The regular meeting of the Planning and Zonino
Commission 'lIas called to order b.y the Chairman,
Charles Palachek, Jr. at 7:30 P.f·~. This meetina
was held November 21 rather than November 28
due to Thanksqivinq Holiday.

The minutes of the October 24 meetino were
approved as written;-aTl votinq for.'
Stonybrooke addition - Replat
Mr. Walter Elliott presented this request stating
the replat was to close Brookridqe Drive per
request of Planninq ~ Zonin~ and City Council.
After discussion by the commission members Mrs.
Shaunty moved, seconded by Mr. Welborn to approve
PS 74-21. Motion carried 4-n.
Request of ~~r. ~!.C. Bland to rezone Lot 43, Block
l-A, Holiday East Addition, Section 2 from its
present classification of 1F-9 One Family Dwellino
to a proposed classification of Specific Use-Oay
Nursery. This property is located at 7541 Lola
Orive.
Mr. Bill Bland presented this request. He stated
the house will not be altered in anyway, no signs,
no advertisements and we plan to build a stockade
fence around the property. The nursery is to
accomadate pre-school and lower grade children
from 7 A.M. to 6 P.M. We plan to have a dozen or
maybe more children. The interior structure will
stay as is; possibly the qarage would be converted
into a play room. The fence will be in the rear
yard only.
Mr. Riddle asked if they were presently operating,
if so how many children. The answer was yes, a
very small number; 1 all day and 3 after school.

I am for this zoning as the location is handy to
school and the children get qood qualified care.
The noise should not bother anyone as it is so
near the school.

Mrs~ Bland is a former school teacher and well
qualified.

Mrs. Collins 5313 Susan Lee Lane
I am not well and the noise is so loud I can not
rest. The traffic is already bad and con~estion
from 1ettina children in & out of cars makes it
worse. A teacher at the school said the noise
was so loud at times it is hard to conduct classes.
Mrs. Collins brOu9ht five letters in opposition
and eight property owners in the audience were in
opposition. A lot of concern from property owners
is for the safety of children.

I oppose this request because I feel it will devalue
our property and cause more of a traffic prohlem.
My main concern is the traffic problem. I bouqht
because of the school yet if a day care center had
been there I would not have purchased a home in
the area.

I have been i'~nrl there is a considerable bit of
noise. It is hard to rest. I don't feel a day
nursery should be in a residential area.

After much discussion by the COMMission members Mr.
\~e 1 born moved, seconded" by Mr. t1i 11 s to deny PZ
74-58. Motion carried 4-n.
Mr. Pa1achek stated the board did not like to spot
zone, the specific use zoninq would increase traffic
and it would be a detriment to the neiqhborhood.

Request of Larry O. Young to rezone 7.352 acres of
the W.C. Newton Survey, Abstract 1182 and the S.
Richardson Survey, Abstract 1266 from its present
classification of Agriculture to a proposed class-
ification of Commercial. This property is located
on Precinct Line Road approximately 1530 feet south
of County Road no. 3105.
Mr. Young presented this request. He stated he
runs a truckino business. He built a cinder block
building and hàs five tractor trailer truCKS. He
believes Precinct Line Road will be a four lane
highway from Grapevine Hiqh\A/a~y to Hiahway 11.1. r'r.
Young brou9ht many pictures of business buildings
in area zoned A~riculture. Mr. Younq has owned
this property 2 1/2 years and has had the building
completed 6 to 8 months.

I moved to this area 8 years ago. At that time
there was little traffic. Today there is much
traffic. There is a mobile trailer park, Aridersons
feed store and a horse stable in the area. Mr.
Deaton has commercial property at c orner of Davis
ßlvd. & Precinct Line Road.

I strongly oppose this request. The noise is
quite annoying.

~1y property is 2Sf) feet north of said property. It
is a beautiful area. I am opposed to this zoning
because of traffic problems. Mr. Young was aware
of this zoning when he purchased the property. If
these trucks come in at 2 A.M. and are broke down
they have to be repairerl immediately. This means
a great deal of noise. Precinct Line Road is only
20 feet wide. This 4 lane thoroughfare mentioned
is probably ten years off.

y-,ive across the street in Colleyville. I have
twenty acres and I oppose because of noise and it
is an eye sore in residential area.

Mr. Riddle said the mayor of Colleyville called
and requested the zoning remain Agriculture.
After much discussion by the commission meMbers
Mr. Mills moved, seconded by Mr. Welborn to deny
PZ 74-59. Motion carried 4-0.
Mr. Palachek stated this decision was very difficult.
In the future this property will be Local Retail and
Commerci a 1; ho\-,ever at the present we feel it \'Joul d
be spot zoning.
Mr. Palachek told Mr. Younq he would have to cease
operatinq from this property; however he felt that
the City would qive him time to relocate.

Request of R.W. Wright to rezone 1." acre of the
John McCommas Survey, Abstract ln4n from its
present classification of Agriculture to a proposed
classification of Commercial. This property is
located on Smithfield Road, approximately 399 feet
south of Odell Street.
Mr. R.W. Wright presented this request stating he
got a permit for a garage 3 years ago. r'1r. t1il1s
asked his intention ~Jhen he built the qarage. r;'r.
Wright said personal use, hut when I got layed off
from Bell Helicopter I started repairinq other
vehicles.
There was no one present to oppose this request.
After discussion by the commission members Mr. Mills
moved, seconded by Mrs. Shaunty to approve PZ 74-60.
Motion carried 4-0.
Mr. Pa1achek will attend the Oecember meeting. ~r.

After much discussion on the 70ning Ordinance No.

adopt the followinq resolution;
"Be it resolved by the Plannino ann Zoning
Commission of the City of ~'orth Richlanö Hills,
Texas, that the Comprensive Zoninq Ordinance No.
179, ~e amended as set forth in the proposed
Ordinance attached hereto as Exhibit flAtt
t,1r. Helborn moved, seconded by ~1rs. Shaunty to
adjourn. The meetinq adjourned at 11:b5 P.M.

of North Richland Hills, Texas, that the Comprehensive Zoning
Ordinance, No. 179, be amended as set forth in thè proposed
Ordinance attached hereto as EXHIBIT "A".
