MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, JANUARY 22, 1981, at 7:30 P. M. Chairman Greenfield called the meeting to order at 7:35 P. M. PRESENT CHAIRMAN SECRETARY MEMBERS Carl Greenfield Marjorie Nash Don Bowen Ronnie Newman George Tucker CITY STAFF PRESENT: CITY MANAGER Chuck Williams P & Z COORDINATOR Wanda Calvert The Chairman acknowledged Wayne Snyder, Project1s Manager for Wayne Snyder & Associates who is doing a Comprehensive Lane Use study for the City. Mrs. Nash moved, seconded by Mr. Newman, to approve the minutes as written. This motion carried 4-0 with Mr. Greenfield abstaining since he was not present at the December 18th meeting. Request of Dr. James Waggener for preliminary plat of Lot 1, Block 11, Emerald Hills Addition. Request of Dr. James Waggener for final plat of Lot 1, Block 11, Emerald Hills Addition. Mr. Delbert Stembridge, Consulting Engineer, came forward to represent Dr. Waggener in his requests. Mr. Stembridge said this is a small tract of land on the east side of Davis Blvd., just north of the Y.M.C.A. Mr. Stembridge said Dr. Waggener wants to build a one story office type bUilding. Mr. Stembridge said he had prepared the plat, drainage study, and water layout. .. Page 2 p & Z Minutes January 22, 1981 . Mr. Stembridge said he had received the Engineer1s letter and had made the corrections and submitted them to the City Engineer. Mr. Stembridge said that Dr. Waggener had agreed to pay the pro rata for the street improvement when the time comes. Mr. Tucker asked Mr. Stembridge about the drainage. Mr. Stembridge said the parking lots would be graded to have a slope so there would be no problem with drainage. Mr. Tucker said in other words, you plan to sheet flow. Mr. Stembridge said that was correct. The Chairman called for anyone wishing to speak regarding this matter, to please come forward. . There being no one wishing to speak, the Chairman closed the public hearing. PS 81~1 APPROVED Mr. Bowen moved, seconded by Mrs. Nash, to approve PS 81-1 subject to the Engineer1s comments. This motion carried 5-0. PS 81-2 APPROVED Mr. Newman moved, seconded by Mrs. Nash, to approve PS 81-2 subject to the Engineerls comments. This motion carried 5-0.
