MINUTES OF THE MEETING OF THE PLANNING
AND ZONING COMMISSION OF THE CITY OF
NORTH RICHLAND HILLS, 7301 N.E. LOOP
820, THURSDAY, MARCH 25,1976
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order by
the Vice Chairman, Mary Jo Shaunty at
7:30 P.M.

CONSIDERATION OF THE
MINUTES OF OCTOBER 23, 1975
Mr. Biard moved, seconded by Mr. Welborn
to approve the minutes as written. Motion
carried 3-0 with Mr. Staples abstaining as
he was absent.
CONSIDERATION OF THE
MINUTES OF FEBRUARY 26, 1976
Mr. Range moved seconded by Mr. Staples to
approve the minutes of February 26, 1976
as written. Motion carried 4-0, Mr. Welborn
abstaining due to absence from this meeting.
Mrs. Shaunty advised the Commission the cases
being heard tonight would be heard by the
City Council April 26, 1976.
NEW BUSINESS
Mrs. Shaunty polled the Commission members
to see if all would be present at the
regular meeting in April. All were going
to be out of town. The meeting was scheduled
for April 29.
PZ 76-2
RECESSED
Request of Mrs. Juanita Anglin to rezone
4.035 acres out of the M. Lynch Survey from
Planned Development to Commercial. This
property is located at 3805 "Rufe Snow Drive.
Mr. Tim Truman, Attorney for Mrs. Anglin,
and Mr. Bob Hoover, Attorney representing
the surrounding home owners, appeared be-
fore the Commission and requested a recess
of this case until April 29, 1976.

Mr. Truman advised the Commission that he
felt they needed more time to discuss this
with the home owners in the area. Mr.
Truman said he needed to find out what the
home owners wanted. Maybe a covenant
against the land could be drawn up.
Mr. Hoover advised the Commission that he
thought this would be best for all con-
cerned.
Mr. Welborn moved, seconded by Mr. Biard to
recess PZ 76-2 until April 29, 1976.
Motion carried 5-0.
PZ 76-5
RECESSED
Request of First National Bank of Hurst to
rezone Lot 5, Block 23, Clearview Addition,
from Neighborhood Retail-Specific Use to
IF-9 - One Family Dwelling. This property
is located at 7916 Maplewood Drive.

Mr. Charles Evans, Attorney, represented the
First National Bank of Hurst. Mr. Evans ad-
vised the Commission that O.D.S. Construction
Company owned this property at one time.
O.D.S. went bankrupt and the Bank had loaned
a large sum of money on this property. They
would like to have this zoned IF-9 - One
Family Dwelling so maybe the Bank could sell
it. Mr. Evans advised the Commission that
the Bank wanted to complete the building in
the back of the house.
Mrs. Shaunty asked Mr. Evans if the bank had
ever been in a position to tear the building
down to conform with the neighborhood.
Mr. Evans replied that the Court ordered
O.D.S. and"not the Bank to tear the butld~
ing down.
Mr. Staples advised the building was the
problem and he could not see that it would
help matters any by rezoning this lot to
IF-9.
Mrs. Shaunty asked for those against this
request to please come forward.

Mrs. Jo Ann Williams, 7900 Maplewood, came
before the Commission and stated that they
were still against the building and wanted
it torn down.
Mr. C.F. Walters, 7908 Standley advised the
Commission that he was still against having
this building. That is why they went to
Court to get it torn down.

Mrs. Shaunty asked if the majority of
the people felt that the building should
be torn down or did some feel differently.
Mrs. Cane, 7909 Standley, stated all the
people felt it should be torn down.
Mr. Welborn said he felt the Bank had the
power to do something about this building.
He feels this is a special case and has to
be worked out.
Mr. Evans said he felt that they needed to
work for a solution to the problem. The
people had been misinformed from the
beginning.
Mrs. Williams asked if the City Council
could go back to Court and get the original
order upheld.
After discussion by the Commission Members
Mrs. Shaunty asked Mr. Shade to check with
the City Attorney and see if the original
Court Order was enforceable.
Mr. Staples moved, seconded by Mr. Range
to recess this case until April 29, 1976.
Motion carried 5-0.
PS 76-4
APPROVED
Request of Alton E. Porter to replat
Coventry Place Estates
Mr. O.D. Long, Consulting Engineer, presented
this request. Mr. Long explained to the
Commission that all they wanted to do was
straighten out Starnes Road so that it would
align with Rumfield Road.
Mr. Biard moved, seconded by Mr. Welborn
to approve PS 76-4 as presented. Motion
carried 5-0.
APPOINTMENT OF P & Z
MEMBER TO COUNCIL MEETING
FOR APRIL 12, 1976
OLD BUSINESS
Mr. Welborn will attend the April 12 meeting.
Mrs. Shaunty advised the Commission that
Mangham Airport had withdrawn their request.
