MINUTES OF THE REGULAR MEETING OF THE
ZONING BOARD OF ADJUSTMENT OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS,
APRIL 10, 1980
The meeting was called to order by the
Chairman, H. B. Helton, at 7:00 P. M.
PRESENT:
H. B. Helton
Dr. E. K. Hahn
Jack Roseberry
Jo Ann Williams
ABSENT: Jesse Range
CITY STAFF PRESENT: Gary Caldwell
Wanda Calvert
Mrs. Williams moved, seconded by Dr. Hahn,
to approve the minutes as written. Motion
carried with all members voting affirmative.
Request of Gilbert Swain to vary from the
Zoning Ordinance #179 to be allowed to have
a 48" high wood fence beyond the front
building line.
This property is located at 8024 Valley Drive
in Green Valley Country Estates.
Mr. Gilbert Swain presented his request to
the Board. He said he travels a lot and
because of this, he has two dogs that he
needs the fence for. He stated when he put
the fence up, he did not know there was an
ordinance against it, he was just trying to
conform with the other neighbo~s.
Mr. Swain showed pictures of his fence and
also other neighbors' fences to the Board.
Mr. Swain stated that if he had set his fence
back 25 feet, it would have been an eyesore.
Mr. Roseberry asked what the zoning was on Mr.
Swain's property.
Mr. Caldwell stated it was Agriculture.
Mrs. Williams asked Mr. Caldwell if he saw
any problem with this fence.

Mr. Caldwell stated he did not.
Dr. Hahn asked if this fence was strong
enough to hold the dogs.
Mr. Swain stated it was.
The Chairman .asked if there was anyone
who wished to speak in favor of or in
opposition to this request.
Mrs. Williams moved, seconded by Mr.
Roseberry, to approve BA 80-4 for 8024
Valley Drive to have:a fence beyond the
front building line to conform with the
other fences in the neighborhood. Motion
carried with the following vote recorded:
Mr. Helton, yea, Mr. Roseberry, yea, Dr.
Hahn, yea, and Mrs. Williams, yea.
OLD BUSINESS
Mrs. Williams gave a report regarding the
Henry property on Flory Street. She said
Mr. Henry had vacated the property as they
had requested.

Mrs. Williams also stated she was present 'at
the March meeting of the Planning and Zoning
Commission when an amendment to the Zoning
Ordinance #179 to be allowed to have alternate
members for the Zoning Board of Adjustment was
approved. She said it now has to go to the
City Council for their approval.
OLD BUSINESS
Mr. Roseberry stated he would ~ike to remind
the Board that all variances on property
should be granted to the property, but non-
conforming uses should be granted to the person.
Mr. Caldwell said that was the correct pro-
cedure.
ADJOURNMENT
The meeting adjourned at 7:11 P. M.
