CALL TO ORD:ER ROLL CALL CONSIDERATION OF MINUTES OF THE PREVIOUS MEETING NEW BUSINESS PS 74-1 APPROVED RECOMMENDATION FS 74-2 APPROVED MINUTES OF THE MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, 4101 MORGAN CmCLE, THURS- DAY, JANUARY 24, 1974 The regular meeting of the Planning and Zoning Commission was called to order by the Chairman, Mr. Charles Palachek, Jr. at 7:35 P.M. PRESENT: CHAffiMAN VICE CHAIRMAN SECRETARY Mr. Charles Palachek, Jr. Dr. Charles Hager Mr. Gene Welborn Mrs. Mary Jo Shaunty CITY STAFF PRESENT: DIRECTOR OF P.Z. Mr. Allen Bronstad CLERK Mrs. Pauline W. Spain ABSENT: Mr. Denver Mills Dr. Hager moved seconded by Mrs. Shaunty to accept the minutes of the previous meeting. Motion carried 3-0, Mr. Welborn abstaining. Request of Day Hames, Inc. - McComas Subdivision preliminary and final plat. ~~. Palachek questioned size of houses on zoning request. Zoning was IF-9, no stipulation. Mr. Welborn asked about letter from engineer concerning drainage. He stated Chapman Road is flooded for six hours after 1 1/2" rain. Dr. Hager asked about the size of the concrete culvert pipe under Mabel St. at Chapman Rd. This pipe size has been changed from 2411 to 3011 as shown on sheets 4 & 5 of plans. Mr. O.D. Long stated most of the problem was caused from gas culvert that needed cleaning. After discussion by the commission members Mr. \'¡elborn moved, seconded by Dr. Hager to accept this final plat. Motion carried 4...(). Dr. Hager recommended that the City Council provide drainage ditch cleaning in the irmnediate vicinity on Chapnan Road by either the county or city. Motion carried 4-0. Request of D & D Investment Co. to revise lots 15 thru 22 of Block 4, Briarwood Estates. Mr. O.D. Long represented D & D Investment Co. . . Mr. Welborn asked if' utility companies had submitted letter regarding replat. Mr. lDng stated the replating did not affect utilities. The houses are built and utilities.'are installed. The reason for replating is one house was built too near property line for minimwn side yard. After discussion by the commission members Mrs. Shaunty moved, seconded by Dr. Hager to accept this replat. Motion carried 4-0. PS 74-3 APPROVED Request of Fossil Creek Partnership - 2nd filing. Mr. O.D. Long presented this request. The commission members discussed the engineers letter with Mr. Long. Mr. Long said they were contemplating changing the city 11ne by working out a mutual agreement for boundry line with Haltom City. He would like to have signatures from both cities so he would not have to refile if boundries are changed at a later date. Mr. Bateman of Fossil Creek Partnership has given separate agreement to city granting access to parks. From the £i ve lakes on property only two will be left. These two will have drainage wa:y from lake to lake and from lots to lake. Home owners assn. will maintain lakes. Each sheet does not necessari¡y cover one tract; therefore the metes and bounds could not be shown on each sheet. The tax office was given metes and bounds for each separate tract. After discussion by the commission members Dr. Hager moved, seconded by Mrs. Shaunty to accept this final plat. Motion carried 4-lJ. PZ 74-2 APPROVED Request of Donald Kerr Associates, Inc. to rezone 286.540 acres out of the Edward D. King Survey and the Tabitha Akers SUrvey from its present classification of Agriculture to a proposed classification of Industrial. Mr. D. Stembridge presented this request. He said it would be to the best interest of Donald Kerr Associates and the City to rezone all at once and come in with and orderly plan for development of entire 286 acres. There is no definite industry in mind. A letter from Mayor Mack N. Burke, Jr. of Watauga was read by the commission members. ,.,... . . . :Mr. Grady Jordon of Grady Jordon and Co., owners of the M.F. and Local Retail tract adjoining sàid property, stated they were not in opposition. In as much as the commission is concerned about the M.F. tract, the Grady Jordon Co. might consider rezoning to Commercial or Industrial. After much discussion by the commission members Mr. Welborn moved to grant this request. Dr. Hager moved to amend :Mr. Welborns motion. Dr. Hager then moved, seconded by :Mr. Welborn to grant this request with the stipulation that a time limit of one year for filing of final plat with a buffer zone to be adjacent to Watauga residential area or the zoning will revert to agriculture. Motion carried 4-0. PZ 74-3 APPROVED Request of W.P. Sandlin and C.E. Ramey to rezone 1.17 acres out of the J.H. Barlough Survey, Abstract 130 from its present classification of IF-9 One Family Dwelling to a proposed classification of local Retail. After discussion by the commission :Mr. Welborn moved, seconded by Mrs. Shaunty to grant this request. Motion carried 4-0. OLD BUSINESS None ADJOURNMENT Mary Jo Shaunty moved, seconded by Gene Welborn to adjourn. Motion carried 4-0. The meeting adjourned at 8:45 P.M. January 24, 1974.
