MINUTES OF THE MEETING OF THE
PLANNING AND ZONING COMMISSION
OF THE CITY OF NORTH RICHLAND
HILLS, 4101 MORGAN CIRCLE,
THURSDAY, APRIL 24, 1975

CALL TO ORDER
The regular meeting of the Planning and Zoning
Commission was called to order by the Chairman,
Charles Pa1achek, Jr. at 7:30 P.M.

The minutes of the March 27 meeting were approved
as amended. All votin~ for.

Hill 'N Oaks Place Addition - Final Plat
Mr. Trammell presented this request stating the
preliminary plat was approved as Hillside Addition.
The depth of the lots were too small and we went
to the Board of Adjustment for a variance. The
lots are 9000 square feet in area and the homes
will be 1500 square feet minimum. Mr. ~i1ls said
he would like to see a final plat with less comments
from the engineer. Isn't there anything you can do
after the preliminary plan to avoid such as this?
Mr. Palachek asked if all the comments of the engi-
neer had been taken care of. No, but they will be
corrected before we go to the Council. Mr. Mills
asked how he would cul-de-sac Copper Canyon Road as
stated in item H3 of the enQineers letter. Mr.
Allison is working with Mr." Riddle on this. Mr.
Mills asked about item #4, width "of lots 9 & 10. Mr.
Trammell said these have been corrected. Mr. Mills
said ItI feel if we pass this as is, we are passing
the problems to the City Councillt. A lot of these
should have been corrected before filing the final
plat. Mr. Mills asked" how he would feel if this re-
quest was tabled. Mr. Trammell said they had been
delayed and delayed; really we can work these out
before we go to the council. Mr. Palachek said he
would like to see the houses built on the lots so
a driveway could be wide enough to park boats, motor
homes ètc. in the back yard.

Mr. Mills moved, seconded by Mrs. Shaunty to ap-
prove this plat subject to comments of engineers
letter. Motion carried 4-0.
Richland Enterprises - Preliminary plat of
Holiday Hills Addition.
Calvin Luper presented this request.
The engineer's letter was discussed. Mr. Luper
stated these items are forthcoming. House sizes,
as approved by zoning, will be shown on the final
plat.
Mrs. Shaunty moved, seconded by Mr. Mills to ap-
prove PS 75-6 subject to engineers comments.
Motion carried 4-0.
Request of Northeast Construction Co. to rezone
Lot 10, Block 31, Nor'East Addition from its
present classification of IF-9 One Family Dwell-
ing to a proposed classification of Local Retail.
This property is located at Nor'East Drive and
Davis Blvd.
Mr. Allan Hamm presented this request saying this
particular lot is located at Davis Blvd. and Nor'
East Drive. The property across the street and
directly north are zoned Local Retail for offices.
We would like this zoned local Retail for office
use. We do not intend to put in a gasoline
station or drive in grocery. Mr. Hamm said this
would be facing Davis Blvd.
Mr. Mills moved, seconded by Mr. Staples to approve
PZ 75-17 with the stipulation that a 6 foot screen-
ing fence be installed between the residential area
and this property. Motion carried 4-0.
Request of Kip's Big Boy, Inc. to rezone 1.06 acres
of the W.W. Wallace Survey, Abstract 1606 from its
present classification of local Retail to a pro-
posed classification of Commercial. This property
is located at Highway 121 and 820 Access Road ap-
proximately 86 feet West of Bedford Eu1ess Road.
Mr. George Co"nour - Project Enqineer~ståted the
restaurant will seat 93 customers. Outside service
will be covered with a canopy. Electronic speakers
will be provided to place orders for curb service.
There is a window in the managers office over look-
ing the car service area. Tràffic bumpers will be
installed in the driveways to eliminate speeding.
A fence will be installed at the back to catch loose
papers and trash.
Mr. Mills moved, seconded by Mrs. Shaunty to ap-
prove PZ 75-18. Motion carried 4-0.

Request of the First National Bank of Hurst to
rezone lot 5, Block 23, Clearview Addition from
its present classification of Neighborhood Re-
tail-Specific Use to a proposed classification
of IF-9 One Family Dwelling. This property is
located at 7916 Máplewood Drive.
Request of the First National Bank of Hurst to
rezone Lot 6, Block 23, Clearview Addition from
its present classification of Specific Use to a
proposed classification of IF-9 One Family Dwell-
ing. This property is located at 7920 Maple-
wood Drive.
Mr. Richard Ta lor - President of F.N.B. of Hurst
We are in t e unfortunate position of taking th s
property over. The bank has lost money on this
property; therefore we can not afford to have the,
building taken down. We were told the property
had to revert to IF-9 One Family Dwelling.
Mrs. James K. Williams 7900 Maplewood Drive
I am speaking for several neighbors. We would
prefer the building (garage) taken down, but by
all means we want the property zoned IF-9 One
Family Dwelling. The court ordered the building
to come down by March 19, 1975 and we are not
going to be happy if the building stays.
Mr. Mills moved, seconded by Mary Jo Shaunty to
approve PZ 75-19. Motion carried 4-0.
Mr. Staples moved, seconded by Mr. Mills to ap-
prove PZ 75-20. Motion carried 4-0.
Mary Jo Shaunty will attend the May 27 Council
meeti ng.
The meeting adjourned at 9:10 P.M.
