MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD IN THE CITY HALL, 7301 N.E. LOOP
820, SEPTEMBER 24, 1981-7:30 P.M.
CALL TO ORDER
The Chairman called the meeting to order
at 7: 40 P. M .

CONSIDERATION OF THE MINUTES
OF AUGUST 27, 1981
Mr. Hannon moved, seconded by Mr. Bowen,
to approve the minutes as written.
The motion carried 3-0 with Mr. Tucker
abstaining due to absence from the meeting.

NEW BUSINESS
1.
PZ 81-31
WITHDREW
Request of Mrs. Sid Parker to rezone Lot
1R, Block 3, Ri'chaven Addition, from its
present classification of 1F-9 to
Neighborhood Retail.
This property is located at 4801 Grove St.
This case was withdrawn prior to meeting.

PS 81-49
Request of A. T., Adcock for final plat of
Briarwood Estates Addition, 4th Filing.
Mr. Jack Angel, Engineer, came forward to
represent the developer of Briarwood
Estates, 4th Filing.
Mr. Angel said that on the plat there was a
slight error in the metes and bounds which
he would correct pr;'orto going to council.

Mr. Angel said they had received the letter
from the City Engineer and on item #2
regarding signing a covenant agreeing to
participate in future paving and drainage

improvements on Starnes Road, they would
rather not be tied down with a covenant.
He said he and his client would get with
the City Staff and work out something.
Mr. Angel stated they had no problems in
meeting the other requirements.
The Chairman asked Mr. Bronstad about the
covenant.
Mr. Bronstad said the City has a policy
which requires the developer either sign
a covenant or put up X-number of dollars
to cover future street and drainage
improvements. He said he would get with
the City Engineer and see what kind of
price tag the developer would have to pay.
Mr. Hannon said that in regards to the
sewer, there are not enough manholes.
Mr. Angel sai'd there should have been a
manhole shown on the plat. He said this
would be corrected.

PS 81-49
APPROVED
The Chairman opened the Public Hearing and
called for anyone wishing to speak in f~vor
of or in opposition to this request to
please come forward.
There being no one wi'shing to speak, the
Chairman closed the Public Hearing.
Mr. Hannon moved to approve PS 81-49 subject
to the Engi'neerJ's comments and subject to
including manholes on 500 ft. intervals.
Mr. Tucker seconded the moti:on and the moti on
carrted 4-0.

PS 81-50
Request of Dyna-Co for preliminary plat of
Block 6, Snow Heights North Addition.
Mr. Delbert Stembridge, Consulting Engineer,
came forward to represent Dyna-Co.

Mr. Stembridge said they had received the
City Engineer1's letter and they take
exception to i.tem #1 regarding a preliminary
layout of the adjoining property which is
also owned by this development. He said

they felt it was too premature to guess
what they plan to do with that property.
Mr. Stembridge said they had some prospects
but nothing concrete. He said they had
provided water and sewer to this area,
but it is hard to tell what will be there.
Mr. Stembridge stated they agree to all
the City Engineer's comments except item
#1.
Mr. Bronstad requested that instead of
tying onto Rufe Snow they would tie onto
the back since they also own that property.
Mr. Stembridge said that was what they
plan to do.
The Chairman opened the Public Hearing and
called for anyone wishing to speak in favor
of or in opposit;-on to this request to
please come forward.
There being no one wishing to speak, the
Chairman closed the Public Hearing.

PS 81-50
APPROVED
Mr. Tucker moved to approve PS 81-50 subject
to the Engineer I~S comments and the de 1 eti on
of item #1.
Mr~ Bowen seconded the motion and the motion
carried 4-0.
The Chairman recognized two young ladies in
the audience from Richland High School who
were in an Advanced Social Science class in
which one of the Conmission members, Marjorie
Nash, spoke last week.
4.
AMENDMENT TO THE
ZONING ORDINANCE
Parking regulations.
The Chairman read the amendment.
Mr. Hannon said this amendment did not only
cover duplexes, it also covers "public
ass em b 1 y II .
Mr. Tucker read from the Zoning Ordinance
stati'ng you can have public assembly in
duplex zoni'ng.

The Chairman opened the Public Hearing
and called for anyone wishing to speak
in favor of or in opposition to this
amendment to please come forward.
There being no one wishing to speak, the
Chatman closed the Public Hearing.
AMENDMENT
APPROVED
Mr. Bowen moved to approve this amendment
as written.
This motion was seconded by Mr. Hannon and
the motion carried 4-0.
OLD BUSINESS
ADJOURNMENT
None.
The meeting adjourned at 8:00 P.M.
