MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, AUGUST 27, 1981, 7:35 P. M. The Chairman, Carl Greenfield, called the meeting to order at 7:35 P. M. PRESENT: CHAIRMAN SECRETARY MEMBERS Carl Greenfield Marjorie Nash Don Bowen Mark Hannon ABSENT: George Tucker CITY STAFF PRESENT: DIRECTOR OF DEVELOPMENT Allen Bronstad p & Z COORDINATOR Wanda Calvert Mr. Bowen moved, seconded by Mr. Hannon, to approve the minutes as written. The motion carried 3-0 with Mrs. Nash abstaining since she was not present at that meeting. The Chairman stated that an Amendment to Article 974a of Vernon IS Texas Civil Statutes had been passed requiring a Public Hearing and notification of surrounding property owners on all replats in Single Family and Duplex zoning. Mr. Greenfield explained that there had been some confusion about this-thinking it was a zoning change. He stated it had nothing to do with the zoning of the property. Request of Soren Be Nielson & Paul L. Hickman for replat of Lot 6R-1 & 7R-l, Block 4, Diamond Oaks South Addition. Delbert Stembridge, Consulting Engineer, came forward to represent Mr. Nielson and Mr. Hickman. Mr. Stembridge said Mr. Nielson bought a small triangular tract of land behind his property which could not be developed since it had inadequate access and inadequðte utilities. He said Mr. Nielson sold a portion to his neighbor, Mr. Hickman, and they are replatting and adding this property to their lots. Page 2 P & Z Minutes August 27, 1981 . The Chairman opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. There being no one, the Chairman called for those wishing to speak in opposition to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. PS 81-36 APPROVED Mr. Greenfield stated that he and Mr. Bowen had received a letter on this request since they both live within this subdivision. He stated if they were in opposition to this request, they would have to disqualify them- selves, but since they are both in favor of the request, they may vote. Mrs. Nash moved to approve PS 81-36 subject to the Engineerls comments. The motion was seconded by Mr. Hannon. . Mr. Hannon said there was one comment regarding the building line. He asked what building line is existing. Mr. Stembridge said there had been an error made back when the subdivision was developed, all the homes were \ built with a 25 foot building line. The motion carried 4-0. 2. PS 81-38 Request of T. J. IIJiggsll Hubbard for replat of Lot 37R, Block 3, Meadow Lakes Addition. Jiggs Hubbard came forward. He said he needed this replat so he could build a large house on the property. Mr. Bowen asked Mr. Hubbard if he had read the Engineer's letter. Mr. Hubbard said he had not.. . Mrs. Calvert said the Engineer's comments were minor, just things the Engineer left off the plat. She said she would see that the corrections were made before going to council. There being no one wishing to speak, the Chairman called for those wishing to speak in opposition to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. Mr. Bowen moved to approve PS 81-38 subject to the Engineer's comments. The motion was seconded by Mrs. Nash and the motion carried 4-0. 3. PS 81-39 Request of The Ritz Company for replat of Lot 5R, Block 1, Meadow Lakes Addition. Dave Ritz came forward. He said he had two lots he wanted to make into one large lot. . The Chairman opened the Public Hearing and called for those wishi'ng to speak in favor of this request to please come forward. There being no one wishing to speak, the Chairman call1ed for those wishing to speak in opposition to please come forward. PS 81-39 APPROVED There being no one wishing to speak, the Chairman closed the Public Hearing. Mr. Hannon moved to approve PS 81-39~ The motion was seconded by Mrs. Nash and the motion carried 4-0. 4. PS 81~41 Request of SW Chi Chits Limited Restaurant for replat of Lot 1R, Block 2, Cochran Addn. Mrs. Calvert requested the Commi'ssiongo ahead and act on this request. She said the man in charge was called out of town and Mr. Massey, their Attorney was on vacation, so there was no one avai'lable to attend. PS 81-41 APPROVED Mr. Bowen moved to approve PS 81-41 subject to the Engineer1s comments. . The motion was seconded by Mr. Hannon and the motion carried 4-0. Page 4 P & Z Minutes August 27, 1981 . 5. PS 81-44 Request of Nance R. Hodge for replat of Lots 11R-1 & 11R-2, Block 1, Crestwood Estates Addition. Nance Hodge came forward. He said the purpose of the request is to allow free simple ownership of the duplex. The Chairman opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. There being no one wishing to speak, the Chairman called for those wishing to speak in opposition to please come forward. There being no one wishing to speak, the Chairman closed the Public Hearing. Mr. Greenfield asked Mr. Hodge about the requirement for off street parking. . Mr. Hodge said there would be two separate drive ways in the back. PS 81,~44 APPROVED Mr. Hannon moved to approve PS 81-44. The motton was seconded by Mrs. Nash and the motton carried 4-0. 6. PS 81-47 Request of Showbi'z Pizza Place for replat of Lots 3R-A &3R-B, Block 25, Clearview Addition. Delbert Stembridge, Consulting Engineer, came forward to represent Showbiz in their reques t. He sa ì'd th is' rep 1 a t is needed because Showbi'z Pi'zza wants to sell the southern half to another party. Mr. Stembri.'dge sai'd they had complied with all the Engi.neer's comments. PS 81-47 APPROVED Mr. Bowen moved to approve PS 81~47 subject to the Engineer~s comments~ The motton was seconded by Mr. Hannon and the moti.on carri'ed 4-0. . ADJOURNMENT
