MINUTES OF THE REGUIAR MEETING OF THE
ZONING BOARD OF ADJUS'IMENT OF THE CITY
OF NORrH RICHLAND HILLS, TEXAS
JULY 20, 1978
The regular meeting of the Zoning Board of
Adjustment was called to order by the
Chainnan, H.B. Helton at 7:03 P.M.

Mr. Range ITDved, seconded by Dr. Hahn to
approve the minutes as written. The ITDtion
carried 4-0 with Mr. Roseberry abstaining
as he was not at the June meeting.
Request of Juanita Anglin to vary from the
Zoning Oridnance #179 on Tracts 13 & 14A,
Abstract 953, to continue using the house
as a residence and be exempt from installing
a 6 ft. sight barring fence on the south
side of the property.
This property is located at 3805 Rufe Snow.
This request was :postponed until the next
Zoning Board of AdjustIrent meeting as there
was no one to present it.
Request of E.E. Stufflebeam to vary from the
Zoning Ordinance #179 on Lot 8, Block 3,
Richaven Addition, to add a carport to the
front of his house.
This property is located at 7916 Lazy Lane.
Mr. Stufflebeam told the Board he had a metal
carport and the wind blew it dCMn. Jack
Roseberry asked how long he had the first one.
Mr. Stufflebeam said about a year. Mr. Roseberry
asked if he had a permi t and Mr. Stufflebeam
said the inspector stopped him because he did
not have a penni t and told him he would have to
go before the Board of Adjustment. Jo Ann
Williams asked if he had a pennit for the first
one. His answer was "NO". There was much
discussion about hCM the City could reach the
people and educate them to the fact they needed
a penni t to install any type of structure. Mr .
Stefflebeam said the carport would be 11 feet
fran the sidewalk and 24 feet from the curb.
Mr. Britton explained the 25' building line is

actually 34~' from the curb. Mr. Range said
we have to be careful about getting out into
no man's land with this type of requests. If
the carport was not practically finished we
would have to take a different action than the
Board will take.
Mr. Wal ter Kimnel s:poke in favor of this request.
He told the Board the workmanship is as good as
any you would find. I don't see that it will
hurt anything, it is an improvement to his place.
I am a building contractor and to replace a
structure I have never needed a pennit. I told
Mr. Stufflebeam since he was replacing the car-
:port he probably would not need a pe:rmi t.

Mr. Range ITDved, seconded by Mr. Roseberry to
approve BA 78-7. * Motion carried 4-0 with Jo
Ann Williams voting against.

Request of J .K. Watson to vary from the Zoning
Ordinance #179 on IDt 9, Block 5, Briarwood
Estates, to build a 6 ft. cedar fence beyond the
side building line.
This property is located at 7725 Briarcliff Ct.

Mr. George W. Boring, Attorney, Central Drive,
Bedford represented Mr. Watson.
Mr. Boring stated there were three other fences
outside the property line wi thin two blocks of
Mr. Watson. Mr. Boring passed pictures of these
to the Board. Mr. Boring also presentedr;pictures
showing it would not block traffic view for any,
other than Mr. Watson. No one backs out drive-
way without caution, and certainly Mr. Watson
will be cautious. Mr. Britton stated this house
faces south, if the house behind him faced north
there would be no problem, but there is a house
behind Mr. Watson facing east. Jack Roseberry
said the fence being near the street is not the
problem. It is the people behind Mr. Watson
caning out of their driveway. Jo Ann Williams
told Mr. Boring she went out there and she is
IIDst concerned about the traffic problem on Briar-
dale Dr. Mr. Watson said m:>st of the traffic is
on Noneman. Mr. Boring told the Board he \Vent
out there and backed out of Mr. Watson's dri ve-
way. The driver is sitting alrrost in the middle
of the car and l<x>king out the side windows wi th
no problems. Mr. Boring inforrœd the Board the
reason Mr. Watson wants to IlDve the fence is a
water problem. He has had water in his den three
tœs. His lot is' lower than those around him
and he gets the flow of water fran their property.
The fence in its present location would stop the
flow of water and it would back up into their den.
By IIDving the fence out the water would run down
as the lot is lower at that location, and drain

dCMn the driveway. Mr. Watson has brought in fill
dirt several times trying to alleviate this water
problem. Mr. Boring said they would IIDve the
fence back tv;o feet but four feet would do them
no good. He assured the Board the fence company
would IIDve the fence :posts off the city R.O.W.
Mr. J. Stegall, 7720 Briarcliff Ct. s:poke in
favor of this fence, stating Mr. Watson did have
a water problem from the property on either side
of him. It would be my opinion there would be
no traffic problem other than Mr. Watson coming
from his driveway. He said there was a fence at
Briarwood and Noneman wi th the fence on ei ther
side of the driveway. Mr. Watson was asked if
he required a solid fence. He said the deed
restrictions did not allCM a chain link fence.
Mr. Roseberry IIDved, seconded by Mr. Range to
approve BA 78-8 with the stipulation that the
fence shall be 2~ feet inside the property line
and no closer than 12 feet from the curb.
M:)tion carried 5-0.
The meeting adjourned at 8: 31 P.M.
