MINUTES OF THE MEETING OF THE
PLANNING AND ZONING COMMISSION
OF THE CITY OF NORTH RICHLAND
HILLS, 4101 MORGAN CIRCLE,
THURSDAY, FEBRUARY 27, 1975
CALL TO ORDER
The regular meeting of the Planning and Zoning
Commission was called to order by the chairman,
Mr. Charles Palachek,Jr. at 7:40 P.M.

CONSIDERATION OF MINUTES
OF THE PREVIOUS MEETING
The minutes of the January 23, 1975 meeting were
approved as written, all voting for.
NEW BUSINESS
PS 75-3
APPROVED
Richland Oaks Addition, 3rd filing. Rolling
Hills Baptist Church-Preliminary & Final Plat
Mr. David Hughes, Elliott & Hughes Consulting
Engineers presented this request. It is the
desire of the Rolling Hills Baptist church to
combine these lots to be known as Lot lR, Block
C. Mr. Mills asked if they would be willing to
enter into a City-Developer Agreement for the
Developer to escrow his pro-rata share of the
6-inch water line in Oakridge Terrace along the
western boundry of his property, as stated in
the letter of February 3, 1975 from Mr. Perkins.
Mr. Hughes said that would be no problem.
Mr. Mills move, seconded by Mrs. Shaunty to
approve PS 75-3 subject to comments in Engineers
letter. Motion carried 4-0.

Jack M. Estes Subdivision - Replat - Lot 7A & 7B,
Block 1 - Henry Besson
PZ 75-6
APPROVED
Request of Henry D. Besson to rezone Lot 7A, Block
1, J. M. Estes Subdivision from its present clas-
sification of Multiple Family to a proposed clas-
sification of Commercial. This property is located
on Harmonson Road between Rufe Snow Drive and
Flory Street.

Mr. Besson stated he had recently purchased this

property. It is presently zoned Multiple Family.
He requests a replat of Lot 7. He received a
permit to remodel the house, Lot 7B, as a resi-
dence; turning it around to face Harmonson Road.
He also requests Lot 7A be rezoned to Commercial.
This lot is contiguous to property he now owns.
He was asked if he would be willing to dedicate
the five feet on Harmonson and Flory. He replyed
yes if they will fix Harmonson Road.
Mr. E. P. Taft - Hurst, Texas
I own the house directly across the street from
the house being remodeled. I sued the City of
N.R.H. for unlawful act of rezoning my property
without my consent. Through a court action I
won the judgement. I am saying to you, you are
trying to rezone property that was unlawfully
zoned Multiple Family. It should be Class A
residential.
Mr. Gaylon Mayfield - Hurst
I represent the man who owns the lot behind and
next to Mr. Taft. We have no objections to this
request.
Mrs. Shaunty moved, seconded by Mr. Staples to
approve PS 75-2 subject to engineers letter.
Motion carried 4-0

Mr. Staples moved, seconded by Mr. Mills to
approve PZ 75-6. Motion carried 4-0
PZ 75-4
Request of David W. Smith to rezone 1.0 acr.e of
the T. K. Martin Survey from its present classi-
fication of Agriculture to a proposed classifi-
cation of IF-12-l8 One Family Dwelling. This pro-
perty is located on Crane Road approximately 1094
feet south of Amundson Drive.
David Smith presented this request stating he
wanted to build a home and before he could it had
to be zoned. If I sell this land will it have to
stay 1800 square foot house? He was told this is
the minimum for a IF-12 under the new zoning. If
I buy fifty feet of land behi.nd me, will it have
to be zoned? Yes it will have to be zoned and you
would have to replat in order to have it joined as
a single piece of property.
Mrs. Shaunty moved, seconded by Mr. Mills to
approve PZ 75-4. Motion carried 4-0
PZ 75-5
Request of Floyd Jones to rezone 4.328 acres of
the John H. Barlough Survey from its present clas-
sification of Agriculture to a proposed classifi-
cation of Commercial. This property is located at
West Main Street and Smithfield Road.

Mr. Floyd Jones - 7512 Bursey Road
Mr. Jones stated he is the owner of Star Electric
Co., now located in Colleyville. His home is in
Smithfield; therefore he would like to move his
business to Smithfield. He plans to erect a 1,000
foot precast concrete building. The entrance will
be from Smithfield Road.
Mr. Loy Sturch - West Main St.
Mr. Sturch stated he was against this zoning. He
excused himself to go out for fresh air.
Motion was made and carried to table this until
Mr. Sturch returned.
APPOINTMENTS TO COUNCIL
MEETINGS FOR 3-10 & 3-24
Mr. Mills will attend the March 10 Council Meeting.
Mr. Palachek will attend the March 24 meeting.
Mr. Palachek - We will return to PZ 75-5
Mr. Sturch returned and read a letter he sent to
the council members. I don't know what to expect
at a later date if this is zoned Commercial. Those
trucks are parked directly in front of my house.
What type of equipment will he park there later?
This zoning will cost me money, as I have a $40,000
home. I can't help but oppose something that will
cost me money. Will Main St. be opened? If so,
that too will devalue my property. If I were
assured what this is to be I would not oppose. He
was asked if he had been in to rezone part of his
property Local Retail. He answered, yes.
Mr. Mills moved, seconded by Mrs. Shaunty to approve
PZ 75-5. Motion carried 4-0.
ADJOURNMENT
The meeting adjourned at 9:25 P.M. Feb. 27, 1975
