MINUTES OF THE REGULAR MEETING OF THE
PLANNING AND ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS,
JUNE 28, 1979
CALL TO ORDER
The meeting was called to order by the
Chairman, Mary Jo Shaunty, at 7:32 P.M.

CONSIDERATION OF THE MINUTES
OF MAY 24, 1979
Mr. Grubb moved, seconded by Mr. Knowles,
to approve the minutes with one correction
on page 16, paragraph 2, shoul dread: "He
said 2 children were nearly drown while he
lived there". Motion carried 5-0.

NEW BUSINESS
PS 79-33
APPROVED
Request of Richland Enterprises, Inc. for
revised preliminary plat of Holiday' West,
Section 3.

Mr. Gordon Swift, Consulting Engineer, 309
W. 7th Street, represented Richland Enter-
prises in their request. He stated this
Commission approved the preliminary plat a
couple of months ago, but as they began to do
the fièJd work and detail engineering, he got
with Mr. Anderson and they began to find
things that would be an improvement to the
plat. Then there arose a possibility of a
school site. He stated that after these
circumstances, they decided to amend the
preliminary plat and to extend a street in a
westerly direction to Rufe Snow. Mr.' Swift
stated that due to these changes, they felt
they should bring it back through for the
Commission's approval. He stated the Engineer1s
letter had a number if items in it, but most
were just as an advisory to us in drawing up
the final plat of this property. He stated
the items that they found were in error were
the 8000 sq. ft. lots. He stated they rounded
off some lots, but this was not intentional,
they were rounded off the wrong way. Mr. Swift

stated the surveying has already started
for the final plat and this will be cor-
rected. He said the only other comment
would be in regard to the R.O.W. of the
street. He asked Mr. Sandlin if he would
like to discuss this point.
Mr. J.B. Sandlin stated they were dealing
with Birdville Ind. School Dist. for the
school site. He stated they were not on
contract with them, but if they do make a
deal with them, it would probably be in
September or October. Mr. Sandlin stated
the Engineer would like for them to extend
the street R.O.W. to 60 feet, but in talking
with the school officials, they do not think
they need it because they plan to provide
off street loading and unloading zones. Mr.
Sandlin stated the school does not want to
pay for it, he doesnlt want to pay for it, so
he said he guessed it was a question if the
City wants to pay for it. Mr. Sandlin stated
that if the City requires a wider street, he
understood there was a participation program.
Mr. Swift stated they could meet all the other
requirements.
Mr. Grubb asked Mr. Anderson if he would like
to address this subject.
Mr. Anderson stated there are a couple of
comments he would like to speak on. He stated
he substantially agrees with Mr. Swift. In
the revision of the plans, he guessed it was
* a grafting error, the lots up in the middle
got shaved a little and those lots run about
7,997 sq. ft. He said they are about 3 feet
short, however the lots down on the drainage
channel are approximately 80 feet short. Mr.
Anderson stated that in terms of the street,
if anyone who has children to pick up at a
school, they know it is a mess at every Ele-
mentary and Junior High in the city. He
stated the off-site loading and unloading is
never sufficient to do the job. If you donlt
believe it, just try it. He stated there is a
requirement for a wider street in the area of
the schools and he is in favor of this. He
stated he would also require sidewalks. Mr.
Anderson stated he would also like to call
the Commission IS attention to item #2 of the
Engineerls letter in regards to the size of

the box culvert that goes under Holiday
Lane. He said he wants to be sure every-
one knows what the Engineer is saying. The
Engineer said that although more study is
required, it would appear that the drainage
channel is capable of carrying more water
than the box culvert. Mr. Anderson stated
that basically the box culvert was installed
before the land was developed so there was a
run off of approximately 30%, which is
basically what you have on open Agricultural
land. He stated the box culvert handles the
water without any difficulty now, but when
you start planting it with sidewalks, concrete,
roof tops, etc.'J the runoff is much faster
and the culvert fills up more. Mr. Anderson
stated that what our Engineers are saying is
when the land fully develops between Holiday
Lane and Rufe Snow, although the channel
appears to be adequate to carry the floods,
we want to be assured the channel will carry
it. He stated we have asked Mr. Swift to do
some checking to see for sure the channel will
carry the water. Mr. Anderson stated that
when the property develops, he feels the box
culvert under Holiday Lane will cause a bottle-
neck. He stated our Engineer has not run a
check on it yet, whether it will carry a 5, 10,
25, or 100 year flood. The city could be
facing a rather substantial expense in removing
this box culvert.

* Mr. Grubb asked if it would be comfortable to
to one to the north of the high school on
Lewis Lane.
Mr. Anderson stated it is a very simular
situation, but of, course when that property is
developed, we will require adequate drainage
structure to take some of the water flow off
the high school where it comes down across the
parking lot onto Lola Lane. He said the street
flow is very impressive.

Mr. Grubb asked Mr. Swift if he had any comment
on this drainage problem.
Mr. Swift stated the drainage problem Mr.
Anderson is talking about is not within their
property. He stated he and Mr. Anderson dis-
cussed the problem about the channel adjacent
to it. He stated they were worried about it
too, so they told Mr. Anderson that they

would analyze that channel, check out it's
capacity, check out the drainage, etc. Mr.
Swift stated many of the culverts, that were
built several years ago are not designed for
the standards of today and in time, the city
may have to bring them up to standards.

Mr. Anderson stated we have a simular problem
on Booth Calloway Road which is going to cost
approximately $300,000.00 to solve that pro-
blem. He said you move on down about 600 feet
and you have another bottleneck. It will be
helped somewhat when Glenview is widened, but
it is going to be a terrible expense of funds,
but we hope most will be federal dollars instead
of city dollars. He stated he was not sure if
they could form a drainage district and make'
the property owners responsible and have them
pay the pro rata share of the cost of that
culvert. Mr. Anderson stated what it boils
down to is the tax payers will be asked to
subsidize to a certain degree the development
of all that land in that tributary basin, not
just Holiday Lane, Section 3, but all of it.
Mr. Anderson stated he did not want to make
any recommendation, but just wanted to be sure
the Commission was aware of this drainage pro-
blem.
Mr. Grubb asked if this study could be completed
before the final plat is brought in.
Mr. Anderson stated that he will ask the City
Engineer to run calculations on that. He said
it might could be corrected by just putting in
another barrel in the culvert. He stated that
he agrees with Mr. Swift that most of the
Engineer's comments are primarily for reminders
to Mr. Swift and himself so that when the final
is drawn up the comments can be used as a check
list to make sure there will be no items that
fall through the cracks. Mr. Anderson stated
he would ask the Commission if they approve
this plat, to please do so subject to the Eng-
ineer1s comments due to item #2.

Mr. Swift stated there was just one thing he
would like to explain regarding the street
next to the school site. He stated they are
planning 2 parking lanes and 2 driving lanes,
one each way. He said there would be 7 ft.
parking lanes and 11 ft. driving lanes. This
constitutes a 36 ft. roadway. Mr. Swift stated

a 40 ft. roadway has two 7 ft. parKing lanes
and two 13 ft. driving lanes. He said 13 ft.
driving lanes are the size they use for a
Turnpike in order to move the traffic out
faster. He stated they are planning to have
the 2 parking lanes and 2 driving lanes. The
question is whether they should be 11 ft. or
13 ft. driving lanes.
Mr. Anderson stated he was in favor of the
wider driving lanes around schools for
safety reasons. If a child steps out in
front of you, you might be able to miss him
if you have a wider area. He said if anyone
has ever been around North Richland Junior
High when school is out, it is just an accident
looking for a place to happen.
Mr. Grubb stated that since we were on this
subject, are there any plans for flashing
lights to be put around the school areas.

Mr. Anderson stated there were plans to install
a traffic light, not just a flashing light, and
a sidewalk at North Richland Jr. High.
Mr. Knowles asked what the width of Rufe Snow
was.
Mr. Anderson stated he believed it was 41 feet
from curb to curb.
The Chairman asked if there were any more
comments or if anyone else wished to speak.
Mr. Grubb moved, seconded by Mrs. Nash, to
approve PS 79~33 as requested subject to the
Engineer's comments. Motion carried 5-0.

TABLED
Request of Tarrant Real Estate Co., Inc. for
revised preliminary plat of Meadow Lakes, 2nd
Filing.
Mr. Anderson stated he had talked to the
parties involved in this revised request, and
he requested the Commission drop this item
from the agenda. He stated that they had a
pre-council hearing regarding the platting of
Meadow Lakes, Section 2, and the council agreed
to postpone any action until they could get
more of their problems solved. He said also
they discussed since some of the area was
zoned Multiple Family and a small Dortion was

zoned Local Retail, they want to try to come
in for a Planned Development zoning. Mr.
Anderson stated the council told Mr. Stevens
to go ahead and draw up plans for the Planned
Development. This was decided last Friday.
Mr. Anderson told the Commission Mr. Stevens
would come before them at a later date for the
zoning request for Planned Development.
The Chairman asked if there were any objections
to the postponing indefinitely of this request.
There were none.
PZ 79-23
APPROVED
Request of Wayne C. Cunningham to rezone Lot
9R, Block 29, Richland Terrace Addition,
from its present classification of 1F-9-0ne
Family Dwelling to a proposed classification
of 2F-9-Two Family Dwelling.
This property is located at the Southeast
corner of Karen Drive at the Southeast corner
of Karen Drive and State Hwy. N.E. Loop 820
Frontage Road.

Mr. Ernest Hedgcoth, Consulting Engineer,
represented Mr. Cunningham in his request. He
stated several months ago this property was
in a zoning request for duplexes with several
other lots along the 820 Frontage road. After
the zoning request was turned down by the City
Council, all the property owners went into
court action except Mr. Cunningham. Mr. Hedg-
coth stated Mr. Cunningham did not wish to file
charges against the City, but after the other
property owners won their court battle for the
duplexes, Mr. Cunningham now wishes to change
the zoning on his lot to conform with the others
around it.
Mr. Grubb asked if the Deed Restrictions were
removed.
Mr. Hedgcoth stated they were.
The Chairman asked if there was anyone who
wished to speak in favor or in opposition of
this request.
Mr. Grubb moved, seconded by Mr. Eckhardt, to
approve PZ 79~23 as requested. Motion carried
5-0.

PZ 79-24
APPROVED
Request of Jay Kanter to rezone Tract lCl,
Abstract 1653, and Tract lAIA, Abstract 30B,
from its present classification of Planned
Development to a proposed classification of
Multiple Family.
This property is located approximately 1065
feet south of Harwood Road at the Southeast
corner of Jerri Jo and Oakridge Terrace.
Mr. Ernest Hedgcoth, Consulting Engineer,
represented Mr. Kanter in his request. He
showed the Commission the Planned Develop-
ment plans for this piece of land which was
approved in 1971. He stated his client came
before P & Z a few months ago to request a
Multiple Family zoning on the entire piece of
land, but was turned down. He stated now all
they are asking to change to Multiple Family
is the bottom portion. He stated in the
Planned Development zoning, it was planned for
this portion to be Multiple Family, but since
the plans are so vague with no dimensions,
they are asking for a zoning change to Multiple
Family on the approximately 16 acres. This way
they could develop it in phases.
Mr. Anderson stated he and Mr. Hedgcoth had'
several meetings regarding this Planned Dev-
elopment zoning. He stated he felt there were
so many unanswered questions. He said the
road was outside the Planned Development tract.
Mr. Hedgcoth stated they would get in contact
with Arco and get the OK on the easement.
Mr. Anderson asked if they plan to park cars
on this easement.
Mr. Hedgcoth stated that they did not plan to
park on it. He stated the preliminary plan on
it shows this area to be a park area.
Mr. Anderson asked if they plan to leave the
old house and barD that is on the property now.
Mr. Hedgcoth stated they plan to sell the house
with about 2 acres of land.
Mr. Anderson stated they would put a road
through to Oakridge Terrace. He stated that
every planner thinks it should go through to
Oakridge Terrace. He said the people on

Oakridge Terrace may object, but the road
just has to be.
Mr. Grubb stated he \Jould advise them not
to put any heavy equipment on the easement.
Mr. Hedgcoth stated they would mark the ease~
ment well to make sure nothing heavy runs
over it.
Mr. Knowles moved, seconded by Mr. Eckhardt,
to approve PZ 79-24 as requested. Motion
carried 5-0.
