PZ 73-1 ROBERT L. ~iELLS APPROVED MINUTES OF THE MEETING OF THE PLANNING AND ZOl·1ING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, 4101 MORGAN CffiCLE, THURS- DAY JANUARY 25, 1973 - 7:30 P.M. The regular meeting of the Planning and Zoning Commission was called to order by Chairman, Mr. Louis E. Rinn. PRESENT: Chairman: Secretary: Mr. Louis E. Rinn Mr. Gene Welborn Mr. Charles Palachek, Jr. CITY STAFF PRESENT: City Manager: City Clerk: Mr. M. E. Riddle Betty Terrell ABSENT : Vice Chairman: Dr . Charles Hager Mrs. J.W. Shaunty Mr. Palachek moved, seconded by l-fr. Welborn, that the minutes be approved of the December 20, 1972 meeting. Motion carried 3-0. All members present voting affirmative. Request of Mr. Robert L. Wells to rezone the North 160.0 feet of Lot 5, Block 2, Jack M. Estes Subdivision from its present classification of "IDeal-Retail" to a proposed classification of "Commercial". ~m.. ROBERT L. WELlS - FOR l1r. Wells came forward to present his zoning request to the Commission. He stated his residence was 7201 Marilyn Lane, and he had requested this zoning change on his property at 3720 Rufe Snow Drive to construct a warehouse and office building combination. }1r. Wells stated that being a general contractor he needed this in his business. He stated he would have a tilt wall type office building with the warehouse behind it. Mr. Wells stated he would occupy one of the three spaces of the office building, and a C.P .A. firm would occupy one space, this leaving one space for lease. . . . II. PS 73-1 HOLIDAY NORTH SECTION 4 FINAL PLAT APPROVED III. PS 73-2 GLENANN ADDITION SECTION 2 FINAL PLAT APPROVED ,Chairman, 1fiæ. Rinn, called the public hearing closed as no one came forward from the audience in favor, or in opposition of this zoning request. Þír. Welborn moved, seconded by :Mr. Palachek, to APPROVE this zoning requ est. ~lotion carried by a vote of 3-0. All members present voting affirmative. Request of Holiday North Joint Venture - Holiday North Section 4 - Final Plat. }1R. CAL VllJ LUPER - FOR }rIr. Luper came forward to represent Holiday North Joint Venture in this final plat request. All members of the Commission had a plat of this request. Lot sizes were discussed by the members. ~1r. Riddle stated to the members that all engineering problems had been corrected per letter of comment from the City Engineers. Chairman, ~1:r. Rinn, called the public hearing closed as no one came forward from the audience in favor, or in ópposition of this request. :Mr. Welborn moved, seconded by Ivfr. Palachek to approve this final plat. Motion carried 3-0. All members present voting affirmative. Request of Cameo Enterprises, Ine. - Glenann Addition Section 2- Final Plat. lvIR. O.D. LONG - FOR :Mr. O.D. Long, Consulting Engineer, came forward to present the case to the members of the Commission. He pointed out that ÞIain Street will be as approved in the preliminary plat. He stated there would be a drainage ditch to seperate this property from the property that was purchased by the school. This being on the West side of this addition. :Mr. Glenn Buckner, developer of the addition, came forward stating that }1r. Martin owned a two acre st,rip at. the North edge of the plat. He pointed out that he had offered Mr. Martin $6,000.00 for his property if he wanted to sell. Mr. Buckner stated he did not really want this property because . . . of having to make reV1S10ns in this subdivision, and the engineering cost would be approximately $1,000.00, yet he pointed out that Mr. lJIartin had that much invested in fence, post, and other items that he could not use. }~. Buckner explained to the members why he could not have Section 3 of the G1enann Addition ~eady for this meeting. Due to the snow and bad weather, it was impossible to get the necessary surveying data prepared for his engineer. 1,1R. JTIvf 1-1ARTIN - 1vIr. }·1artin came forward stating.lle~.was··nò.t ..re.ally for or against this request. He stated he did want to point out there would be approximately ten houses to back up to his property. At this time he did have livestock on his property, and would continue to do so as long as he was the owner. He stated it was all legal, but a bad situation. :Mr. }fartin asked to go on record that it would not work out when the complaints started to come in. }fIr. Riddle stated that without this subdivision, :Mr. Martin's property was land locked at this time unless he wanted to put in the street, water, and sewage. After discussion by the members of the Commission, 11r. Welborn moved, seconded by l1r. Palachek, to approve this final plat. Motion carried 3-0. All members voting affirmative. OLD BUSINESS: None ADJOURNMENT: 1vIr. Palachek moved, seconded by :Mr. Welborn, to adjourn the meeting. ~1otion carried 3-0. }1eeting adjourned 8:05 P .IvI.
