MINUTES OF THE MEETING OF THE PLANNING
AND ZONING COMMISSION OF THE CITY OF
NORTH RICHLAND HILLS, 7301 N. E. LOOP
820, THURSDAY, MARCH 24, 1977
The regular meeting of the Planning and Zoning
Commission was called to order by the Chairman,
Mary Jo Shaunty at 7:30 P.M.

Mr. Range moved, seconded by Mr. Biard to approve
the minutes as written. Motion carried 5-0.
Request of Reaves Royal Homes, Inc. to rezone
approximately 4.38 acres out of the Thomas Sprouce
Survey, Abstract 1399 from its present classification
of Agriculture to a proposed classification of Local
Retail. This property is east of Rufe Snow Drive,
approximately 164 feet north of Foster Village.

approximately 80.29 acres out of the Thomas Sprouce
Survey, Abstract 1399 from its present classification
of Agriculture to a proposed classification of 1F-9-15
One Family Dwelling. This property is located between
Douglas Lane and Rufe Snow Drive, directly north of
Foster Village.
Mr. Walter A. Elliott, Jr., of'Elliott & Hughes, Inc.
represented Mr. Reaves. Mr. Elliott asked that they
be allowed to present PZ 77-5 and PZ 77-6 jointly. Mr.
Elliott said Mr. Reaves had developed some 25 sub-
divisions and built approximately 2,000 homes in the
Hurst-Bedford-Euless Area. Mr. Reaves is currently
developing Bedford Heights in Bedford, Bear Creek Es-
tates in Euless, and Billy Creek in Hurst. Mr. Elliott
showed slides of homes Mr. Reaves had constructed in
different areas of the Mid-Cities. Mr. Elliott said
they planned to build 248 homes and the homes would be
in the $50,000.00 range. Mr. Elliott added they plan-
ned to build another 200 homes across Rufe Snow in
Watauga.
Mr. Elliott introduced Mr. John R. Horton. Mr.
Horton said he has studied the needs of this area
in regards to shopping. He stated the nearest
shopping to the 4.7 acres Mr. Reaves is asking for

Rufe Snow Drive. Mr. Horton said the need for
additional shopping will increase with the com-
pletion of the new homes Mr. Reaves will be build-
ing. ~r. Horton showed a drawing of the proposed
shopping mall, with parking spaces drawn in accord-
ance to the city's ordinance. Mr. Horton said the
exterior of the mall will blend with the exterior
of the homes. He said the mall will contain 6100
square feet, with several step down levels. Mr.
Horton stated they feel the mall will be a real asset
to the community.
Mr. Range asked what type of Local Retail? Mr.
Horton replied it was difficult to answer at this
stage, but probably small shops, etc. and a grocery
store.
Mr. Grubb asked Mr. Reaves what size home he planned
to build? Mr. Reaves replied he would build individ-
ually designed homes with a minimum square footage
of 1500.

Mr. Wood asked about the water pressure in Foster
Village? Mr. Britton said a new larger main was be-
ing installed and he thought it would be sufficient.
Mr. Elliott introduced Mr. B. J. Reaves, president of
Reaves Royal Homes, Inc. and owner of the property
being considered for rezoning. Mr. Reaves said he
is most anxious to get this subdivision started. He
said he has funds available for the first 70 homes.
He said he felt there would be a real need for the
Local Retail because of the number of new homes he
would be buildinq in the area.
Mr. Elliott stated they planned to complete the pre-
liminary plat for the entire development in time to
be placed on the April Agenda. He said they hoped
to complete the final plat for Phase I for the first
70 houses in time to be placed on the May Agenda.
Mr. Grubb asked Mr. Reaves if he intended to build
all the homes? Mr. Reaves said he would build most
of the homes and probably sell a few lots to other
builders with the deed restriction that the house could
not be smaller than 1500 square feet.

Mr. Hanson said his property adjoins Mr. Reaves' pro-
perty and he is in favor of the change in zoning.

Mr. Brewer asked what the city planned to do in re-
gards to sewer in this area? Mr. Britton answered
the city is presently installing additional sewer
lines in this area and there should be no problem

with the sewer.
After discussion by the Board, Mr. Biard moved,
seconded by Mr. Grubb to approve PZ 77-5. Motion
carried 5-0.
Mr. Wood moved, seconded by Mr. Biard to approve
PZ 77-6. Motion carried 5-0.
PS 77-8
APPROVED
Request of R. N. Horton for preliminary plat of
Emerald Hills, Phase II. This property is contiguous
to Emerald Hills and south of La Casita Mobile Home
Park.
Mr. David Pulliam, Farrington & Associates, repre-
sented Mr. R. N. Horton. Mr. Pulliam said Mr. Horton
planned to build 128 homes. He said additional access
would be provided for the existing Emerald Hills by
way of Mockingbird Lane. Mr. Pulliam stated water
service would come from La Casita Mobile Home Park
and the sewer would run east parrallel with the TESCO
easement.

Mr. Grubb said some of the lots appeared very small
and extremely narrow. Mr. Pulliam said they would
revise Lot 12, Block 5. Mr. Britton stated he be-
lieved they would be able to comply with the 20%
depth for the back yard, if not this problem could
be worked out at a later time.
Mr. Pulliam stated he felt item #7 in the engineer's
letter was an undue and unjust requirement to place
on Mr. Horton; however, they would meet the require-
ment if necessary.
Mr. Grubb asked what size houses, will Mr. Horton be
building? Mr. Pulliam said he not know exactly, but
the minimum size would be 1200 square feet and size
of the houses would vary with the different shaped lots.
He felt the houses would be in the 1200 to 1400 foot
range.
Mr. Range moved, seconded by Mr. Biard to approve
PS 77-8. Motion carried 5-0. (Preliminary plat
contingent on City Council's approval of zoning,
March 28th)

Request of J. C. Taylor for preliminary and final
plat of Lots A and B, Block 11-B, Richland Terrace
Addition.

Mr. J. C. Taylor presented this request.
Mr. Taylor said he wanted this property platted
because he wishes to build two commercial build-
ings in a few years. He said he had received a

copy of the engineer's letter; therefore, he was
aware of the pro-rata charge and was willing to
pay the charge.
Mr. Grubb moved, seconded by Mr. Range to approve
PS 77-9. Motion carried 5-0.

Request of Northeast Construction Co. to rezone
approximately 49.2 acres out of the W. W. Wallace
Survey, Abstract 1606 from its present classification
of Multiple Family Dwelling to a proposed classi-
fication of IF-8 One Family Dwelling. This property
fronts on Holiday Lane and is north of Richland High
School.

Mr. J. B. Sandlin, President of Northeast Construction
Co., presented this request. Mr. Sandlin said the
land from Loop 820 to Watauga Road has long been known
as IINo Man's Landll. Mr. Sandlin stated part of this
land had been owned by the Mormon Church for many years,
until he recently purchased it. He said he has been
developing property in the North Richland Hills area
for 15 years using the word IIHolidayll as his trade-
mark. He said he would like to use the name Holiday
West for this addition, in view of the fact, it will
connect with Holiday North, an addition he developed
a number of years ago. He said the only undesirable
thing about developing this area is that a portion of
it will back up to the school's parking lot. Mr.
Sandlin said he thought he could eliminate this problem
by erecting a sight barring fence along the back of
the parking lot. Mr. Sandlin said he realized he could
develop this area with IF-9 zoning without rezoning.
He stated the only reason he was asking for IF-8 zon-
ing was because he would lose 15 lots if he had to
comply with the IF-9 minimum lot size of 9,500 square
feet. Mr. Sandlin stated it would not be financially
feasible to develop this area, if he lost these 15
lots. He said he would be building houses with bet-
ween 1700 and 2100 square feet with a deed restriction
of a minimum of 1500 square feet.
Mrs. Shaunty stated she thought a subdivision would
be a lot better than apartments.
After discussion by the Board, Mr. Wood moved, second-
ed by Mr. Biard to approve PZ 77-4. Motion carried
5-0.

Request of Northeast Construction Co. for preliminary
plat of Holiday West Addition. This property fronts
on Holiday Lane and is north of the Richland High
School.

this request jointly. Mr. Long discussed the engi-
neer's letter. #1 Lot 5 & 6, Block 10 were designed
in this manner to avoid having a sharp curve at the
intersection. #2 Metes and bounds will be shown on
the final plat. #3 This was an oversight. #4 Ease-
ments will be shown on the final plat. #5 The 5'
utility easements will be shown on the final plat.
#6 & #7 The drainage problems and areas will be tied
down on the final after we have had additional time
to study the problem. #8 The property is easier to
maintain and landscape if only the bottom of drain-
age ditch is concreted, but we will comply if nec-
essary. #9 We will shift or add another fire hydrant
on our final plat. #10 No opposition. #11 The city
will provide the gate valves and the developer will be
responsible for installing. #12 Again we feel a con-
crete bottom is easier to maintain than an entire con-
crete ditch. In the past we have put in railroad cross
ties in the slope, which landscaped very nicely.
Mr. Britton requested that the street shown as Meadow
View be changed to Reynolds Drive, and the street
shown as Sunny Meadow be changed as we have a sub-
division with that name. Mr. Britton said he tried
numerous times to reach Mr. Long concerning item #10
in the engineer's letter. There was much discussion
between Mr. Britton, Mr. Hamm, Mr. Sandlin and the
Board whether or not Lewis Lane was a dedicated street
or private street, in regards, to the City's Master
Plan. Mr. Hamm said this was a very marginal deal and
if they were forced to comply with the City's Master
Plan, they would have to build apartments or sell the
land. After additional discussion on item #10, Mr.
Britton suggested that Mr. Hamm and Mr. Sandlin meet
with the City Manager and Dick Perkins to settle the
item of discussion.

Mr. Grubb moved, seconded by Mr. Biard to approve PS
77-10 as submitted. Motion carried 5-0.

to replat Lots 7-R, 8-R, 9-R, 10 and 11, Block 3,
Richland Terrace Addition.
