CALL TO ORDER ROLL CALL CONSIDERATION OF THE MINUTES OF APRIL 28, 1977 OATH OF OFFICE NEW BUSINESS PS 77-16 APPROVED PZ 77-10 WITHDRAWN PZ 77-12 APPROVED ~ MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, MAY 26, 1977 The regular meeting of the Planning and Zoning Commission was called to order by the Chairman, Mrs. Mary Jo Shaunty at 7:50 P.M. PRESENT: CHAIRMAN VICE CHAIRMAN Mrs. Mary Jo Shaunty Da rre 11 Wood Forrest Grubb Lee Wa 1 drop Claude Morrison Mrs. Shaunty asked that this be moved to the end of the agenda. Mr. Lee Waldrop and Mr. Claude Morrison were sworn in as new members. Request of Mack L. Garvin to replat Lot 14, Block 2, Morgan Meadows. Mr. Mack Garvin presented this request. Mr. Garvin said he wanted to replat this two acre tract into two one acre lots to build a 1983 square feet home. Mr. Morrison asked if homes would be built upon both lots? Mr. Garvin said he only owned the south half of this lot. Mr. Grubb moved, seconded by Mr. Waldrop to approve PS 77-16. Motion carried 4-0. Request of Dorothy Moore to rezone Lots 8 and 9, Block 1, Mollie B. Collins Addition from its present classification of 1F-9 One Family Dwelling to a proposed classification of 2F-9 Two Family Dwelling. This property is located approximately 142 feet west of Smithfield Road on the north side of Odell Street. PZ 77-10 was withdrawn per Mrs. Moore1s letter of May 18, 1977. Request of Harry Hanson to rezone Tract 3, Abstract 1399 from its present classification of Agriculture to a proposed classification of IF-g. This property is located approximately 1789 feet south of Bursey Road. Mr. Walter A. Elliott, Jr., Elliott & Hughes, Inc. represented Mr. Hanson. Mr. Elliott said Mr. Hanson had sold the property surrounding his home to Mr. B. J. Reaves, developer of North Richland Estates. He stated it was an oversight on their part when this ~ . He said they were requesting this zoning change because Mr. Hanson does not own (two) acres which is required to retain Agricultural Zoning. Mr. Elliott said this property will be included in the final plat of North Richland Estates, Phase I. Mr. Morrison moved, seconded by Mr. Grubb to approve PZ 77-12. Motion carried 4-0. PZ 77-11 APPROVED Request of Richland Enterprises, Inc. to rezone Tract 20, 21 and 21A, Abstract 1606, W. W. Wallace Survey from its present classification of Local Retail and Multiple Family Dwelling to a proposed classifi- cation of 1F-8-I5. This property is located north of Texas Electric ROW between Ross Road and Crestwood Circle. . Allen Hamm, Richland Enterprises, presented this request. Mr. Hamm said he would be the developer of the subdivision. He stated they were asking for this zoning change in order to build single family homes. He said there would be a deed restriction of a minimum of 1500 square feet, but they expected to build homes ranging from 1700 to 2100 square feet. PS 77-17 APPROVED FOR: Kendall A. Pratt - 5809 Crestwood Circle I will be glad to see this land developed as it is currently being used as a dump ground. Request of Richland Enterprises, Inc. for preliminary plat of Holiday North, Section 6. This property is located north of Texas Electric ROW between Ross Road and Crestwood Circle. Allen Hamm, Richland Enterprises, presented this request. Mr. Grubb asked Mr. Hamm if he could forsee any problem with item #3 in the engineer1s letter. Mr. Hamm replied he would like to see Ross Road closed. Mr. Britton stated he was presently working with the City Manager on the closing of Ross Road. Mr. Britton said he thought it would be very beneficial to the City if it were closed. Mr. Britton stated Ross Road had two very dangerous intersections and served no purpose because the land on both sides was undeveloped. Mr. Britton added all utilities had easements in this area. . Mr. Pratt asked if the closing of Ross Road would effect access to this area? Mr. Grubb said the plat showed they planned to open North Richland Blvd. to the west. Mr. Grubb asked Mr. Hamm if he could see any problems ~ . Page 3 P & Z Minutes May 26, 1977 PS 77-17 APPROVED with the engineer's letter. Mr. Hamm said Mr. Long and Mr. Perkins would be able to work out any problems, and they would comply with the engineer IS letter on their final plat. There was discussion between the Board, Mr. Britton and Mr. Hamm on item #8. Mr. Hamm said they were not responsible for this culvert because Davis Blvd. was a state highway. MR. WOOD ARRIVED AT 8:22 P.M. PZ 77-13 APPROVED Mr. Grubb moved, seconded by Mr. Waldrop to approve PS 77-17. Motion carried 4-0 with Mr. Wood abstaining as he was not present for the discussion. Request of Cambridge Companies Development Corp. to rezone approximately 3.099 acres out of Tract I-lA, Abstract 1010, William Mann Survey from its present classification of Multiple Family Dwelling to a proposed' classification of Local Retail. This property is located approximately 325 feet south of Chapman Road on Rufe Snow Road contiguous to existing Local Retail Zoning. Request of Cambridge Companies Development Corp. to rezone approximately 16.044 acres out of Tract I-lA, Abstract 1010, William Mann Survey from its present classification of 2F-9 to a proposed classifi- cation of 1F-8 One Family Dwelling. This 16.004 acres is presently zoned 2F-9 with 325 feet facing Chapman Road, south approximately 1075 feet, and east approx- imately 1366 feet. . PZ 77-14 APPROVED PZ 77-15 APPROVED Request of Cambridge Companies Development Corp. to rezone approximately 39.269 acres out of Tract I-lA, Abstract 1010, William Mann Survey, from its present classification of Multiple Family to a pro- posed classification of 1F-8 One Family Dwelling. This 39.269 acres is presently zoned Multiple Family Dwelling with 614 feet fronting on Rufe Snow Drive. Request of Cambridge Companies Development Corp. to rezone approximately 8.015 acres out of Tract I-lA, Abstract 1010, William Mann Survey from its present classification of Local Retail to a proposed classifi- cation of 1F-8 One Family Dwelling. This 8.015 acre triangle is presently zoned Local Retail approximately 809 feet from Rufe Snow east on Watauga Road, north approximately 870 feet, west approximately 672 feet, with approximately 140 feet facing Watauga Road. This 1.400 acre triangle is presently zoned Multiple Family Dwelling with 439 feet fronting on Rufe Snow Drive. Mr. Britton asked the Board if they would hear PZ 77-13 thru PZ 77-17 jointly because this is one large tract of land that is presently zoned Multiple Family, Local Retail and 2F-9. . Mr. William Parsons, vice ~resident of Cambridge Companies'Oevelopmént'Corpóration presented this request. Mr. Parsons said the great success of Fox and Jacobs and Spies-Roberts in this area is what prompted my company to continue the development of single family homes. He said the reason they were asking for these zoning changes was to protect the future homeowners and to have uniform zoning in this area. Mr. Parsons said this area would be developed 1F-8 with the exception of the two variances granted them on May 19, 1977 by the Zoning Board of Adjust- ment. Mr. Parsons stated they had been granted a variance on the lot size and the number of off park- ing spaces. Mr. Parsons said it would be a definite upgrading of the existing North Park Estates, because the homes currently being built in North Park Estates are being built under 1F-7 zoning. He said his com- pany is currently cutting streets, etc. in the north part of this tract as it has already been platted and is under contract to Spies-Roberts contigent on the · change in zoning. Mr. Parsons said the other part of this tract is under contract to Fox and Jacobs con- tigent on the change in zoning, with the exception of the Northwest corner and the Southwest corner on which we are asking for Local Retail Zoning on. Mr. Parsons said the Local Retail would contain a grocery store and various other kinds of shops. . FOR: Charles Lee Sims - 6632 Summertime Lane I am in favor of as much Local Retail Zoning as possible. Billy Wayne Perritt - 6540 Wakefield Mr. Perritt stated the letter he received from the City regarding the zoning was misleading to some degree. He asked why he was the only person in a four block area to receive a letter? Mr. Britton explained the City only notified property owners within 200 feet of the property being rezoned. Mr. Perritt said he was in favor of the change in zoning because he would not have bought his home from Spies- Roberts if he had known this property was zoned Multiple Family and 2F-9. ~ Page 5 P &Z Minutes May 26, 1977 . Motion carried 5-0. Mr. Morrison moved, seconded by Mr. Wood to approve PZ 77-15. Motion carried 5-0. Mr. Wood moved, seconded by Mr. Morrison to approve PZ 77-16. Motion carried 5-0. Mr. Grubb moved, seconded by Mr. Waldrop to approve PZ 77-17. Motion carried 5-0. CONSIDERATION OF THE MINUTES OF APRIL 28, 1977 ELECTION OF SECRETARY Mr. Grubb moved, seconded by Mrs. Shaunty to approve the minutes as written. Motion carried 2-0. Mr. Lee Waldrop was nominated for secretary. Mr. Waldrop was elected by acclamation. OLD BUSINESS ADJOURNMENT NONE The meeting adjourned at 8:50 P.M. .
