MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, FEBRUARY 2, 1978 The regular meeting of the Planning and Zoning Commission was called to order at 7:05 P.M. by the Chairman, Mary Jo Shaunty. PRESENT: CHAIRMAN SECRETARY MEMBERS Mary Jo Shaunty Lee Waldrop Claude Morrison Forrest Grubb ABSENT: VICE CHAIRMAN CITY STAFF PRESENT: CLERK Darrell Wood Wanda Calvert Mr. Grubb moved, seconded by Mr. Morrison, to approve. Motion carried 3-0 with Mr. Waldrop abstaining since he was absent at the November meeting. Mr. Waldrop moved, seconded by Mr. Grubb to approve. Motion carried 3-0 with Mr. Morrison abstaining since he was absent at the January meeting. Request of J.B. Sandlin and Alan W. Hamm to rezone approximately 31.15 acres of land out of the W.W. Wallace Survey, Abstract No. 1606, from its present classi- fication of Agriculture to a proposed classification of 1F-8 One Family Dwelling. This property is located West of Holiday Lane and North of existing Holiday West Add. Mr. J.B. Sandlin and Mr. Alan W. Hamm pre- sented their request to the Commission. Mr. Sandlin stated he had been trying to purchase this property for 2 years. He stated that about the time he had given up trying to purchase it, the deal went through. He said they were asking for rezoning of one section of this property at this time. He stated they would have this land broken into Page 2 P & Z Minutes February 2, 1978 . 3 sections. He said they would come back to rezone the other 2 sections later. Mr. Sandlin stated the reason he and Mr. Hamm were asking for 1F-8 was the prices of homes are going up so, they were afraid they would be priced right out of business in a few years, if they tried to build 1800 to 2000 sq. ft. of floor space homes. He said they had increased the price of homes 7 times last year totaling $6000 as of December 12. He also stated that as of today, they had gone up another $1000. He said a 1900 sq. ft. home will soon be priced at $60,000 and a 1500 sq. ft. home will be $50,000. He stated if they had a zoning for smaller homes, but wanted to build larger ones, they could. He stated they didn1t want to get the footage so much that the price of the home would be out of reach for the people. Mr. Hamm stated that the reason for the increase in the price of homes was the in- crease in cost of materials, plus the cost of developing has increased considerably. He said they had rather cater to the middle class people. Mrs. Shaunty asked Mr. Sandlin and Mr. Hamm if they would be opposed to the Commission stipulating a requirement of 1400 or 1500 sq. ft. for this area. . Mr. Sandlin stated that in all probability the homes to be built on this section of land will be 1800 to 2000 sq. ft., but their worry was in 4 or 5 years from now, with the price of everything going up all the time. Mrs. Shaunty stated the reason for the Commission IS concern was the talk of 235 homes being built again. Mr. Sandlin stated they would not build 235 homes anymore. He said he lost money on them before. He said that in todayls market, he doesn1t feel the 235 homes will be built in North Richland Hills. . Page 3 P & Z Minutes February 2, 1978 . The Chairman asked if there was anyone who wished to speak for or against this request. Mrs. Shaunty again asked Mr. Sandlin and Mr. Hamm if they would consider 1500 sq. ft. requirement. Mr. Hamm stated they would go along with 1400 sq. ft. requirement. Mr. Morrison moved, seconded by Mr. Grubb, to approve subject to the stipulation of 1400 sq. ft. living area requirement. Motion carried 4-0. ADJOURNMENT Mr. Grubb moved, seconded by Mr. Waldrop, to adjourn at 7:25 P.M. Motion carried 4-0. . COMMISSION .
