MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS,
JULY 24, 1980
The meeting was called to order by the
Chairman, Mary Jo Shaunty, at 7:32 P.M.

Mr. Greenfield moved, seconded by Mrs. Nash,
to approve the minutes as written. Motion
carried 3-0.
Request of Stephen-Owen for preliminary
plat of Lot 2, Block 2, and Block 3,
Industrial Park Addition.
Dick Perkins with Teague, Nall, & Perkins
Consulting Engineers came forward.
Mr. Perkins stated he was here to represent
Jim Stephens and Charlie Owens, owners of
the property. He said they were both present.
Mr. Perkins said that Graham Magnetics now
occupies where Precept used to be. This
property was platted in 1975.
Mr. Perkins stated that Graham Magnetics
wants to expand and also Ohio Sealy mattress
Company wishes to build. He said that Graham
Magnetics would have over 9 acres and Ohio
Sealy 11 acres.
Mr. Perkins stated he had received the Engineer1s
comments and he feels that some of the Engineer1s
comments do not coi n'c i de wi th the agreement
they have with the City Council. Mr. Perkins
stated that they had a meeting with the City
Council and City Staff a few weeks ago.

Mr. Perkins explained that to get the most
productivity out of Industrial property, it
was best to let each individual company plat
when they decide to develop. He said that
if they did all the platting, water, sewer,
fire hydrants, etc. now, they might not suit
the plans of certain developers.
Mr. Perkins stated they wish to plat the
portion for Graham Magnetics and Ohio Sealy
and leave the portion north of the railroad
in one large tract until such time they have
more prospective buyers.

Mr. Perkins stated that Surtex was preparing
the final plat and they would submit it in
September. He said in regards to the
Engineer1s comments that numbers 1, 2, & 3
will be taken care of on the final plat; #4
regarding Browning Drive-this is still being
worked on. He said they would not just put
in half a street. Mr. Perkins said that E.
Systems owns the other side and they will
dedicate for the other side of the road. Mr.
Perkins stated that Browning Drive will be a
41 ft. street back to back which is a 60 ft.
R.O.W. which will correspond with the City~s
Plan and Industrial Blvd~ will continue to be
a boulévard street with tWQ 27 ft. streets.
Mr. Perkins stated that #5-this matter was
pursued by the City Staff, there was a con-
tract in hand at the last meeting. He said
the railroad is fully aware of their plans.
Mr. Perkins said their next step was to
submit their plans to St. Louis and South-
western Railroad.
Mr. Perkins stated that #6 regarding the
adjacent property owners agreement~Centennial
Homes is the adjacent property owners and
they have no objections.
Mr. Perkins stated that the last 4 comments
are regarding waiting until the land is sold-
#7-the reason they have not shown f~ll fire
coverage is we feel we might hinder the plans
of proposed buyers because we could have an
easement or fire hydrant in the middle of
where they might want to build a building, etc.

Mr. Perkins stated the City Staff could
flag the plat and when the buyer comes in
they could put in the fire coverage; you
could put in the requirement that when the
developer comes in, they would be responsibTe
at the time they request a building permit.
Mr. Perkins said that in regards to #8- they
do not plan to develop this area at this
time and do not plan to carry Browning
Drive to the west; #9-they have discussed
with Centennial Homes regarding the easement
and they are in agreement; and #10-we would
like to discuss this with the City Manager
and Council at a later date regarding this
pro rata.
The Chairman asked Mr. Perkins to show the
Commission where Ohio Sealy would be built
and where the enlargement of Graham Magnetics
would be.

Mr. Perkins showed the Commission the area
and said that Graham Magnetics plans to move
their Corporate Headquarters here and also
add an addition to the plant.
Mrs. Shaunty asked Mr. Caldwell what the
city1s feelings were on this matter.
Mr. Caldwell stated he had discussed this
with the City Engineer and the Utility
Director. Mr. Caldwell stated that all the
Engineer1s comments would have to be complied
with.
Mrs. Calvert explained to Mr. Perkins and the
Commission that the Commission could approve
the plat and request the City Council grant
Stephen-Owen's request to delay the total
development until such time when buyers of the
property need a building permit.
The Chairman recognized the City Manager, Chuck
Williams, and Councilwoman Sharyl Groves in the
audience.
Mr. Perkins said that comments 8 & 10 were
the ones they were most concerned with.

The Chairman called for anyone wishing to
speak in favor of or in opposition to this
request.
Chuck Williams, City Manager of North
Richland Hills, came forward.
Mr. Williams stated that they had a work
session with Stephen-Owens and the City is
in agreement with what they want to do. Mr.
Williams stated that this type of thing has
been done before, and that he would readily
agree to another work session.
Mr. Williams stated he did not feel that
there was anything that could not be worked out.
The Chairman asked if there was anyone else
who wished to speak.

There being no one to speak, the Chairman
closed the Public Hearing.
Mr. Greenfield moved, seconded by Mrs. Nash,
to approve PS 80-24 subject to the Engineerts
comments and request that a work session be
held with the City Officials in order to
develop an acceptable final plat. The motion
carried 3-0.
PS 80-26
APPROVED
Request of Foster Financial Corp. for final
plat of Foster Village, Section Eleven.
Doug Long came forward to represent Jim
Harris and Foster Financial Corp. He said
Mr. Harris was on vacation.
Mr. Long said he had received the City Engineer1s
Comments and sees no problem. He said he was
not sure about the pro rata, but would check
with Mr. Harris when he gets back in town. Mr.
Long said they had no objections to the
Engineer1s letter. He said he would write a
letter of rebuttal regarding the Engineer's
comments before going to the City Council.
The Chairman called for anyone wishing to
speak in favor of or in opposition to this
request.

There being no one to speak regarding this
request, the Chairman closed the Public
Hearing.
Mrs. Nash moved, seconded by Mr. Greenfield,
to approve PS 80-26 subject to the Engineer's
comments. Motion carried 3-0.
PS 80-27
APPROVED
Request of T. J. Hubbard for replat of Lots
lR & 2R, Block 4, Meadow Lakes Addition.
Mr. T. J. Hubbard came forward.
Mr. Hubbard said he has two lots and all he
did was to take 10 feet off Lot lR and put
it on Lot 2R.
The Chairman asked Mr. Hubbard if he had
received the City Engineer's letter.
Mrs. Calvert said she mailed him one, but
she gave him another copy.
Mr. Hubbard said he had no problem with the
Engineer's comments.

The Chairman called for anyone wishing to
speak in favor of or in opposition to this
request.
There being no one to speak regarding this
request, the Chairman closed the Public
Hearing.
Mr. Greenfield moved, seconded by Mrs. Nash,
to approve PS 80-27 subject to the Engineer's
comments. Motion carried 3-0.
PS 80-28
APPROVED
Request of Laurel Development Co. for replat
of Lots 3R & 4R, Block 1, North Edgley Addn.

Ayub Sandhu with Goodson Engineers came forward
to represent Laurel Development Company.
Mr. Sandhu stated he had received the Engineer's
letter. He said he also received a letter
from Southwestern Bell Telephone Company
requesting additional easements. Mr. Sandhu
said Southwestern Bell stated they also needed
additional easements on Lot 2 so he wanted to
submit a corrected plat that would include Lot
2 with the easements granted to Southwestern
Bell.

Mr. Sandhu presented Mrs. Calvert with the
corrected plat that also included Lot 2.
The Chairman called for anyone wishing to
speak in favor of or in opposition to this
request.
There being no one to speak regarding this
request, the Chairman closed the Public
Hearing.
Mr. Greenfield moved, seconded by Mrs. Nash,
to approve PS 80-28 subject to the Engineer~s
letter. Motion carried 3-0.
PZ 80-24
APPROVED
Request of Purvis & Purvis, Inc. to rezone
Tract 16E, Abstract 1606, from its present
classification of IF-7 to a proposed classi-
fication of Multiple Family.
This property is located on the south side
of Emerald Hills Elementary School and
bounded on the west by Irish Meadows Addition
and Nor;ch Park.

APPROVED
Request of Purvis & Purvis, Inc. for
preliminary plat of Irish Meadows, Sect. 4.
Mr. Tom Purvis came forward.
Mr. Purvis stated he was one of the owners
of the property and Mr. York, another owner,
was also present.
Mr. Purvis said this was an 18~ acre tract
located approximately 1200 feet east of
Highway 121 and bounded on the north by
Emerald Hills Way. He said that Newman
Drive would extend through their property.
Mr. Purvis said they had held this property
for a long time and feels it is time to
develop it.
Mr. Purvis said the property on two sides
of this property is zoned Multiple Family
and they are asking for Multiple Family
zoning to coincide with them.
Mrs. Shaunty asked how many units they
plan to build on this property.

Mr. Purvis said there would be 242 to 244
units. He said they plan to build "Town-
House" type and will cater to the 45 year
age group and up rather than people with
small children.
Mr. Greenfield asked if there would be a
restriction to that age group.
Mr. Purvis said there would not be a
restriction, but it would be built with
the older people in mind. They would have
a craft center instead of a party center, etc.
Mrs. Shaunty asked Mr. Caldwell about the
water meters for apartments.
Mr. Caldwell said the city could not sell
any meters to apartments at this time.
Mr. Greenfield asked if there would be a
parking problem since there would be ingress-
egress on the same street as the school
traffic.

Mr. Purvis showed an architect's sketch of
the proposed site. He said they feel most
of the traffic will go south on Newman Drive
to Harwood Road.
Mr. Purvis said he had worked closely with
the architect on this. He said Emerald Hills
Way runs at the back of the school and most
of the school traffic would be on the other
street.
Mr. Doug Long, Consulting Engineer, came
forward.
Mr. Long said he had received the City
Engineer's comments and would like to comment
on some of them. Mr. Long said that #1-4,
there are no problems and will take care of
them, but #5 regarding a concrete ditch, he
would like to say that they have not decided
for sure if they will have a concrete or an
earthen ditch.
Mr. Long said they have a sewer problem. He
said the city owns the property to the west
of them and they have the earthen ditch.

Mr. Long said that on #6-if they go with the
earthen ditch, they might want to go with
perpetual care with Folsom Investment. He
said this would free the city of any
responsibility.
Mr. Long stated #7 & #8 would be decided when
they make their decision whether to go
concrete or earthen ditch and they would
keep in mind the environmental aspect.
Mr. Long said that on #10-they have the fire
plugs on 300 feet, but they are labeled 500
feet, which is wrong.
Mr. Long said that on #11 & #12-they were in
agreement with the school when it was built,
they paid their pro rata.
The Chairman called for anyone wishing to
speak in favor of or in opposition to these
requests.

Mrs. Calvert stated she had received a
letter from Mike Sandlin with Sandlin Homes
stating they were opposed to the Mutiple
Family zoning.
There being no one to speak regarding these
requests~ the Chairman closed the Public
Hearing.
Mr. Greenfield moved, seconded by Mrs. Nash,
to approve PZ 80-24 as requested. Motion
carried 3-0.
Mrs. Nash moved, seconded by Mr. Greenfield,
to approve PS 80-25 subject to the Engineer's
comments. Motion carried 3-0.

DENIED
Request of John W. Barfield to rezone a
portion of Tract 2, Abstract 1150, from its
present classification of Agriculture to a
proposed classification of IF-8-1400.
This property is located south of the St.
Louis & Southwestern Railroad and bounded on
the east by Precinct Line Road and on the
south by Amundson Drive.

present classification of Agriculture to
a proposed classification of Local Retail.
This is 3 parcels of land, one at the
corner of Amundson and the St. Louis &
Southwestern Railroad, one at the southwest
corner of Precinct Line Road and the St.
Louis & Southwestern Railroad, and one at
the southwest corner of Precinct Line Road
and Amundson Drive.

John Barfield, 416 Willow Dr., Hurst, came
forward. He stated this property lies west
of Precinct Line Road. He said he has owned
it for several years and feels it is now
time to develop.
Mr. Barfield said it is adjacent to the
County Barn and the Railroad. He said he
wished to build single family residences and
restrict the minimum to 1400 sq. ft. floor
space. Mr. Barfield said he usual'.ly builds
1500 to 1600 sq. ft. homes, but none any
smaller than 1400 sq. ft.
Mr. Barfield said he felt this would be good
for the city and him, too. He said there are
four of the property owners here and they are
all in agreement regarding the proposed zoning.
Mr. Barfield said he had considered coming
in for Industrial zoning, but felt the adjoining
prúperty owners would rather have single family.
He said he owns 20 acres to the north of the
railroad also and he might come in later for
Industrial zoning on it.
Mr. Greenfield asked where the 20 acres were.
Mr. Barfield showed the Commission where the
20 acres were located on the plat.
Mr. Barfield said the single family homes
would be priced from $63,000 to $73,00a with
1400 to 1500 sq. ft. floor space.
Mr. Barfield stated he had three portions
listed for Local Retail. He said one on
Amundson Drive has a life estate and he has
no idea when he would be able to develop it.

speak in favor of or in opposition to these
requests.
There being no one to speak regarding these
requests~ the Chairman closed the Public
Hearing.
Mr. Greenfield moved, seconded by Mrs. Nash,
to deny PZ 80-25 as there is a more appropriate
zoning for the- land close to the railroad.
Motion carried 3-0.
Mr. Greenfield moved, seconded by Mrs. Nash,
to deny PZ 80-26. Motion carried 3-0.
Mr. Barfield asked what zoning would be
more appropriate.
Mrs. Shaunty said the city would rather
have the land bordering the railroad for
Industrial zoning. She said he could use
the rest for some other zoning.

ADJOURNMENT
Mrs. Shaunty told Mr. Barfield that he could
request an appeal hearing of the City Council.
The meeting adjourned at 9-:.00 P. M.
