Welborn to amend the agenda by transferring P~ 74-22 and PZ 74-24 to follow PZ 74-30. Motion car~ied 5-0. Request of Rita Moore to rezone Lot 9, Block 31 of Nor'East Addition from its present classification of IF-9 One Family Dwelling to a proposed classification of Local Retail. lIr. Neal V.I. Adams, attornery, represented Mrs. Moore. }~. Adams stated primary reason for rezoning is so }frs. Moore could have a beau.ty shop in her garage, realizing if zoning is approved she must go before the Board of Adjustment for a variance to live in her home. Present structure meets all requirements of Cosmotology Board of Texas. Request of Thomas E. Carr to rezone Lot 6, Block 33 of Nor'East Addition from its present classification of IF-9 One Fa']ily Dwelling to a proposed classification of Local Retail. Mr. Carr stated he wanted to have a gift shop in his home. He was reminded he would have to go before the Board of Adjustment. Request of John McNary, Inc. to rezone Lot 7, Block 33 of Nor'East Addition frou its present classification of IF-9 One Family Dwelling to a proposed classification of Local Retail. ~ ~~. McNary stated he purchased this property one year ago. He has had it for sale for some time but no one wants to buy a home on Davis Blvd. 1-Ie plans to put irl ~. fur sllop if rezoned. . PZ 74-26 APPROVED Request of Helen B. ~,ŒcKinney to rezone Lots 1 & 2, Block 33 of Nor'East Addition from its present classification of IF-9 One Family Dwelling to a proposed classification of Local Retail. }~. Neal Adams represented ~{rs Mc Kinney stating she has no reason for rezoning other than up- grading her property. PZ 74-27 APPROVED Request of Carl V. Smith to rezone Lot 5, Block 33 of Nor'East Addition from its present class- ification of IF-9 One Family Dwelling to a proposed classification of Local Retail. No one was present to present this request; how- ever the commission members acted on this request since it is a part of the entire block asking for rezoning. PZ 74-28 APPROVED Request of T.H. Harrell to rezone Lot 4, Block 33 of Nor'East Addition from its present classification of IF-9 One Family Dwelling to a proposed classification of Local Retail. . Mr. Harrell stated they had recently purchased this house and if possible he and his wife would like to have a small Italian restaurant. PZ 74-29 APPROVED Request of Richland Enterprises, Inc. to rezone Lot 1, Block 1, Holiday North Addition Section II from its present classification of 2F-9 Two Family Dwelling to a proposed classification of Local Retail. Mr. Calvin Luper represented Richland Enterprises. This property is located at 5505 Davis Blvd. and houses Sandlin business office at present time. PZ 74-30 APPROVED Request of Northeast Construction Co. to rezone Lot 10, Block 31 Nor'East Addition from its present classification of IF-9 One Family Dwelling to a proposed classification of Local Retailo 1<r. Calvin Luper represented Northeast Construction Co. This property is located at 7759 Nor'East Drive, East of IvIrs . Rita Moore's property. . OPPOSED - 1'1r. Charles B. Renfro, 5421 Randol Drive. ~~. Renfro was against this zoning once before. He stated there is no available parking for Local Retail Customers. OPPOSED - l1rs. vlayne Cox, 5420 Randol Drive 1·~. Lewis Haynes, 5416 Randol Drive :Hr. ~lilliam Harris, 5424 Randol Drive . . . ~ After discussion by the Commission Members Dr. Hager moved, seconded by lJfr. ~valborn to approve the above requests with the stipulation that a screening fence be erected behind Lots 1, 2, 4, 5, 6 and 7 of Block 33 and West .of .<lot. 91JBlock 31 Nor' East Addition. I'lotion carried 5-0. PZ 74-22 j\1.P PRO VED Request of B.G. Burke to rezone Lot 16, Block J, Smithfield Addition from its present classification of IF-9 One Family Dwelling to a proposed class- ification of Industrial. I1r. 1tJ"eldon Blevins represented lIre Burke. Mr. Blevins stated l-fr. Burke owns Lots 14 & 16; lot 14 has a house on it and it is presently zoned Industrial. l"fr. Burke has a prospective buyer for both lots pending the rezoning of Lot 16. After discussion by the Commission Members ~œ. ~velborn moved, seconded by l"1"rs Shaunty to grant this request. lfotion carried 5-0. PZ 74-24 APPROVED Request of F.G. Bramlett to rezone Lots 9 & 10 of Edgley Addition from the present classification of IF-9 One Family Dwelling to a proposed classification of Commercial. l1r. Bramlett said this property is between Grape- vine Highway and Glenview. There are several retail businesses North of his property, the·.~·¡ property directly across said property is zoned business and there are five residential properties South of his property. He has prospective buyers for property pending zoning. One plans to have a drapery shop, the other a day care center. lIre Bram~ett agreed to amend his request to Local Retail. OPPOSED - lwIr. D.A. Jordon, 4158 L~lilmon St. l-1r. Jordon lives two doors South of 1vfr. Bramlett and he said the traffic is terrible now; therefore he opposes this request. After discussion by the Commission Members 1{r. ~'lelborn moved, seconded by Dr. Hager to grant this request as amended to Local Retail. IvIotion carried 5-0. PZ 74-31 Request of Everett E. Huffman to rezone Lot 5A, Block 1, Jack 1·1. Estes Subdivision from its present classification of Local Retail to a proposed classification of Commercial. JìIary Jo Shaunty moved to place pz' :74-31 to the end of agenda as there was no one present to present this request. . . . ~ PZ 74-32 D:ENIED Request of Wayne Richardson to rezone 3.8 acres out of the John Barlough Survey, Abstract 130, i'rom its present classification of 2F-9 Two Family Dwelling to a proposed classification of Local Retail. 1'.'Tr. O.D. Long represented vvayne Richardson. After discussion by the Commission Members þ~. Welborn moved, seconded by }~ry Jo Shaunty to deny this request. 1\;lotion carried 5-0. PZ 74-33 APPROVED Request of M.D. Daniel to rezone 10.62 acres of land out of the John McCommas Survey, Abstract 1040 from its present classification of Agriculture to a proposed classification of IF-9 One Family Dwelling. 1-1r. O.D. Long presented this request stating they would like to keep the houses to a minimum of 1200 or 1250 sq. feet as larger houses are selling for $30,000 or more and we feel there is a better market for homes under this price. 11T. Moak stated area is near Odell Street where there are IF-7 frame houses. After discussion by the Commission Members Dr. Hager moved, seconded by Mrs. Shaunty to approve this request. 11otion carried 5-0. PZ 74-34 DENIED Request of O.D.S. Construction Co. to rezone Lot 5, Block 23, Clearview Addition from its present classification of Neighborhood Retail, Specific Use, Office for O.D.S. to N.R. S.U., Office and Garage for O.D.S. Construction Co. Mr. Tom Cave, attorney, represented Mr. Steward. This is an unusual case to the standpoint that the garage was half built when someone complained. The City Manager and Inspector came out to stop construction. The purpose of the garage is to store equipment now stored on vacant lot next door. The only part of the garage visible is the top. 14r. Cave showed the Commission members many pictures of 1-1r. Stewards property and also of the surrounding area. OPPOSED - Mr. Bernard Shaffer, 7905 Birchwood. I have nothing much to say except a 2000 foot garage could be a warehouse. I have 14 people here who oppose this request. OPPOSED - l~1rs. James vlilliams - This property was rezoned for Specific Use only. OPPOSED - v~. C.F. Walters, 7908 Standley. This is too big for a garage. It is a regular eye sore. . . . PS 74-l0(~ APPROVED PS 74-ll TABLED PS 74-12 APPROVED PS 74-13 APPROVED ~ OPPOSED l1r. Norman Cooper, 7908 Maplewood. 11r. Steward came to our house to sign paper granting him Specific Use for office. He sàid he was going to build a duplex across the street, hot top his back yard for parking and have no on street parking. He has done none of these. OPPOSED Mrs. Eula ~^lilson, 7904 IvIaplewood. The gates are left open, trucks going in and out all the time and parking on both sides of the street. When I signed the paper it was for office use only with parking in back. After discussion by the Commission Members, 1~ Jo Shaunty moved, seconded by Mr. Welborn to deny this request. 110tion carried 5-0. Request of Doric Investment Corp. for replat of Green Oaks Estate. }~. Walter Elliott represented Doric Investment Corp. A year ago we filed a plat with 51 lots. We request a replat of 71 lots. A year ago we had to have septic tanks and felt large lots would be better. We are working with the developer of KingsWQod Estates in the possibility of using a lift station for sewer. The zoning was for 1600 square foot homes. The zoning will stay the same. After discussion by the Commission Members Dr. Hager moved, seconded by l"ír. Mills to approve this replat subject to engineers letter. Motion carried 5-0. Request of J.D. Kemp and Mike Brackney, preliminary and final plat of Northeast Commercial Park. ~~. Walter Elliott requested this be tabled until the next meeting as the plans are not complete. Dr. Hager moved, seconded by Mary Jo Shaunty to table this request until June 27. Motion carried 5-0. Request of Folsom Investments Inc., prelL~~nary and final plat for University Plaza. l1r. Walter Elliott represented Folsom Investments Inc. After discussion by the Commission Members Dr. Hager moved, seconded by }Jfr. Welborn to approve this plat subject to engi11eers comments. Motion carried 5-0. Request of John Barfield, preliminary plat "ó:fi Crestwood Estates. . . . PS 74-14 APPROVED PZ 74-31 TABLED OLD BUSINESS AD JOlTR}J1kŒNT ~ }~. O.D. Long represented Mr. Barfield. After discussion by the Commission Members Dr. Hager moved, seconded by ~~. ~lills to accept this preliminary plat subject to engineers letter. ~1otion carried 5-0. Request of D & D Investment Corp., preliminary plat of Briarwood Estates, 3rd filing. 1·1r. O.D. Long presented this request. After discussion by the COmmission Members }æ. Hills moved, seconded by Mr. vlelborn to accept this prelimina~ plat subject to engineers letter. l·fotion carried 5-0. As Mr. Huffman was not present Dr. Hager moved, seconded by 11rs.
