PLANNING AND ZONING COMMISSION

I . CALL TO ORDER The regular meeting of the Planning and
Zoning Commission was called to order
by the Chairman, Denver Mills at 7:35 P.M.

I I I . APPOINTMENT OF Mr. Mills appointed Mr. Gene Welborn to
ACTING SECRETARY act as secretary as Mr. Staples was absent.
IV. CONSIDERATION OF THE Mr. Biard moved, seconded by Mr. Staples to
. MINUTES OF THE PREVIOUS approve the minutes of August 28 as written.
MEETING Motion carried 3-0 with Mary Jo Shaunty ab-
staining as she was not present at the August
meeting.
v. NEW BUSINESS Request of McElroy Transport Co. for a
PS 75-11 Preliminary Plat of North 820 Commercial
APPROVED Addition.

Mr. O. D. Long, Engineer, presented this request.
Mr. Long stated he had talked to the City
Engineer about keeping the 31 I wide street.
Mr. McElroy had rather have small commercial
lots to avoid large heavy trucks. Mr. Long
spoke to developers of Fossil Creek Addition
and they feel light traffic flow would enhance
property rather than detract.
Mr. Mills asked if heavy trucks would be using
this street. Mr. Welborn stated commercial
zoning would allow businesses such as warehouse
which would be using heavy trucks.
Mr. Mills asked about fence on Lariet Drive.
Mr. McElroy said the fence is East of Lariet
Drive and he will have to move it. Mr. Long
said ARCO agreed to give permit for water and
sewer facilities across their easement.
Mr. Jim Cato of Corona Drive asked the purpose
of using name of Corona Drive since it is not
in line with existing Corona Drive. Mr. Long
said they would be glad to change the name.

Mr. Mills said he hated to see big trucks going
into Rufe Snow as it is a busy street now. Mr.
Welborn suggested trucks could use 820 access
road for ingress and engress rather than Rufe
Snow.
Mr. Long stated all the comments in the letter
of September 18 from Mr. Perkins would be
completed.
After much discussion by the commission
members Mr. Welborn moved, seconded by Mary
Jo Shaunty to approve PS 75-11 with the
stipulation all engineers recommendations be
followed including the 41 I ft. wide street.
Motion carried 4-0.
MR. MILLS INTERRUPTED THE NEW BUSINESS TO
WELCOME THE 11th & 12th GRADE GOVERNMENT
CLASS OF RICHLAND HIGH SCHOOL.
PS 75-12
APPROVED
Request of Bates Container for a preliminary
and final plat of Smithfield Addition.
Mr. David Hughes of Elliott & Hughes Engi-
neering presented this request.

Mr. Hughes stated Bates Container Co. plans
to construct an 87,000 square foot building
for corrugated cartons. Most items listed
in the City Engineers letter of September 16
have been taken care of. Mr. Hughes stated
if the cost of drainage construction is too
great, the plans will be abandoned.
After discussion by the commission members
Mr. Welborn moved, seconded by Mr. Biard to
approve PS 75-12 with the stipulation that
all engineers comments are met and permits
secured before going before the Council.
Motion carried 4-0.

Request for a preliminary plat of North Richland
Hills Station Addition. (Post Office)
Since no one was here to present this request
Mr. Welborn moved, seconded by Mr. Biard to
table this request. Motion carried 4-0.
Mr. Mills asked Mr. Cato if the Council ever
approved a plat subject to complying with
engineers letter. Mr. Cato said yes, however
the majority of comments are cleared before
the Council received them.

DENIED
Request of American Petrofina Co. to rezone
Lot 1, North Edgley Addition from its present
classification of Local Retail to a proposed
classification of Commercial. This property
.
is located at 7500 Grapevine Highway.
Mr. R. H. Franklin of Petrofina Co. pre-
sented this request.
Mr. Franklin stated Petrofina Co. is seeking
to comply with the City Ordinance. Mr. Mills
stated he did not understand. Bob Shade
explained the rental of U-Haul trailers is
commercial zoning and the leasee of the
service station started renting trailers
about a year ago therefore the zoning must
be changed or he is in violation.
Mrs. Jeanette Stevens 4205 Ken Michael Ct.
What can they put on this property if it is
zoned commercial? Mr. Mills named a few things
but could not go into detail. Mrs. Stevens
opposes this zoning as the place is messy
enough right now.
Mr. Arnold Pitchford 4504 Cummings Drive E.
I oppose this zoning as this is a residential
area and we do not want a warehouse and such
at this location.

Mr. H. L. Hughes 4500 Cummings Drive E.
I oppose this zoning as the place is such
a mess, and I would not want it any worse.
After consideration by the commission Mr.
Welborn moved, seconded by Mary Jo Shaunty to
deny PZ 75-28. Motion carried 4-0.
Mr. Welborn stated his reason for denying this
request. This would be spot zoning. We had
requests for commercial zoning south of this
property and it was deAied. I feel the property
owners do not want commercial property in this
area; therefore, I am against the commercial
zoning.
VI. APPOINTMENT TO CITY
COUNCIL FOR 10-13-75
VII. OLD BUSINESS
Mr. Welborn volunteered to attend the council
meeting October 13, 1975.
Mr. Mills stated the City Council denied
La Quinta their Private Club zoning. Council
voted 7-0.
VIII.ADJOURNMENT
The meeting adjourned at 8:55 P.M.
