MINUTES OF THE MEETING OF THE
PLANNING AND ZONING COMMISSION

CALL TO ORDER
The regular meeting of the Planning and Zoning
Commission was called to order by the Vice
Chairman, Mary Jo Shaunty at 7:50 P.M.

DENIED
The minute·s of the April 24 meeting were approved
as written. Motion carried 3-0, Mr. Welborn ab-
staining as he was absent at the April meetinq.
Request of Clyde W. Martin to rezone lot 1,Block
M, Smithfield Addition from its present classifi-
cation of Agriculture to a proposed classification
of Neighborhood Retail. This property is located
at the intersection of Main Street and Amundson
Road.
Mr. Bob Hart, Shamrock Realtors presented this
request stating this piece of property is not
large enough for a one family dwelling as it is
only 6748 square feet. The City took part of
this property to widen Main St. This property was
the original site of the old cannery. Mr. Welborn
stated the property does not come up to neighbor-
hood retail zoning. There would have to be a con-
siderable amount of work done on the property.
Mrs. lawerence R. Grimes opposed this zoning. She
is a widow and had rather not have a business next
door to her.
Mr. Welborn moved, seconded by Mr. Mills to deny
PZ 75-22 as the property does not conform to
Neighborhood Retail Zoning. Motion carried 4-0.

APPROVED
Request of Curtis R. Moore to rezone 6.0 acres
of the Thomas Peck Survey, Abstract 1210 from
its present classification of Agriculture to a
proposed classification of local Retail -Specific
Use. This property is located West of Davis Blvd.
and approximately 1218.0 feet south of Shady
Grove Road.

Mr. Bob Holder represented Mr. ~oore. This is for
a private riding club, used only for pleasure, no
racing, no merchandise for sale. Ingress & egress
will be from Shady Grove Road.
Dr. Jim Cobb ~ Vice President of the Riding Club
This riding club has been active for over 15 years
in the City of North Rfchland Hills. Mr. Welborn
asked if this club is for members only. Dr. Cobb
stated yes, but one day out of the year we have the
largest horse show in the State of Texas.
Mr. John W. Shivers of Smithfield was present and
stated he did not oppose this zoning.
Mr. Mills moved, seconded by Mr. Welborn to approve
PZ 75-23, all voting for.

APPROVED
Request of J.V. leggett, Inc. to rezone .450 acre
of the W.W. Wallace Survey, Abstract 1606 from its
present classification of Local Retail to a pro-
posed classification of Local Retail Specific Use-
Sale of Beer for off Premises Consumption. This
property is located at Highway 121 and Frontage
Road - Highway 1-820.

Mr. Marion Massey, Attorney represented J.V. Leggett
and 121 Inc. Mr. Massey stated this property was
formally a Shell station. It has been vacant and
boarded up for 9 months. My clients want to open
a combination convienent food store and qasoline
station. They are convinced it would be productive
as tax revenue for the city. It is now zoned for a
qasoline station or convienent store. Mr. Mills
stated we have had this before and felt it was a
traffic hazard. ~r. Massey disagreed, stating no
hazard but a lot of traffic. and that is the reason
for the desire for this particular property. Mr.
Mills stated if a business is successful it will
cause more traffic. Mr. Massey answered if it were
not a good location no one would want it. Mr. Mills
asked about the "close drive" on the plat. Mr.
Massey said it was proposed the last time but we do
not want to close it. Mr. Riddle and I discussed
this and we suggest a right turn only onto Highway
121. Mr. Massey said they would carry a full line
of groceries, such as 7-11 stores. Mr. Mills ex-
plained the covenant to Mr. Massey and asked if his
clients would be willing to sign one. Mr. Mills
feels it would be a waste not to use the property,
yet he feels it will cause a traffic hazard.

Mr. Mills moved, seconded by Mr. Staples to
approve PZ 75-21 subject to execution of a
covenant to run with the land to the effect
that Specific Use-Sale of Beer for off Premises
Consumption Zoning would revert to Local Retail
if and when sale of groceries stops. Motion
carried 4-0.
Request of Somerset National Corp. to rezone
Lot 1, Block 1, Somerset Addition from its
present classification of Commercial to a pro-
posed classification of Commercial Specific
Use - Private Club. This property is located
at 7920 Bedford Euless Road, LaQuinta Motel.
Mr. Dennis Morrow, Attorney and resident of the
City presented this request. The room is already
there, no additional building will be needed. No
signs on the outside stating a private club. All
the motels in the area have private clubs. My
clients are not trying to make money on sale of
alcoholic beverages; only on overnight guests.
They need this zoning to stay in business.
AGAINST, Alice Ro~ers - 4805 Grove St.
I have a ten year old child. I am opposed as I
feel people coming in and out may be drinking
and cause an accident.
AGAINST, Roy Gifford - Bedford Euless Road
I object to sale of liquor. If I had an option
I would go to a motel that did not serve liquor.
This is a moral issue.
AGAINST, B.J. Neil - 4804 Grove St.
Private Club is misleading. The motel is built
on small area for number of rooms. I feel that
some home owners have been mislead in that they
have been made to believe their property will be-
come more valuable as Commercial property. This
motel is too near the residential area.
Mr. Mills moved, seconded by Mr. Staples to deny
'Z 75-24. Motion carried 4-0.
Mr. Mills or Mr. Welborn will attend the June 23
meeting.
The meeting adjourned at 9:10 P.M.
