CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 7:15 P.M. by the Chairman, Mary Jo Shaunty. ROLL CALL PRESENT: CHAIRMAN VICE CHAIRMAN SECRETARY MEMBER ABSENT: MEMBER CITY STAFF PRESENT: DIRECTOR OF P.W. CLERK Mary Jo Shaunty Darrell Wood Lee Waldrop Forrest Grubb Claude Morrison Ray H. Britton Wanda Calvert CONSIDERATION OF THE MINUTES OF FEBRUARY 2, 1978 Mr. Waldrop moved, seconded by Mr. Grubb to approve the minutes as read. Motion carried 3-0 with Mr. Wood abstaining since he was not present at the February 2 meeting. . CONSIDERATION OF THE MINUTES OF FEBRUARY 23, 1978 Mr. Grubb moved, seconded by Mr. Wood to approve the minutes as read. Motion carried 3-0 with Mr. Waldrop abstaining since he was not present at the February 23 meeting. NEW BUSINESS PZ 78-9 APPROVED Request of Wayne A. Suchman to rezone 0.50 acre of land out of the Wm. Cox Survey, Abstract 321, from its present classification of Agriculture to IF-9-17 One Family Dwelling. This property is located approximately 115.0 feet north of Noneman Street, on Smithfield- Keller Road. Mr. Wayne Suchman presented his request to the Commission. He stated he bought this lot a few years ago to build a house on. He then found out that the lot was zoned Agriculture, and would have to be rezoned to residential. Mr. Britton asked if he was aware this property must also be platted. Mr. Suchman stated he did and that Mr. 0.0. Long, Engineer, was working on it and he would be back for the platting soon. .' Page 2 p & Z Minutes March 9, 1978 . The Chairman asked if there was anyone who wished to speak for or against this request. PS 78-18 APPROVED Mr. Grubb moved, seconded by Mr. Waldrop to approve. Motion carried 4-0. Request of Centennial Homes, Inc. for final plat of The Trails Addition. Mr. Clayton Sanders with Centennial Homes and Mr. Don Gossett with Carter and Burgess came to present this request. Mr. Sanders stated they could comply with all the requirements in the Engineer1s letter. Mr. Wood asked him if he was sure, since there were a number of requirements listed. Mr. Gossett stated they could comply with all except #1: liThe agreement between the rail- road and this developer for construction of the grade crossing at Browning Blvd. should be in hand prior to execution of a City-Developer agreement for this subdivision. II . Mr. Britton stated the railroad was dragging their feet as usual. He stated the City Council has to request that the City contact the railroad as to price, and give them the go ahead to put a crossing. Mr. Sanders stated they will extend Browning Blvd. to across the railroad tract. Mr. Britton stated that on #3-there must be an easement obtained as a letter agreement can not be recorded. The easement can be recorded. Mr. Sanders stated they have obtained an agreement from the adjacent property owner. He has signed the dedication of south half of Browning Blvd. He said they would build this temporary road, at their expense, to extend to the crossing at Rufe Snow. Mr. Britton stated there will be 2 plats recorded. The Chairman asked if there was anyone who wished to speak for or against this request. . Page 3 P & Z Minutes March 9, 1978 . Mr. Wood moved, seconded by Mr. Waldrop to approve subject to the Engineer's letter. Motion carried 4-0. PS 78-19 APPROVED Request of Richland Enterprises for pre- liminary plat of Holiday West, Section II. Mr. 0.0. Long presented this request to the Commission. Mr. Long stated he was a little confused in reading item #1 of the Engineer's letter: liThe master thoroughfare plan inicates an east-west collector street at the approximate north boundary of this subdivision. We would, however, recommend that rather than making Barbados Drive this collector street, the master plan be revised slightly so that North Richland Blvd. will eventually be extended West to tie-in to Industrial Blvd. in Industrial Park Addition. Such a revision would not effect this portion of this subdivision. Should you not desire tö rev,ise the master plan. Trinidad Drive could be made this collector street by a slight adjustment southward in the existing routing of this collector as shown on the thoroughfare plan. II . Mr. Britton stated he believed Mr. Perkins, Engineer, was referring to the Master Plan of the City of North Richland Hills, primarily for the attention of the Planning and Zoning Commission and the City Council. After a discussion of the proposed Master Plan and showing it on the map, Mr. Long stated they would work with the City and Mr. Perkins to work this problem out. He stated he had gone over all to other comments of the letter with the Engineer and can agree on all. The Chairman asked if there was anyone who wished to speak for or against this request. Mr. Waldrop moved, seconded by Mr. Grubb to approve subject to the Engineer's letter for final plat and would recommend that Trinidad be made a collector street. Motion carried 4-0. PS 78-20 TABLED Request of Virgil Hume for preliminary plat of Lot 1, Block 1, A.G. Walker Addition . Page 4 P & Z Minutes March 9, 1978 . PS 78-21 TABLED Request of Virgil Hume for final plat of Lot 1, Block 1, A.G. Walker Addition. Mr. Virgil Hume requested these be tabled since he was having the corrections made that the Engineer requested in his letter. Mr. Woods moved, seconded by Mr. Grubb to table PS 78-20 and PS 78-21 until the proponent is re~dy to present his requests. Motion carried 4-0. ADJOURNMENT Mr. Waldrop moved, seconded by Mr. Grubb to adjour at 7:45 P.M. Motion carried 4-0. / . .
