Addition, from its present classification
of Local Retail to a proposed classification
of Local Retail-Specific Use-Sale of Alcoholic
Beverages. This property is located at the
intersection of Grapevine Hwy. and Davis Blvd.,
South of Piggly Wiggly shopping area.
This request returned for consideration by
direction of the City Council.
Mr. Marion Massey represented Crites Oil Co.
in their request. He asked that this request
be tabled until the February 22nrl meeting
since Mr. Crites was out of town. He also
stated he had rather this request be heard
when all the Planning and Zoning Commission
members are present.
Mr. Grubb moved, seconded by Mr. Eckhardt, to
TABLE PZ 78-38 until February 22, 1979,as
requested. Motion carried 3-0.

sent classification of IF-12 to a proposed
classification of IF-9. This property is
located North of Victoria Ave., between Rufe
Snow and Lariat Trail.
Mr. Marion Massey represented Fenimore,
Duke, and Bailey in their request. He stated
they had changed their zoning request from
last month. He said they were leaving Lots
1-8, Block 5, IF-12, but are requesting a
zoning change on the rest of the plat to
IF-9. Mr Massey stated they had talked
with some of the property owners to see
what kind of a compromise they could have.
He said they also wrote letters to all:the
property owners within 200 ft. of the property
in question, asking their opinions. Mr.
Massey stated there was a minimum of complaints.
He stated they will build 1600 sq. ft. houses.
He said these houses will back up to Snow
Heights which are 1500.
The Chairman asked if there was anyone who

Mr. Jim McCracken, President of Meadow Lakes
Homeowners_Association stated they ,had
received a letter from Mr. Fenimore. He said
the homeowners had a meeting. Mr. McCracken
presented 2 petitions-one with signatures of
homeowners within 200 ft. and homeowners which
are not. Mr. McCracken stated that the
homeowners' greatest concerns were the water
shortage, traffic and economics. He said the
safety of their children was most important.
Mr. Grubb asked how could the change from
IF-12 to IF-9 make suefi a traffic difference.
Mr. McCracken stated that 5 additional homes
would mean 10 additional cars.
Mr. Grubb stated that the land they are leaving
IF-12 would be a good buffer. He asked if
there was a compromise.

Mr. McCracken stated that they do not feel
the 1F-9 with 1600 sq. ft. houses would be
satisfactory. He said they would like to
have homes about the same as Skyline Addn.
He said Mr. Britt agreed to build 1800 sq.
ft. homes in Skyline Addition.
Mr. Grubb stated if you live in Diamond Loch
you have the Diamond Loch Apartments right
against you. He said he feels this would
have a much nicer buffer zone.
Mr. McCracken stated the homeowners would
like to have the compromise that would
not have 500 sq. ft. difference in the
houses.
Mr. Paul Schmidt, 4716 Lariat, stated he
had given much thought to this. He asked
why were we using Holiday Hills as an
example.
Mr. Grubb stated that it does b~tt up to
this property.
Mr. Schmidt stated the Skyline Homes Addn.
will have 1800 sq. ft., 2000 sq. ft. in
Meadow Lakes, and 1600 sq. ft. here. He
said he tried to visulaize 400 sq. ft. and
he said his garage was approximately that
size. He stated he feels the 1800 sq. ft.
would be a better compromise.
Mr. Grubb stated that builders build homes
that look from the front like they are 1800
sq. ft. or larger, but they are only 1600.
Mr. Schmidt stated that he knows Mr. Fenimore
is a good builder.
Mr. Grubb asked if the buffer zone was wider,
would the homeowners consider it.
Mrs. Shaunty asked Mr. Fenimore what he
thought about it.
Mr. Fenimore stated h'e took out 13 lots &
blew up the rest. He said a 90 ft. wide
lot with an 80 ft. house looks tremendous.
He stated he has been building for 12 years
and can not tell how many sq. ft. are in a
house by just looking.

Mr. Schmidt stated he sells them by the sq. ft.
Mr. Fenimore stated this was not allowed any-
more. He said a realtor can not say anything
about the sq. footage of a house.
Mr. Schmidt stated it would affect the price
of the house.
Mr. Fenimore stated it sure does.
Mr. Fenimore stated Mr. Britt could promise
to build 1800 sq. ft. homes, but if he bought
10 lots from Mr. Britt, he could build whatever
size he could get the City to agree with,
regardless of what Mr. Britt had agreed to.
Mr. Fenimore stated he talked to the City
and the City said they can police this if
it is 1F-9 with 1600 sq. ft. homes, but if
it is just 1F-9, it will not be policed.
Mr. Grubb suggested that both sides of Lake-
side Drive be 1800 sq. ft. houses. This
would make a deeper buffer zone.
Mr. Fenimore stated he could go along with
the 1800 on corner lots.
Mr. Schmidt asked how this stipulation would
be enforced.
Mrs. Shaunty said that is why we have zoning.
The City sees to it that when you corne in
for a building permit.
Mr. Fenimore stated he could not say exactly
what size the houses would be. He said when
he puts a price on these lots 9 months from
now, a builder might say he has to put a
larger house on the lot in order to get the
price he needs for it.
Mr. Donald Welborn, 4636 Lariat, stated his
house was the last one in Holiday Hills. He
said he wanted to thank the Ctiy for trying
to reach an agreement and he wanted to say
he was in sympathy with Mr. Fenimore. He
said what he wanted to say was the City has
not produced a satisfactory water supply so
why build more houses.
Mr. Grubb stated Mr. Bronstad, Director of
Utilities was here and he can answer that.

Mr. Bronstad stated we now have a 2 million
gallon storage tank with Westinghouse
controls. We are waiting for one more
control. We now have a temporary hook-up
with Fort Worth with a 3 million gallon
capacity. We hope the control will be in
soon and a permanent meter installed. When
the permanent controls are installed, we
can take up to 5~ million gallons per day.
With the two connections, we can take up
to 11~ million gallons per day. We now
have a contract for another 2 million gallon
storage tank. We have let a contract for the
laying of an additional 11,000 ft. ~f 16
inch concrete cylinder pipe. We are working
all the time to up-grade our water system.

Mr. Dale Pruitt, 6633 Victoria, stated his
feelings were the same as Mr. Welborn's.
He asked if the City could assure him that
he will have enough water to plant his yard
back again and be able to keep it watered.
He stated he doesn't have enough water now
to brush his teeth, much less take a shower.
Mr. Pruitt ~tated that with no water, you
could not give the houses away. He stá.ted
he was very much against this zoning change.
He said the city should not let anymore
houses be built until the water shortage is
fixed.
Mrs. Shaunty stated the Commission had turned
down Multi-Family and Commercial zoning on
this property, waiting for a decent zoning.
She said as far as the water shortage, we
have all been affected by it, but this
Commission is not responsible to stop building.
This is the City Inspector's job when they
come in for building permits.
Mr. Pruitt stated when you increase the
density, you are responsible.
Mr. Grubb stated they have turned down several
requests wishing to build a lot of small homes.
He stated the Commission members are·, t~}?:iI!g
to serve the people the best they know how.

Mr. Joseph Szyarto, 4720 Lariat, stated his
greatest concerns were the water and the
value of his property. He stated when he
bought his home 1~ years ago, he bought with
the 1F-12 zoning in mind so the value of his

home would not go down. He said if you build
1600 or 1800 sq. ft. houses next to his house,
the value will go down.
Mr. Grubb stated they are trying to get some-
thing that would be satisfactory to everyone.
He said this zoning request would be much
better than Multi-Family or Commercial.
Jane Barnard, 4628 Lariat, stated they can
not keep the value of their homes up by putting
in cheaper houses. She stated she went from
door to door asking the sizes of the houses on
Victoria and Lariat. She said they were all
1800 and above except 2. She stated this
land was bought as 1F-12 and it should stay
1F-12.
Mr. Lloyd McWhorter, 4905 RufeSnow, asked
why do we have to compromise.
Mr. Grubb stated if there was a perfect
zoning, there would be no need for the
Planning and Zoning Commission.

Mr. McWhorter stated he is not within the
200 ft. radius of homeowners, but he is
interested in this request because he has
6 acres of land that he is in the process
of selling. He said the prospective buyer
says he wants to put 2200 to 2400 sq. ft.
houses on it.
Mr. Grubb stated most areas have a buffer
zone. He said Rufe Snow is not a desirable
street and we feel there should be a com-
promise.
Mr. McWhorter stated he has lived here for
26 years and has been promised everything.
He said he wonders if Bill Fenimore's house
in Meadow Lake and his dad's and brother's,
if it was on the west side of them, would
he want 1600 sq. ft. houses next to them.
Mr. John Wood, 6545 Cliffside Drive, asked
how far would this buffer zone go.
The Chairman showed Mr. Wood on the plat
what Mr. Grubb had proposed for a buffer zone.

would compromise if it was 2000 sq. 'LEt.
houses. He said he wants the people who
own homes next to him to have to pay the
same taxes as he does.

Mr. David Alex, 6609 Victoria, stated he
moved in to this area about 1 week ago.
He asked if the houses on Pleasant Ridge
would be the same size as on Victoria.
Mr. Fenimore stated that 1F-9 zoning is
9500 sq. ft. lots. Then he asked Mr. Alan
Hamm what the lot size was on Victoria.
Mr. Hamm stated the lots on Victoria were
only 9000 sq. ft. lots.
Mr. Jess Elliott, 6617 Victoria, stated he
came to the homeowners meeting last week.
He said of all the things that were considered
as a compromise, the 1600 sq. ft. homes was
not one of them.
Mrs. Shaunty asked Mr. Hamm about this area.
Mr. Hamm stated the zoning was 1F-9 with
1600 sq. ft. floor space, but he said they
went along and enlarged to 1800.
Mrs. Barnard stated she has the sizes of the
houses on Victoria if they want to see them.
She stated she wants to avoid changing the
size of the houses.
Mr. David Pearson, 4624 Lariat, stated he
has 2250 sq. ft. under air conditioning. He
said he was not in favor of the rezoning.
Mr. McCracken stated he is the spokesman for
the Meadow Lakes Homeowners and they have
authorized him to say they do not want to
accept this compromise, and they want to
request the Planning and Zoning Commission
to not approve this request.
Mrs. Shaunty asked Mr. Fenimore if he would
agree to putting 1700 sq. ft. homes on the
lots that back up to Victoria.
Mr. Fenimore stated he would agree to that.
Mr. Grubb moved, seconded by Mr. Eckhardt, to
APPROVE PZ 79-1 with the stipulation that
Lots 10 & 11, Block 1, Lots 6 & 7, Block 2,
Lots 6 & 7, Block 3, and Lots 11 & 12, Block
4, be 1800 sq. ft. floor space and Lots 9-21,
Block 5, be 1700 sq. ft. floor space. Motion
carried 3-0. This would mean all the houses
that face Lakeside Drive would be 1800 sq. ft.
