MINUTES OF THE MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, 7301 N.E. LOOP 820, THURSDAY, JUNE 24, 1976 The meeting of the Planning and Zoning Commission was called to order by the Vice Chairman, Mary Jo Shaunty at 7:35. Due to the absence of Wayne Staples Mrs. Shaunty appointed Thad Biard as Acting Secretary for this meeting. PRESENT: Mary Jo Shaunty Thad Biard Jesse Range ABSENT: Wayne Staples Gene Welborn CITY STAFF: DIRECTOR OF P.W. CLERK Ray H. Britton Pauline Spain Mr. Range moved, seconded by Mr. Biard to approve the minutes as written. Motion carried 3-0. Request of United Enterprises, Inc. to rezone 12.49 acres of the Alexander Hood Survey and the Stephen Richardson Survey from its present classification of Agriculture to a proposed classification of Commercial. This property is located East of Smithfield Road approxi- mately 5671 from the curve of Smithfield Road north of Green Valley Drive. Mr. Bill Hielscher, president of United Enter- prises, presented this request. He stated this acreage is a part of Green Valley Raceway. It is an ideal situation for business. Mr. Hielscher plans to put in a golf driving range. Mr. Bill McClure, Rt. 1 Box 80305, Smithfield, stated he is for this zoning. Mr. McClure1s property is contiguous to Green valley Race- way. After discussion by the commission members Mr. Biard moved, seconded by Mr. Range to approve PZ 76-8. Motion carried 3-0. . PZ 76-9 APPROVED Request of Steak and Ale Restaurants of America, Inc. to rezone approximately 1 acre of the E.S. Carder Survey from its present classification of Local Retail and Commercial to a proposed classi- fication of Commercial=Specific Use-Sale of Mixed Beverages. This property is located at State Highway No. 121 Access Rd. and Desiree Lane. Mr. Ed Baker, 4009 Shadow Drive, owner of the property stated the property is adjacent to Bonanza Steak House. It is well buffered from residential area. Desiree Lane is to the east and a stretch of undeveloped land zoned IF-12 is to the east of Desiree Lane. Mr. Jack Cook, 1280 Woodcrest Rd., Dallas. Mr. Cook is Construction Manager for Steak and Ale, Inc. He stated the other parties must be held up by the rain. They have brochures and pictures of other operations. The plans are of Old English appearance, seating 140 in dining room and 60 in the lounge. We have a limited menue,mainly steak and lobster. We close the dining room at 11:00 P.M. The area will be well landscaped. We feel it will enhance the area. . Mr. Range asked Mr. Cook to sketch the parking area on his plat. Mr. Cook stated there were 74 parking spaces. The Reverend Wilkerson-Christian Temple Reverend Wilkerson asked if it would be similar to the one in Arlington but on a smaller scale. Mr. Cook said it would be smaller than the one in Arlington. Mr. Range moved, seconded by Mr. Biard to approve PZ 76-9. Motion carried 3-0. PS 76-8 TABLED Request of James A. Rust to replat lots 10, 11, 12 and 13 of Block 6, Hillview Addition. This property is located at Glenview Drive and Rufe Snow Drive. This request was transferred to end of agenda as there was no one present to present this request. PS 76-9 APPROVED Request of Christian Temple to replat Lots C & 0 of Lynncrest Addition. This property is located between Blackman Rd. and Mary Francis Lane, east of Booth Calloway Road. . The Reverend Wilkerson - Minister of the Temple. I will decline and let Mr. Britton give reasons for replating this property. ~ . Mr. Britton stated about three weeks ago The Reverend Wilkerson asked why Sunny Lane was still shown on the map. We went through the files and found where the Planning and Zoning Commission had heard a request by H.L. Arnold to vacate said property; however it did not go before the City Council nor was it recorded at the County Courthouse. Reverend Wilkerson stated he wanted this cleared up to eleviate any problems in the future if the church decided to sell this property. Mr. Biard moved, seconded by Mr. Range to approve PS 76-9. Motion carried 3-0. Mr. W.G. Chilton, Jr. came in late and asked about the United Enterprises property. He excused himself for being late but stated he could not find the City Hall. Mr. Chilton asked why the Green Valley Raceway is still zoned Agriculture. Mrs. Shaunty said it came under the grandfather clause and asked Mr. Britton to explain it. Mr. Britton explained same. . PS 76-8 As Mr. Rust was not present PS 76-8 was tabled until the next Planning and Zoning meeting.
