CALL TO ORDER ROLL CALL CONSIDERATION OF THE MINUTES OF JANUARY 27, 1977 NEW BUSINESS PZ 77-1 APPROVED ~ MINUTES OF THE MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, 7301 N. E. LOOP 820, THURSDAY, FEBRUARY 24, 1977 The regular meeting of the Planning and Zoning Commission was called to order by the Chairman, Mary Jo Shaunty at 7:30 P.M. Britton P & Z CLERK Barbara Sells Mr. Biard moved, seconded by Mr. Range to approve the minutes as written. Motion carried 4-0 with Mr. Grubb abstaining as he was not present at the January meeting. Request of Smithfield Properties to rezone Block 1, Lot 1 and the East 186 feet of Lot 2, Block K in Smithfield Addition from its present classi- fication of Commercial to a proposed classification of Industrial. This property is located at 6608 Davis Blvd. Mr. J. E. Box, one of the owners of the property, introduced Mr. Dennis Dixson, who made the pre- sentation. Mr. Dixson explained soda ash is a type of sodium carbonate and very similiar to baking soda, it is used in the manufacturing of laundry detergents, dishwashing soap, and most household cleaners. Mr. Dixson said their Arlington Plant was recently inspected by OSHA and it passed with flying colors. Mr. Dixson said there is only a 50 per cent chance we will decide to bag soda ash at this location. If we do decide to bag soda ash then we will add a concrete slab approximately 571x241 and enclose the balance of the building. The soda ash would be brought in by rail in 50 ton hopper cars and then sucked out of the car and blown under pressure directly into the bags. It would take approximately 2 to 3 working days to unload a hopper car, then it would be trucked directly to the customers or to our Arlington Plant. Mr. Dixson replied sodium tripoly. Mr. Range asked if you decide not to bag soda ash, what will you bag? Mr. Dixson said if they decided not to bag soda ash, they would not bag anything. Mr. Wood asked the hours of operation? Mr. Dixson replied the hours were 8 to 5 Monday thru Friday, occasionally on Saturday if we were in a bind, but never on Sunday. Mr. Range asked if they ever worked 24 hours or two shifts when they were in a bind. Mr. Dixson stated never. Mr. Wood asked about the noise, Mr. Dixson compared it to the sound of a truck motor. . Mr. Wood asked the price of soda ash and sodium tripoly? Mr. Dixson said soda ash sold for about 6~ cents a pound and sodium tripoly for about 24 to 26 cents a pound. Mr. Box stated the main purpose in changing the zoning was not for the chemical bagging, but to open a wider field to potential tenants. Mr. Box stated they intended to improve the site and even to build additional buildings for potential tenants. Mr. Dixson stated Chromalloy Chemical has over 200 companies operating through out the country and enjoy an excellant image in these communities. He said they are concerned with the health and well-being of their employees as well as the community. Mrs. H. T. Worthington - 6701 Davis Blvd. Mrs. Worthington asked what do the tank trucks carry, is it liquid or dry chemical? Mr. Dixson replied it.was a dry substance that caused shampoo or cleaners to foam or lather. Mrs. L. L. Hill - 3108 Dreeben There are two huge drums or barrels stored on the back of this property. What is in them? Mr. Dixson stated it was a cleaning fluid and not explosive. Mr. Dixson further stated they did not handle any explosives. . Mr. L. L. PZ 77-1 APPROVED transport trucks were either bringing in a load or were waiting to load the following morning. Since we operate on a nation wide basis, it is impossible for all the trucks to arrive during the day. Mr. Jack Roseberry asked Mr. Britton to explain the city1s control over noise, dust and pollution? Mr. Britton said the city had complete control under the land use plan and zoning ordinance. Mr. H. T. Worthinqton - 6701 Davis Blvd. Mr. Worthington asked Mr. Britton to explain to him the reason for the change in zoning. Mr. Britton explained if the bagging process was put into operation it would be a IIgrey area of 1 ight manufacturingll. Mr. Britton asked Mr. Dixson if they would be using silos, he replied no, they were too ex- pensive and unnecessary. Mr. Biard moved, seconded by Mr. Grubb to approve PZ 77-1. Motion carried 5-0. . PZ 77-3 APPROVED Request of Mobil Oil Corp. to rezone Tract A-I in Richland Plaza Addition from its present classi- fication of Local Retail to Commercial. This prop- erty is located at 6387 Grapevine Hwy. Mr. Jerry Smith of H. J. Smith Automobiles pre- sented this request. Mr. Smith is the potential buyer of this property contingent on the change in zoning. Mr. Smith stated he intends to put in a used car lot. He will not be making any changes in the building and will have the back part of the lot paved before he uses it. He said he was aware of the pro-rata share of the proposed 8" water line in Grapevine Hwy. and is willing to pay it. Mr. Grubb asked the size of the building? Mr. Smith said it was approximately 13 feet square and eight to ten years old. Mr. Wood asked Mr. Smith if he had any other car lots? Mr. Smith replied yes, one located at 124 Hurstview. He stated he planned to keep the older less desirable cars on the lot in Hurst. Mr. Smith said he planned to keep his later model cars on his new lot. He said they would range in price from $700 to $3,000. He said they would be sold for cash or with bank financing. . Mr. Range asked Mr. Smith how long he had been in the car business. He said his father had been in business for 25 years and he had been in the business for 5 years. ~ Page 4 P & Z Minutes February 24, 1977 . PZ 77-3 APPROVED Mr. Grubb asked how many cars he planned to place on the car lot? Mr. Smith said probably 30 to 35 cars without paving the back part of the lot. OPPOSED Pat Walt - Agent for Richland Properties Mr. Walt stated Richland Properties were not notified by mail in time to prepare for this meeting. He further stated the owners of Richland Properties were opposed to Commercial Zoning so close to their property. (Four letters were mailed to Richland Properties on February 10th by certified mail.) Mrs. Shaunty told Mr. Walt this zoning case would be heard by the City Council on March 28th. Mr. Grubb asked Mr. Smith when he expected to open his car lot, he said about three weeks after Council approval. Mr. Biard moved, seconded by Mr. Range to approve PZ 77-3. Motion carried 5-0. . PS 77-5 APPROVED Request of Mobil Oil Corp. for preliminary and final plat of Tract A-I, Richland Plaza Addition, 2nd filing. Mr. Britton said a lot and block would be assigned to this property, per the engineer1s letter. Mr. Biard moved, seconded by Mr. Wood to approve PS 77-5. Motion carried 5-0. PS 77-4 APPROVED Request of Jack Roseberry for preliminary and final plat of Lot 12, Block 13, Richland Terrace Addition, 7th filing. Mr. Jack Roseberry presented this request. Mr. Roseberry stated he wanted to have this property platted as he planned to build a commercial building for his real estate company with several lease offices. He said he would soon be entering his busiest season of the year and would like to be able to wait until he started construction of his new building before escrowing his pro-rata. Mr. Britton explained to Mr. Roseberry that he had 180 days in which to file the plat. . Mr. Biard asked Mr. Britton about item #1 in the engineer1s letter concerning the allocation of funds by the Highway Department. Mr. Britton assured Mr. Biard he had personally spoken with the Highway Department and this was correct. . . . Motion carried 5-0. Request of Pilgrim Realty Co. for preliminary plat of Lots 1 & 2, Block 10, Richland Heights. Mr. Biard moved, seconded by Mr. Wood to approve PS 77-6. Motion carried 5-0. Request of Pilgrim Realty Co. for final plat of Lot 2, Block 10, Richland Heights. Mr. Grubb moved, seconded by Mr. Biard to approve PS 77-7. Motion carried 5-0. Mr. Biard will attend the March 14th meeting. Mr. Wood will attend the March 28th meeting. The meeting adjourned at 9:20 P.M. NING COMMISSION
