind of fence, but he was not sure what kind. Chairman Tucker asked if all the streets would be private streets. Mr. Cook said they would all be private streets. Chairman Tucker said if this request is approved, this site plan will become a part of the ordinance. Mr. Cook said he was aware of this and agrees with it. . Mr. Wood said he would think they would screen both sides of this complex. He asked if the screening was a part of this Planned Development. Chairman Tucker said the Commission could require a screening fence by putting the requirement in the motion. Mr. Wood asked if Mr. Cook could see any future use of the property to the west. Mr. Cook said he did not at this time. Mr. Hannon asked if the size of the apartments would change. Mr. Cook said The Chasewood Company submitted the plans for this request. . Mr. Bowen asked about the City Engineer's letter. Page 3 P & Z Minutes March 21, 1983 . Mr. Hannon said he had discussed it with the City Engineer, Mr. Albin, and he said it was in error and should not be included in the ordinance. The Chairman called for anyone else wishing to speak in favor of this request to please come forward. There being no one wishing to speak, the Chairman called for those wishing to speak in opposition to this request to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. . Chairman Tucker said they had been looking at this property for a long time, once for an office complex, which the market study showed if was not very good for that; then they came in for a much larger tract than this for Multi-Family which was turned down. He said he felt it was because if was adjacent to Reynolds Road and would cause traffic problems at the school. Chairman Tucker said this request somewhat corrects that. He said it shows a 328 foot buffer along Reynolds Road. Chairman Tucker said he could personally support this development. Mr. Wood asked, at the most narrow point, what is the narrowest width from the east to Reynolds Road. He said he believes one point shows 330 at one point. Mr. Cook said it should be about the same all the way across. . Page 4 P & Z Minutes March 21, 1983 . . PZ 83-19 APPROVED ADJOURNMENT . 7?J~~~ Secretary, lanning & Commission Mr. Wood said he would like to make a motion to require them to install a masonry fence with no breaks and the height of no less than six feet. Mr. Hannon said he would have to disagree with that; he said with the buffer, it would serve no purpose. Mr. Wood said when this was heard previously, the homeowners concern was the admittance onto Reynolds Road. Mr. Hannon said this Commission needs to consider this property, whether this is the best use of the land or not. Mr. Wood said he was thinking of what condition the fence would be in years from now. He said five years from now a masonry fence would still look good. Mr. Hannon made a motion to approve PZ 83-19 as submitted. This motion died for lack of a second. Mr. Wood made the motion to approve PZ 83-19 subject to the construction of a solid masonry fence along the north and east boundary of this property of not less than six feet in height. This motion was seconded by Mr. Bowen and the motion carried 5-0. The meeting adjourned at 6:50 P. M. ð~c-~r Chairman, Planning & Zoning Commission ~7;~
